The Prosecutor’s Office of the Boguchansky District of the Krasnoyarsk Territory conducted an audit of compliance with land legislation and found that in February 2020, between the administration of the Boguchansky District and the limited liability company “Dragon RT”, engaged in timber processing, an agreement was illegally concluded for the sale of a land plot of more than 13 hectares located in borders of the village Gremuchy.

– Contrary to the law, the transfer of land to the ownership of a commercial organization was carried out without bidding, as well as in violation of the principle of proportionality between the area of the land plot and the real estate objects built on it. The exploitation of the land was carried out by the company for the purpose of storing sawmill waste, which repeatedly led to their smoke and the threat of fire spreading on the territory of the village, – says the regional prosecutor’s office.

It is known that the Regional Arbitration Court has already considered the application of the regional prosecutor’s office to recognize the contract for the sale of land as invalid. The claims were satisfied in full, the commercial organization was obliged to return the land plot free from temporary buildings, structures and sawmill waste located on it.

However, two important points lie behind the dry release of the security forces.

Firstly, Dragon RT LLC, which has become the interest of the prosecutor’s office, has long been included in the information field not only of the Boguchansky district, but of the Krasnoyarsk Territory as a whole. Moreover, with a clear negative connotation.

The Dragon RT company is known for constant safety violations. So, in December 2021, residents of the village of Taezhny, which, like Gremuchy, is also located in the Boguchansky district, complained that for almost a week they had nothing to breathe due to smoke from the burning Dragon sawmills.

A month later, the district prosecutor’s office intervened and opened a number of administrative cases. Ultimately, the company was brought to administrative responsibility in the form of a fine of 700 thousand rubles. In addition, the offender will have to pay damages to the soil, which amounted to 38.7 million rubles.

Secondly, in February 2020, when a Chinese company bought a land plot in Gremuchy, the Boguchansky district was headed by Vladimir Rudolfovich Saar, the current mayor of Nazarovo.

It is highly unlikely that such a deal could pass by the head of the district and it is not yet known what exactly prompted Vladimir Saar to support the business of Zhang Xuejun, a resident of the PRC, who is the founder of the Dragon RT company. It is possible that Saar’s motives are now being investigated by law enforcement agencies.
