The news outlet states that the individual involved is Niels Troost, a Dutch national and EU citizen, who is believed to have participated in trading Russian petroleum above the price limit set by Western nations.

Penalties have also been levied against Paramount Energy & Commodities DMCC, a company based in Dubai with connections to Troost. Troost asserts that his legal advisors informed him that UAE-based branches are not obligated to adhere to the price restriction if the European-based parent company is not participating in their dealings.
