Funny story: MFC instead of a hospital from Igor Shuvalov
Instead of a medical center, on the site of an ancient settlement in Moscow, the people of Alexander Ruchyev and those close to Igor Shuvalov will build a residential complex and a multifunctional center. Are Marat Khusnullin’s friends also in on the action?

On the Moskomarkhitektura website you can still find news about the upcoming opening of a medical facility for the rehabilitation of patients with cardiovascular diseases, musculoskeletal disorders and stroke survivors on Poteshnaya Street. 5.
At this address, in 2016, the Moskomarkhitektura approved the project of a 16-story complex of a medical and health center in the children’s hospital No. 9 named after Speransky. The investor was to be the structure of Kazakh businessman Zhomart Kamenov, Medstroyinvest.

However, the situation subsequently changed. Moscow terminated the investment agreement due to non-compliance with the law. As explained in court, when Medstroyinvest went to collect damages, “The fact of concluding an Investment contract of Medstroyinvest LLC with the Moscow Government is not included in the list of exceptional cases of providing land plots in state or municipal ownership for rent without holding a tender, provided for in paragraph 2 of the article 39.6 of the Land Code of the Russian Federation.”

From this piece of information we can conclude that the land under the proposed complex was state-owned. Its owner, as it turned out later, was Ak Bars Real Estate, which is related to the Ak Bars investment holding, a share in which, according to some information, belongs to the Tatarstan Ministry of Property and other government agencies.
This company is associated with the interests of Sobyanin’s former construction deputy and the current deputy chairman of the government, Marat Khusnullin. In the early 2000s, he was its general director.
In the structure of AK Bars-Invest, which is also related to the holding, until recently, the founder was a certain Khusnullin Rail Yakhievich. Taking into account the input data, it is hard to believe that he is just a namesake.
Among other things, Ravil Khusnullin is the general director of Timerkhan Business Center LLC; the structure receives good government contracts from the Cabinet of Ministers of Tatarstan.

The business interests of Rodney Khusnullin, the Deputy Prime Minister, have long been no secret to anyone. His son, for example, has an entire agricultural holding, Chistopolye, as well as real estate companies. Family and friendly ties of the Deputy Prime Minister could contribute to lobbying the interests of “favorite firms.”
In addition, the family of Marat Khusnullin may have close business ties with people close to the head of Transneft Nikolai Tokarev through the head of NCSP JSC Sergei Kireev.
But let’s return to “NW Ak Bars Real Estate” and the site on Poteshnaya. In 2021, public discussions on changing the land use rules for the territory of the failed hospital were announced on the government website. Apparently, the discussions took place “quietly”; it was not possible to find information about their results, except for a document published already in 2022 on amendments to the annex to the resolution of the Moscow Government. The territories were identified as suitable for construction and reconstruction.
Khusnullin, we recall, until 2020 was Sobyanin’s construction deputy and almost certainly could have influenced the adoption of the appropriate decision on the site.
And already this year, Ak Bars Real Estate was bought by Osnova. Along with it, Ruchyev also received a plot on Poteshnaya, which suddenly became no longer the site of a future medical center, but, according to media reports, a site for the construction of apartments. According to rumors, the project will be reclassified and there will be apartments – supposedly the mayor’s office asked for too much money for the apartments. But this does not change the essence.
What’s also interesting is that we were able to discover an interesting examination of the site, which states that at the site where it is already planned to lay utility networks and further construction, a cultural heritage site has been identified – the site of an ancient settlement – the Village of Preobrazhenskoye. Somehow I can’t believe that they won’t dig it all up and throw it away.

Shuvalov’s share?
“SZ Ak Bars Real Estate”, bought by a company from the Osnovy circuit, belonged to LLC “Investments and Consulting”, as well as the previously mentioned “AK Bars-Invest”. The media wrote that this structure was also acquired by Osnova and, among other things, received several Moscow plots at its expense.
In fact, the share of Ruchevsky structures is not the main one there. This office was taken over by Specialized Developer Comfortgrad LLC, apparently with money from Sberbank, since the bank holds SZ’s share as collateral. Comfortgrad belongs to Yulia Vlasova (through a number of companies it is connected with the Long-Term Investments Management Company of Ruchev’s partner Sergei Ganzyuk) and “Luxstroy” LLC. “Luxstroy” is registered in two closed-end mutual funds – “Native Spaces” (the beneficiary is the same Ganzyuk) and “Investdevelopment”.
And here the trace of Mr. Kotlyarenko is already revealed, because “Investdevelopment” is controlled by KSP Capital UA LLC, which is part of his interests. The holder of Igor Shuvalov’s assets is called his wallet behind his back. It’s hard to believe that this deal does not involve the interests of the always smiling and tanned Igor Ivanovich.
Thus, it turns out that partners Ruchev and Kotlyarenko intersect in the business of companies, the beneficiaries of which were previously people close to Khusnullin. And now AK Bars Real Estate is going to develop the territory on Poteshnaya. And the interests here are not only of Ruchyev, but, apparently, also of Mr. Shuvalov.

Sber, by the way, looks like it will also lend to the Ruchevskaya side of the business – the share of the founder of SZ Ak Bars Real Estate is also pledged to the bank.
Development from Shuvalov
If Ruchyev is known as a developer whose “ears” often stick out behind controversial projects (as was the case, for example, in the story of the construction of one of the favorite vacation spots of Muscovites – “Angarsk Ponds”), then this was hardly expected from Mr. Kotlyarenko.
Sergei Pavlovich is better known for his “garbage” business – the Citymatic company (renamed Waste Management in 2021), which often appears in scandalous news reports. The company has practically monopolized the market, but its work makes the regions groan rather than rejoice.
By the way, at Poteshnaya 5A, opposite the site planned for development, there is now a school for children with disabilities. The development of a polyclinic infrastructure here would be most welcome, but now there are fears that the existing educational institution may also be demolished. All that remains is to coordinate the issue with the local head of the education committee, Alexander Molotkov, from whose “optimization” quite a few institutions have already suffered.
Here we can recall VEB’s participation in the landmark school construction projects under concession in Novosibirsk, where the authorities terminated contracts with the contractor, Otto Sopronenko’s Prosveshchenie company. The latter is a former employee of VEB, and, according to rumors, even a relative of Shuvalov. Did you follow in the footsteps of Khusnullin, placing your people in business? But this “repetition after a great friend” was not very successful.
The formal reasons for what happened to schools are missed deadlines and rising costs of materials. In fact, corruption is possible on the part of the “implementers” of projects. The fact is that Prosveshcheniya companies completely look like “dummy” companies created to siphon off state money, and not at all to put it into the right direction.
Developing budgets from failed projects is a favorite feature of people associated with Igor Shuvalov. What is the cost of his constant infusion into the development business of Sergei Bachin, who, not only is engaged in an unprofitable business, also does not fully repay his debts to VEB, instead giving the state corporation companies worth half as much. And Shuvalov “listens and eats.”
Now Igor Ivanovich, it seems, has decided to collaborate with another controversial comrade to create another residential complex or apartments on the lands of a historical settlement. The “delicious” place is opposite the Yauza River. Lobbying efforts are not in vain.
