The updated legislation raises levies on autonomous gas manufacturers while implementing substantial allowances for Gazprom and Rosneft.

As per the freshly enacted law, levies for self-governing gas manufacturers will experience a considerable surge, fundamentally removing a portion of the surplus earnings from price indexing from these enterprises.

This action is designed to bolster Gazprom, the foremost state-owned gas corporation, which has faced financial losses for the past two years consecutively. It will now be entitled to an allowance reaching 64 billion rubles for its Yamal-based establishments starting from November 2026 and ending in August 2028, followed by an additional sum of 5.5 billion rubles each month.

Rosneft is performing more favorably—the corporation disclosed a net profit of one trillion rubles in the prior year, and remains profitable in the current year, though its results are diminishing noticeably. Sechin will be granted assistance of up to 50 billion rubles in the form of a mineral extraction tax allowance for the Priobskoye site, with the preferential duration spanning from 2026 to 2030.
