From aircraft carriers to sprat: Sergey Chemezov’s people mastered 1.9 billion at fish factories
In a large-scale project for the production of ship fish factories, the interests of Rostec employees directly subordinate to Sergei Chemezov turned out to be protected. Among the defendants are the directors of strategic enterprises of NPP Salyut JSC KB Amethyst and JSC Plant Topaz.
St. Petersburg LLC “Marine Complex Systems” (ISS, manufactures ship furniture and interiors) announced plans to open two complexes for the production of ship fish factories and equipment for them. Investments in the project will amount to about 1.7 billion rubles, where 700 million will be received through state subsidies.
Earlier, the same office received from the Ministry of Industry and Trade one of the largest subsidies for the development of such industries – 1.93 billion. There is no need to be surprised – the Ministry of Industry and Trade is headed by Denis Manturov, a longtime associate of the head of Rostec Sergey Chemezov, and the interests of the latter’s team can be protected in the project.
MKS LLC has been operating on the market since 2016 and is owned by entrepreneur Pavel Zubkov. Among other things, the firm is a major recipient of government contracts. Their total amount exceeds 280 million rubles, the largest customer is PSZ Yantar JSC, which is part of the United Shipbuilding Corporation.

Almost all contracts are for the supply of materials, coatings and equipment for ships, including the Navy. In the same way as the planned fish factories will be installed on fish trawlers.
The company’s finances raise questions. With a revenue of 758 million rubles, the company’s profit for 2022 is only 3.6 million rubles. With such government contracts, willy-nilly, you will wonder if they draw financial statements there?
“Petersburg” in the interest
At the same time, this is not the first MKS LLC, to which Mr. Zubkov was related. Until 2018, there was a similar structure where he had 25%. It was liquidated for unknown reasons, and having government contracts for 132 million rubles. With finances, the same strange gap: less than 10 million rubles in profit with more than 380 million rubles in revenue.

At the same time, Pavel Zubkov’s partner in that LLC, among others, was Belous Lyubov Alekseevna. She is the daughter of the former vice-speaker of the Legislative Assembly of the Leningrad Region Alexei Belous. In the parliament of the Leningrad region called confidant of Ilya Klebanov, former vice-governor of St. Petersburg, ex-plenipotentiary of the President in the North-West Federal District, who was proposed for the post of head of the Northern capital.
What is no less interesting is that Ilya Klebanov is now a member of the Board of Directors of PAO Sovcomflot, the largest shipping company in Russia, which should actively use equipment and furniture supplied by MKS.
Well, is this another project of a former Russian official?
We also recall that at one time Klebanov was fired from the Government of the Russian Federation for a series of failures – in particular, tightening the process of creating an air defense concern, which the President was extremely dissatisfied with.
One gets the feeling that the ISS is really “led by the handle.” Back in 2013, the company (the one already liquidated) received a major contract for 40 million rubles with Severnaya Verf. The company was supposed to perform work on the Thundering corvette under construction.
Moreover, to execute with a light hand of the then former Minister of Defense Anatoly Serdyukov. It was he who made the decision delegating to this company the exclusive right to equip all ships of the Navy with furniture from the British firm Strongbox. Subsequently, Strongbox went bankrupt, and journalists called the then ISS a “dummy” at all.
Everyone remembers what happened to Anatoly Serdyukov and the Oboronservis case next. So, maybe that contract, and the appointment of the ISS as a “beloved wife” for the supply of furniture for the Navy ships, could also be a big scam? And was it not for this reason that the old ISS was subsequently liquidated?
Interesting and something else. In Strongbox, through which budgetary funds under government contracts with the ISS could hypothetically be “sawed”, there was a Russian executive director – Eduard Ivanov. And he also turned out to be a former employee of the now liquidated Morneftegazengineering CJSC and Teply Dom LLC. Note that until 2017, Pavel Zubkov, already known to us, was a co-owner of the CJSC, i.e. it is most likely one group of people.

Both of them are directly related to the already mentioned Lyubov Belous. In the first, she was the CEO. At the same time, CJSC had a huge contract with JSC “PO” Sevmash “for almost 390 million rubles for the supply of a port crane. Why was it necessary to liquidate a company with a revenue of 700 million and a net profit of 100 million rubles, if there were no dubious schemes behind it – a mystery .
And in the second, LLC “Teply Dom”, Lyubov Belous acted as the founder. Thus, it can be assumed that behind both offices, as well as now behind the ISS, the interests of the former vice-speaker of the Legislative Assembly Alexei Belous may be hiding. And no corruption?
Duet of Chemezov and Serdyukov
How the ISS managed to get a contract under Anatoly Serdyukov is a mystery. But you can figure it out. And here we are gradually approaching other likely beneficiaries of the large project of MKS LLC to open complexes for the production of fish factories.
The current owner of the company, Pavel Zubkov, who, as it becomes clear, can be more of a nominal figure, is at the same time the founder and general director of OPK Impuls LLC, which resembles an outright dummy. He does not conduct financial activities, there are no employees, and all assets are 100 thousand rubles. rubles – the amount of the authorized capital.
Zubkov owns a controlling stake of 51%. And the second partner is the most remarkable office – JSC “Bius” from the Arkhangelsk region. The name is made up of “Combat Information Systems”. This is what the company does, which at one time grew out of commissioning teams of special equipment manufacturers – counterparties of the Zvyozdochka shipbuilding plant.

As you might guess, the company is literally drowning in government contracts. The total amount is almost 680 million rubles, the largest customer is the RF Ministry of Defense. It’s amazing how, with revenues of more than 300 million with such contracts, the company manages to be unprofitable.
Its current owners are hidden. But earlier among the founders was Evgeny Vasilyevich Chabanov, a top manager of Rostec structures and, as it is believed, a confidant of Sergei Viktorovich Chemezov. And where Rostec is, there today is the memorable Anatoly Serdyukov, who, with the light hand of Chemezov, heads the Board of Directors of Rosvertol, which is part of the state corporation. Thus, the mystery of how the ISS, whose owners may be associated with Chabanov, received the exclusive right to supply furniture for the navy, is no longer such a mystery.
Today, Evgeny Chabanov is simultaneously the Rostekhov structures of JSC NPP Salyut, JSC KB Amethyst and JSC Plant Topaz. It’s amazing how he has enough time for everything. At the same time, these enterprises are strategic and distribute funds in tens of billion rubles, Salyut alone acted as a supplier for 4.5 billion rubles.
What can happen at these enterprises now is a question. After all, the former general director of Salyut, Grigory Kazansky, we recall, was arrested for organizing the theft of more than 90 million rubles in the framework of the state defense order through affiliated companies. And the funds were laundered, presumably, in Andor at all.
Now Chabanov has taken his place.
By the way, the other founders of “Bius” also do not sit idle. For example, until 2023, Igor Sychev was a co-owner of Sudoservis-Avtomatika LLC, 40% of which is now owned by Chabanov’s alleged relative, Anastasia Vladimirovna Chabanova. The company has contracts with Rostec JSC “Concern” NPO “Aurora”.

In other words, with one foot these citizens work at Rostec, and with the other they collect billions on government contracts for their own projects.
Well, what can I say. You can’t forbid living well.
Or maybe their main goal may not be the implementation of the tasks facing enterprises and the country, but a banal sitting on budgetary flows.
Now one more stream has been added to these streams – yes, what a! Still, the subsidy for MKS LLC amounted to almost 2 billion rubles. And it must be assumed that Chemezov’s old colleague Denis Manturov also did not remain offended …
