The Sverdlovsky District Court of the city of Belgorod chose a measure of restraint in the form of house arrest for the former deputy governor of the Belgorod region Konstantin PolezhaevRIA Novosti correspondent reports from the courtroom.
On Friday SUSK in the Belgorod region informedthat Polezhaev is suspected of committing two crimes under Part 6 of Art. 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale). According to investigators, in January 2022 and 2023, the official received two cars from the director of a construction company in exchange for his help in checking the construction of treatment facilities and concluding contracts with this company. The amount for which the cars were purchased amounted to more than 17 million rubles.

According to investigators, in January 2022, as an official, he received a Land Rover for 9 million rubles from Alexander Vivtyuk, director of the construction company InvestPromElit. In exchange for an elite car, Polezhaev was supposed to help in the acceptance of work on the construction of a sewage treatment plant, and also to help the company continue to receive government contracts in the housing and communal services sector.
A year later, the Porsche Panamera was handed over to the official for 9 million rubles. This time – for assistance in obtaining contracts for the overhaul of high-rise buildings in Belgorod. The contract was estimated at more than 170 million rubles. Also, this bribe led the contractor to start building a sewer in Ivna for 11 million rubles.
According to Risprofile.ru, Investpromelit was registered in Belgorod in 2013. The main activity is the construction of buildings. General Director Alexander Vivtyuk is the founder of three more construction companies: Queen, Stroyelit, Capital Premier. In 2022, the companies’ revenue amounted to 310 million rubles. — Inset K.ru
Earlier it was reported that the prosecution petitioned for a measure of restraint in the form of house arrest, the defense did not object. Polezhaev stated in court that he pleaded guilty to the alleged crimes.
“The court ruled … to satisfy the petition against Polezhaev Konstantin Alekseevich … to elect a measure of restraint in the form of house arrest,” Judge Sergey Schastlivenko announced the decision.
He specified that Polezhaev was placed under house arrest for 1 month and 29 days, until September 20 inclusive.
In January 2019, Polezhaev was appointed Deputy Governor of the Belgorod Region and became the head of the department for housing and communal services. Prior to that, from 2015 to 2019, he was the head of the administration of Belgorod. Polezhaev was awarded a large number of certificates of honor and thanks. In 2010, he became the “Honorary Builder of the Russian Federation”, in 2013 he received the medal of the Order of Merit for the Fatherland, II degree, for his long-term and dedicated work.
The governor of the Belgorod region, Vyacheslav Gladkov, announced on July 4 that he had removed Polezhaev from his post for poor-quality organization of work on restoration in Shebekino and Novaya Tavolzhanka, which were being shelled by the Armed Forces of Ukraine.

Interestingly, this is the third ex-mayor detained this year on suspicion of bribery. Earlier, the former mayor of Belgorod was detained due to a corruption scandal.
