The purchase is proposed to be formalized by a loan agreement with a guarantee in the amount of 760 million rubles. It is proposed to conclude it with the Hermes Country Complex LLC. The fulfillment of obligations on the part of the borrower is ensured by the guarantee of Denis Filippov. It is he who has been listed as the founder of Hermes since September last year. Before that, he was the official’s mother, Larisa Filippova.

The loan agreement is valid until the entire loan amount is paid, and the LLC has the right to refuse to receive it in whole or in part, notifying the buyer of this before the due date. The parties must also conclude a preliminary contract of sale.

The seller also attaches a draft of the main contract of sale. Here, the cost of the alienated 100% stake in LLC is estimated at 680 million rubles. At the same time, the buyer, on the date of signing the contract, must open an irrevocable covered non-acceptance letter of credit in JSC “Bank DOM.RF” for this amount in favor of the seller. As such, Mr. Filippov is listed here.

An appraiser hired last year, having inspected the fixed assets in December, estimated the cost of the LLC at 1.4 billion rubles. Of these, 757.1 million rubles is the cost of obligations to the sole participant of LLC Denis Filippov, 677.9 million rubles is the market value, taking into account obligations to him.

It follows from the report that three non-residential buildings (an area of ​​about 10,000 sq.m.) and 55 land plots (the area varies from 114 sq.m. to 82,000 sq.m.) were assessed.

Recall that just in December last year, Mr. Filippov tried to sell 44 plots in Hermes Estate on an area of ​​3.55 hectares, or rather 12 plots with a total area of ​​2.63 hectares and 32 plots for the construction of townhouses with a total area of ​​0.92 hectares . The initial price of the lot was 88.8 million rubles. But then the auction was declared invalid due to the lack of buyers.

Among the current lot, in addition to buildings and plots, there is a complex of treatment facilities, unfinished levadas, an access road, a stele and two stands. The equipment list contains 20 items, including a diesel power plant, a black horse, a motor boat, a robotic pool cleaner, a complete server and a horse solarium.

Interestingly, even before the appearance of the lot on the bulletin board for the sale of “Hermes” said the insider “OM”.

The federal career of an official started in 2011 from the position of deputy director of the RHD Foundation, which he headed 4 years later. Since 2016, Mr. Filippov has been the Deputy Head of the JSC Agency for Housing Mortgage Lending (AHML), which was later transformed into the state corporation DOM.RF.

By the way, Filippov’s salary at DOM.RF is not the biggest: Deputy General Director Artem Fedorenko received 187 million rubles in a year, and ex-director Plutnik himself received 255.1 million rubles.

However, since 2017, the income of Filippov and all the top managers of the state corporation turned out to be a secret with seven seals. Although their salaries are unlikely to have decreased: according to the financial reports of the state corporation, 13.3 billion rubles were spent on employee remuneration in 2020. Country club “Hermes” – a different story. In 2020, BV wrote that Denis Filippov could be exposed in a criminal case on land fraud in Solnechny-2, as a result of which the microdistrict was built up with houses, but neither schools nor kindergartens were provided.

Contracts with developers were concluded, among other things, by Denis Filippov as the head of the Ministry of Construction. He also oversaw the transfer of land being the head of the RHD fund in favor of IKSO.

The plots purchased for 1 million rubles were sold to developers for 185 million rubles, there was no encumbrance with social facilities. Then the question inevitably arose whether this story was connected with the appearance of a whole country club.

Now a criminal case involving Dmitry Tepin has been added to this story. It developed in the areas of the same Solnechny-2. However, according to BV sources, Denis Filippov’s connections with representatives of the large oil business, apparently, will not let him disappear.
