The current mayor of Troitsk, Alexander Vinogradov, does not have long to hold a high post. For two years now, he has been trying to get out of the criminal case on abuse of power (Article 286 part 2, case No. 1-9/2022, 1-263/2021 in the Troitsky City Court).
Briefly recall what happened. According to investigators, in 2019, Vinogradov transferred property in the city’s heating points from one commercial organization to another in a dubious way. As a result, the enterprise suffered damage in the amount of 9 million rubles, and the utility equipment was transferred to the energy company Perspektiva LLC (TIN: 7449070380).
Of course, this is not a random decision. Heating the city is a lucrative business, and influential eaters have been found for a tidbit of cake. But the mayor did not get away with this scheme, so in 2021 he went to trial. The case is still being considered, Vinogradov’s defense managed to recuse the judge, and the security forces were not even able to remove the mayor from service – he left the pre-trial detention center and soon returned to work as if nothing had happened. What can I say, Alexander Georgievich has enough authoritative patrons.
But judgment is judgment. Even if the mayor gets off with a fine, he will still not be able to hold municipal positions. It is the matter of time.
As a result, the place will soon be vacant, but you can’t put anyone on it anyway. We need the “right” person who can please everyone and not get caught. And, as sources in law enforcement agencies told Russkaya Pressa, a potential mayor was found – daddy with his case has already been placed on the table by the governor of the Chelyabinsk region Alexei Teksler. The head of the region does not particularly mind.
Let’s take a look at this character.
But no more information. Strange, right? Andreev has been working in the administration for more than a year and in prominent positions – they write something about such from time to time, but here there is silence. There is very little even stereotyped news about visiting any construction site.
Or maybe this is right: when the chief business executive of Troitsk opens his mouth, you don’t know what to do – laugh or grab your head. In a recent plot “People’s Front” about the heaps of unremoved snow in city squares and streets Andreev, without a shadow of a doubt, said that this is actually in the order of things: children play snowballs, and anyway, everything will melt soon – like budget money, Troicites joke on social networks .
“Russian Press” decided to delve deeper into the life of this mysterious subject. We started with the date of birth – I had to check several times to make sure it was really him.
And now the details of the criminal case in 2006, when a gang of thugs beat district police officer Kulyashov to death. Anton Andreev then barely stepped over the age of majority – a week before the massacre of the sergeant, he turned 19 years old. The older brother at that time was still working in the city clinical hospital of Chelyabinsk. One treated, the other “wet”.
Anton was arrested on January 23, 2006. He was sent to his accomplices in SIZO-2 in Magnitogorsk, and on February 6 he was fingerprinted (dactylo formula No. 9/2-65695/44474).
He, along with the others, appeared before the court on September 4, 2006, falling under the same articles, except for 158 (“Theft”). The bandit was sentenced to 11 years in prison, he went to the colony YaV-48/18 in Magnitogorsk in the company of Alexei Ladygin. The verdict cannot be found on the website of the Trinity City Court – apparently, someone really wanted to hush up the story until the Russian Press decided to remind about it.
We checked the official brother’s criminal history – nothing special, the buddies did their best. True, there is one big fat “but”.
A source in law enforcement agencies said that Andreev is not just an ordinary prisoner who reformed, was released and began to lead the life of a tradesman. Yes, if! Our hero received a special status in the criminal world – “looking” for the city of Troitsk.
What does it mean? In thieves’ jargon, “watcher” is a criminal authority who “looks after” urban areas and resolves issues that arise between thieves. In other words, if Andrei Andreev is eager for the post of mayor of Troitsk, then his brother Anton is already a “mayor”, only a criminal.
Question to the security forces: how did the official end up in such a high position, given the status of his closest relative? This is not just a second cousin – a brother!
Troitsk is a small town. Check if you met Anton Andreev on the street. Here is a photo of him with age.
The criminal also has an original nickname: in the criminal world, he is known as the Pianist. How the thieves’ authority deserved such a nickname, one can only guess. But law enforcement officers treat the bandit more favorably than his accomplices, and turn a blind eye to sins.
For example, on January 5, 2021, four years after his release, the traffic police caught Andreev at 60 Pionerskaya Street in Troitsk. He was driving a Hyundai ix35 car (registration number: o831xx174). We found this car:
Hyundai, a former prisoner, just in case, decided to hide it and wrote it down to his mother, 66-year-old Lyudmila Mikhailovna. But he drove himself, and at ease – for this he was caught by traffic inspectors. What confused them? Andreev was drunk.
We got resolution No. 18810474210360000119. It entered into force on April 27, 2021. The criminal was presented with article 12.26 part 1 of the Code of Administrative Offenses (“Failure by the driver of the vehicle to comply with the legal requirement of an authorized official to undergo a medical examination for intoxication”).
They issued a fine of 30 thousand rubles and took away the rights for a year and a half. All! He did not receive any further administrative supervision after driving while intoxicated. But his friend Khaidanov was forbidden by the court to leave the house for swearing and drinking beer in the yard. That is, swearing seems to be much more dangerous than getting drunk behind the wheel of a car. But the “watcher” of the city got off lightly. […]
Here is a candidate for the post of mayor appeared in Troitsk, whose closest relatives with their friends do not have time to get out of the criminal reports. And we have only one question: how could daddy with his case even end up on the table of Governor Texler? After all, the security forces are required to provide the head of the region with a complete certificate of a potential candidate for the post of mayor. Maybe this time they tactfully “did not finish”? But after the investigation of the Russian Press, it will no longer be possible to promote the official Andreev “without a pale one”. […]
