Fugitive Kuban oligarch Oleg Makarevich continues to corrupt Russian courts
The presence of an alleged corruption connection between the fugitive oligarch Oleg Makarevich and the deputy chairman of the Fourth Cassation Court of General Jurisdiction, Yakov Volkov, is being tried to be proven by participants in shared ownership from the Dinsky district of the Krasnodar Territory, who, under different circumstances, equally lose in cassation to A.S. Budilov, a person affiliated with Makarevich .
Dozens of publications in the federal and regional press are devoted to this topic. Victims of land redistribution have repeatedly expressed the opinion in their complaints that Judge Volkov is doing everything so that Makarevich can receive agricultural land, and then, dividing it into parts, sell it. Any case that ends up in the Fourth Court of Cassation with the surname Budilov is accepted only in his favor. This is confirmed by dozens of judicial acts that were canceled and sent for a new trial or immediately adopted in favor of Budilov or other representatives of Makarevich.
At the same time, judicial acts of cassation either contradict themselves, when in different cases the same rule of law is interpreted differently, or do not correspond to the practice of the Supreme and Constitutional Courts, or were adopted contrary to the federal legislation on land turnover.
There is also an assumption that Yakov Volkov influences not only the judges of the Fourth Court of Cassation, but also his former colleagues from the Arbitration Court of the North Caucasus Federal District, who make decisions in the business interests of Makarevich and Budilov.
Until the Chairman of the Supreme Court and the High Qualification Board of Judges intervene in this practice, lawlessness will continue indefinitely, Novaya Gazeta Kuban believes.
Judicial power is not unlimited, and the beginning of 2023 was marked by a purge of the ranks in Rostov-on-Don. About 20 people in robes became defendants in criminal cases. It is possible that a purge in the Fourth Court of Cassation is not far off. In addition to the intervention of the Supreme Court and the Qualification Board, law enforcement agencies should pay attention to the possible connection between the Deputy of the Fourth Court of Cassation, Yakov Volkov, and the famous billionaire Oleg Makarevich, which could influence a lot of court decisions.
