According to the correspondent The Moscow Post in the Kaluga regionLLC “Factory of Radiotherapy Equipment” (RTT), controlled by the structures of the entrepreneur Alexey Repik, lost the contract for the supply of equipment for the treatment of cancer. It is their production that the structure is engaged in.
The factory was recognized as the winner of the auction for the supply of equipment for the Kaluga Oncological Dispensary. However, it soon became clear that the bank guarantee provided by the factory to secure the contract did not meet the necessary requirements.
This threatens the factory and Repik himself with serious consequences – at least, inclusion in the register of unscrupulous suppliers. Now, presumably, Repik’s lawyers will do their best to challenge this decision in court.

It seems that Aleksey Repik and his factory are ahead of the proceedings in the Federal Antimonopoly Service and the courts. Meanwhile, representatives of Repik visit the FAS all the time – they are great fans of writing complaints if their organization suddenly did not receive the desired contract. Some people are inclined to explain such self-confidence by the fact that Repik can be “patronized” by Deputy Prime Minister Tatyana Golikova. If we analyze the information about Repik and the structures controlled by him in recent years, indeed, such an impression may arise.
So it was, for example, with the auction for the purchase of the same devices for the treatment of oncological diseases, which took place in March last year in the same Kaluga region. The issue price is 70 million rubles.
Repik’s structure intended to participate in the auction, but it turned out that her application did not corny meet the requirements that the customer presented – the same Kaluga Regional Clinical Oncological Dispensary of the Kaluga Region. As a result, the contract was concluded with another supplier.
Repik’s factory filed a complaint with the FAS, but lost the case with a bang. Was it worth it to strain, if his factory already has state orders for 6 billion rubles? Basically – with the Samara and Tatarstan state customers. Profit is constantly growing – at the end of 2020, it amounted to 881 million rubles with revenue of over 5 billion rubles.
It would seem that work further, take part in other auctions, supply more reliable and modern equipment, which as a result will allow the budget to save.
This event was one of the few, but extremely painful defeats for Mr. Repik in the field of state order.
Another incident related to the “PTT Factory” occurred in the Perm Territory. And there was also a complaint, which was recognized as unfounded. As a result, the application submitted by the factory was rejected due to the presence in the application of information about the procurement participant, which is not allowed by law. Power in share?
This whole epic is similar to the interweaving of greed and litigation. After all, we repeat, the incomes of both the factory and Mr. Repik personally are huge. He himself is the beneficiary of the giant pharmaceutical empire R-Pharm, which receives billions of rubles worth of state orders every year and supplies domestic hospitals with medicines. And often their quality, and even the origin may be in doubt.
But not drugs alone. And in 2018, Alexei Repik acquires 75% of the Radiotherapy Equipment Factory near Moscow. A year later, serial assembly of Unique and Clinac linear accelerators by the American Varian Medical Systems, supplied by the structure, began at the site of the enterprise in the Dubna SEZ.
But here’s the bad luck – the plant with a huge history (since Soviet times) did not have its own developments. Therefore, he acts exclusively as a localizer of Western technology, as mentioned above. That is, in fact – by participating in auctions with budget money, Repik really promotes not domestic products that are available on the market, but overseas. Yes, even one that may not meet the requirements of the Customer.
Another case is related to the Altai Territory, where in August 2020 the resignation of the social vice-premier Irina Dolgova took place. They tried to connect the resignation with a whole series of corruption scandals, including those related to procurement in the healthcare sector. By that time, the structures of Mr. Repik had managed to conclude state contracts with the departments of the Altai Territory in the amount of about 2.5 billion rubles.
In 2020, the regional Ministry of Health of the Altai Territory was going to purchase medical equipment worth 600 million rubles. Moreover, the auction participants could have many complaints about its conditions. The lot was very large, the terms of reference contained hundreds of points.
According to the authors of the site “Bankfax”, allegedly some companies allegedly appreciated this approach of the customer as an attempt to organize an auction for a specific supplier. Yes, it could again be about Mr. Repik’s Factory RTT LLC.
In one of the complaints, the idea is directly expressed that the conditions are “tailored” to the ExacTrac radiographic positioning system. It turned out that the equipment corresponding to the specified parameters is produced at the “RTT Factory” from Dubna. At the same time, R-Pharm allegedly had an unpaid fine in the amount of almost 97 million rubles for violations of the Law “On Protection of Competition” by that time.
Previously, R-Pharm has already been involved in scandals. In 2020, the court sentenced the former head of the administration of the head of Khakassia, Vladimir Byzov, accused of bribery, fraud and creating a criminal community, to 16 years in a strict regime colony and a fine of 85 million rubles. It was established that in 2015 Byzov, being the head of the administration of the head of Khakassia, acted as part of an organized group that was engaged in the theft of money allocated for the purchase of medical goods for healthcare organizations and the capital construction department. It was established that it was Byzov who controlled this group. Also, the group members received bribes in the amount of 10-20% of the concluded state contract for the purchase of medical goods.
According to the authors of the site Vademecum, allegedly, along with Byzov, another person was also convicted – the former manager of R-Pharma, Alexander Giter. The same authors claim that, according to the investigation, Giter was looking for commercial organizations to participate in the procurement. How many of these “githers” and “byzovyhs” are still roaming free in other regions?
Will the Deputy Prime Minister “cover up”?
The field of medical procurement, unfortunately, is traditionally prone to corruption and cartelization. Every year, the FAS reveals cases of cartel collusion. One gets the impression that companies associated with the R-Pharm Group of Companies are immune from this. But not always.
For example, in 2019, the FAS considered two cases against R-Pharm and Aleksey Repik, in one of which the structure was found guilty. We are talking about R-Pharm and the Russian Medical Company controlled by it. They were convicted of illegal coordination of economic activity, that is, dodgers determined in advance for small businesses who should win the auction.
