According to his assessment, Russia is confident that it can achieve its goals by military means, and Ukraine is confident that it can hold out, so the parties are far from ending the conflict.
At the same time, he expects “the next outbreak of the negotiation process” at the end of February.
“And then there will be a window sometime in the summer, then again at the end of winter,” says Kuleba.
As a reminder, Russia opposes a ceasefire, insisting on a peace agreement. A ceasefire is also not a goal of the US peace plan.
