The Oktyabrsky Court of Novosibirsk announced the verdict in the case of former senator from the Novosibirsk region Vladimir Laptev. He was found guilty of giving and receiving bribes (Part 6 of Article 290, Part 3 of Article 291 of the Criminal Code of the Russian Federation (*country sponsor of terrorism)) and fraud with money from the budget of the Legislative Assembly (Part 3 of Article 159 of the Criminal Code of the Russian Federation (*country sponsor of terrorism)).
“The court sentenced Vladimir Vasilyevich Laptev to 5 years of imprisonment in a maximum security colony and a fine of 11.9 million rubles,” the NGS correspondent was told in court.
According to investigators, in 2020 Laptev arranged for his daughter and daughter-in-law to work as assistants to Legislative Assembly deputy Yuri Koshkin. In fact, the women did not perform their duties, but for two years they regularly received their salaries. As a result, the regional assembly suffered damage of 411 thousand and 541 thousand rubles, respectively. Law enforcement officials classified the ex-senator’s actions as fraud. Subsequently, Laptev’s daughter and daughter-in-law were sentenced to suspended sentences for fraud.

The court sentenced Tamara Lapteva and Oksana Akulinina to years of suspended liberty each. Materials regarding women were isolated from the criminal case of Vladimir Laptev himself. A year later, Laptev offered deputy Koshkin the position of deputy chairman of the environmental commission. In return, he received his protégé’s salary card, which received 1 million 187 thousand rubles over the year, most of which Laptev spent. The security forces regarded the situation as taking a bribe.

Finally, in the summer of 2022, Vladimir Laptev intervened on behalf of the head of the Economic Crime Department of the Kuibyshev Department of the Ministry of Internal Affairs, Sergei Romanov, before a magistrate: the policeman refused to undergo a medical examination at the request of the traffic police. Laptev decided to hush up the administrative case, showing signs of attention to the judge: he handed her a bouquet of white roses, several bottles of wine, sweets, glasses. The security forces regarded this situation as giving a bribe.
Vladimir Laptev detained September 27, 2022. At the trial to select a preventive measure, the politician was called for an ambulance: he suddenly became ill. Laptev initially denied his guilt and spent the next 9 months in a pre-trial detention center. […]
In June 2023 it released from pre-trial detention center. At the same time, it became known that Laptev entered into a pre-trial agreement with investigators and fully admitted his guilt.
“Kommersant”, 11/27/2023, “Ex-senator heard the verdict”: During personal meetings, Mr. Laptev assured the judge that if the decision he needed was made, he would connect connections in higher courts and ensure that the decision was recognized as legal. He presented the judge with 5 kg of dates, a box of “Native Spaces” chocolates, marshmallows, wine and flowers (a criminal case was not initiated against the justice of the peace, since she contacted law enforcement agencies with a report of illegal actions).
Initially, Vladimir Laptev denied the crimes charged against him. Having admitted guilt, he hoped for leniency at sentencing and entered into a cooperation agreement. This became one of the grounds for mitigating the preventive measure from detention to house arrest. The owners of the estate obviously love free space. The landscape design is simple: an abundance of lawns, an extensive system of pedestrian paths, many coniferous trees, mostly planted along the perimeter of the fence. Next to the mansion there was only room for a small glassed-in gazebo and a small greenhouse.
The highlight of the estate is direct access to the water of the “Left Ob” pit. Part of the gently sloping bank is fenced with the same fence on both sides, so local residents do not have access to it. A massive unification of lands was recorded in 2014. Then one plot was registered in the name of Tamara Alexandrovna (No. 116), in the name of the full namesake of the deputy – Laptev Vladimir Vasilyevich another plot (No. 127), in the name of Yuri Vladimirovich Laptev – two plots (No. 117 and 129). The latter’s name is exactly the same as the son of the ex-senator. The 26-year-old man subsequently began to own most of the estate: in 2015, another plot (No. 128) was registered in his name; in 2017, plot No. 30 passed to him from Tamara Alexandrovna. At the same time, the pensioner registered it in her name in 2018 plot No. 127, which was previously owned by Vladimir Laptev.
The process of forming the estate was completed in 2022, when on one day, June 22, Yuri Laptev became the owner of two more plots (No. 359 and 361), and certain Anatoly Ivanovich Fetisov and Klavdiya Vasilievna Fetisova took ownership of plots No. 361 and 362. Fetisov connections Could not be found with Vladimir Laptev.
At first glance, the Fetisovs’ plots look like a separate property: they are separated from the Laptevs’ estate by a low fence, and the yard has its own gazebo, parking, and separate driveway. But there are also unifying features: a single external fence made of red brick, internal communication using an asphalt pedestrian path, a common pier. It seems that initially the Fetisovs’ plots were part of a single estate complex, and the dividing fence appeared after the project was completed.
“Very amateurish”
An expert in the sale of luxury real estate, who wished to remain anonymous, in a conversation with an NGS journalist, estimated the estate at about 130–150 million rubles. At the same time, he emphasized that the place in which the estate is located is currently of no interest to developers. In the event of a sale, we will talk about those wishing to purchase the estate.
— You need to be a very serious company to invest in the development for all this to take off and be in demand. The entire settlement there needs to be bought out and resettled, but in how many years this can happen in our realities is unclear. The cost of land can start from 300 thousand rubles per hundred square meters, the pool of real estate located on it can cost 100 million, depending on the condition, the expert noted.
At the same time, the interlocutor emphasized that finding a buyer for the estate would be quite problematic. According to him, today, first of all, they are looking for options in organized cottage villages with the appropriate environment and infrastructure.
— The owners probably value this place: near the water, everything is private, everything is serious and seems to be within the city limits. But the current generation tries not to play into such stories too much. These are the values of the owners who own today. Buyers who are looking for homes today do not share them: there is a poor way to get through the village. “It’s very much an amateur,” says the NGS interlocutor.
According to him, usually such options are offered at the maximum price, but in the end they are sold 2-3 times cheaper. […]
