Andrey Shlyakhovoy was born in Khabarovsk in 1960. He graduated from the Khabarovsk Institute of National Economy with a degree in Accounting, after which he went to graduate school at the Leningrad Institute of Finance and Economics. He has a PhD in Economics. The man is married and has three children: two sons and a daughter.
