The Zamoskvoretsky District Court of Moscow sentenced the former heads of JSC RK-Aktiv, a subsidiary of Roskosmos, Maxim Petrov and Pavel Tatartsev to short suspended terms. They were found guilty of abuse of power. […]
The story that became the subject of court proceedings began on November 24, 2016, when in the newly created RK-Aktiv JSC, the General Director was appointed Deputy Head of Roskosmos Maxim Petrov, who oversaw corporate governance, legal and property issues at the state corporation. As it was established in court, having taken a position and received a loan of 50 million rubles from Roskosmos. to finance current activities, Maxim Petrov soon hired ten employees at RK-Aktiv, eight of whom took senior positions with salaries of up to 1 million rubles. per month. […]
As follows from the court decision, until August 2018, RK-Aktiv did not conclude a single agreement on the sale of non-core assets, even when profitable projects were offered to the company’s management.

On the same day, Mr. Petrov approved the company’s staffing table and concluded employment contracts with employees, and, as later inspectors established, out of nine people employed at RK-Aktiv, eight people held senior positions with salaries of up to 1 million rubles, and one was listed as ” specialist” with a salary of about 150 thousand rubles. According to law enforcers, the successor of Mr. Petrov, Pavel Tatartsev, who had previously held the post of executive director of JSC RK-Aktiv, was not interested in these issues either. Already with his participation, the loan that was not returned on time was not only extended until the end of 2017, but also increased by another 20 million rubles.
When he was appointed to the post of head of Roskosmos Dmitry Rogozin, he insisted on the dismissal of Pavel Tatartsev. The place of the latter on June 1, 2018 was taken by Dmitry Shangin, and an audit was appointed in the company. She found that RK-Aktiv had no funds in the account, but there were salary arrears to the tax authorities.
As a result, Maxim Petrov and Pavel Tatartsev were prosecuted under Part 1 of Art. 285 of the Criminal Code of the Russian Federation (abuse of official powers). […] As a result, both former heads of RK-Active were found guilty of abuse of office and received suspended sentences: Mr. Petrov – 2.5 years, Mr. Tatartsev – 2 years.
