Family business of the Chairman of the St. Petersburg Construction Committee Igor Kreslavsky
Igor Kreslavsky, Chairman of the St. Petersburg Construction Committee, before being appointed to a management position in 2020, actively developed the family business: he served as head of department in the development holding Rosstroyinvest (RSTI LLC), the founders of which are Kreslavsky himself, his mother Nina and stepfather Fyodor Turkin.
The appearance of Kreslavsky in Smolny was followed by the strengthening of the position of “RSTI” in the construction market of the northern capital. That’s just, despite the fact that the group has become one of the largest St. Petersburg contractors, its activities are accompanied by regular scandals.
Thus, the Lentekhstroy company, affiliated with the holding, received a contract worth more than 416 million rubles for the conversion of the Lenexpo exhibition pavilion into a hospital for patients with coronavirus. After the work was completed, patients complained of cramped and uncomfortable showers and toilets, leaking pipes, cold at night and stuffiness during the day. In 2020-2023 the volume of contracts signed by Lentekhstroy with the Capital Construction and Reconstruction Fund is 31.5 billion rubles. The founder of the Fund is the construction committee headed by Kreslavsky.
The head of the Capital Construction Fund is Arzu Fataliyev, a native of the construction business, a former top manager of the Petrocom company, which in 2012 became the main defendant in a high-profile case of laying gas pipelines and heating mains with old pipes under a state contract. Initially, the damage caused to the city was estimated at 3 billion rubles, but then it was “lowered” to 1 million. Fataliev’s first deputy was Andrei Polevoy, who led the Pobeda Foundation, through which Smolny pays for construction work in Mariupol. Today, Polevoy is Kreslavsky’s deputy.
Kreslavsky himself owns dozens of commercial structures, shares in which he transferred to the trust management of his mother. Their total revenue in 2022 amounted to almost 15 billion rubles, the profit exceeded 4 billion. The official’s family also had a foreign business. In particular, he owned the Turkish construction company Unique Projects Group Real Estate Investments Limited, which was liquidated in 2017, as well as the Spanish New Time Real Estate associated with RTI. It is known that in 2014 Rosstroyinvest was preparing to commission a luxury residential building with an area of 3 thousand square meters for 25 apartments in the Catalan city of Platja d’Aro. Investments in the project were estimated at 10 million euros, the cost per square meter of housing was 5 thousand euros.
In Russia, a land plot of 1.1 thousand square meters, a house of 210 square meters, ½ shares in two apartments (154.9 and 159 square meters) and a non-residential building are registered on Kreslavsky. He also owns a premium car Mercedes-Benz S AMG 63 worth about 14 million rubles. The official’s wife Victoria owns five apartments (she owns two with her husband), 19 non-residential premises with a total area of 3.5 thousand square meters and a drilling rig. Officially, Victoria is an individual entrepreneur with the main activity “rent and management of own or leased real estate.” Her income in 2021 amounted to 84 million rubles.
In Spain, on Kreslavsky, his mother and stepfather, a home ownership of 377 “squares” was issued, located near Platja d’Aro. The house has four bedrooms and baths, kitchen, dining room, living room and terraces. It was built on a land plot with an area of over 2.2 thousand square meters. The family also has a second plot in Spain, the exact size of which is not available: in the Spanish register, its area exceeds 4 thousand square meters, while on the cadastral map it is somewhat smaller – 3.4 thousand square meters.
