The former deputy governor of the Tomsk region, Yevgeny Parshuto, is suspected of organizing and leading the abuse of power. His criminal case is connected with the construction of a school in the village of Kornilovo. Soon Parshuto will be charged.
The detention of Evgeny Parshuto became known on the morning of October 17th. Sources said that he had been searched. There were no official comments from law enforcement officers, however, there was video detentions from the Federal Security Service of the Russian Federation in the Tomsk region.
The detention of Parshuto has now been officially confirmed by the investigative committee. The department reported that he was detained as part of the investigation of a criminal case initiated against the first deputy head of the Tomsk region. We are talking about Denis Prazukin, whose case is connected with the construction of a school in Kornilovo.
Parshuto is suspected of organizing and managing abuse of power committed by a person holding a public position in a subject of the Russian Federation (part 3 of article 33 and part 2 of article 285 of the Criminal Code of the Russian Federation).
The investigative committee recalled that in December 2019, a contract was signed between the Territorial Development Department of the Administration of the Tomsk District and SpetsMontazhStroy LLC for the construction of the Kornilov School. In December 2019, the district administration also signed a contract with Stroitelnaya Laboratoriya LLC for construction control at the facility.
“Construction Laboratory” in 2020, according to the UK, sent to “SpetsStroyMontazh” more than 20 orders to eliminate the identified violations at the facility. The department notes that the contractor did not eliminate them, the work performed now does not comply with the standards and the project.
“The structural elements of the building are in an unacceptable technical condition, which poses a danger to people staying in the school building,” reported to the UK.
The investigative committee emphasizes that Yevgeny Parshuto, who led the activities of the State Inspectorate for Construction Supervision (GSN) and the regional department of construction and architecture, knew about the violations and issued orders.
According to investigators, Parshuto gave an illegal instruction to the head of the State Tax Inspectorate to return inspection documents that prevent payment for the work performed, and to the head of the department (Dmitry Assonov – ed.) to prepare an agreement to terminate the municipal contract with the Construction Laboratory.
“He also gave an illegal instruction to the first deputy head of the administration of the Tomsk region to accept and pay for the work performed by the contractor, signing acts of acceptance of the work performed. Thus, creating conditions for unreasonable payment for work performed by the contractor in the amount of about 14 million rubles, ”the UK said.
The department noted that Yevgeny Parshuto will be charged in the near future.
A court session will also be held to select a measure of restraint for him.
As for the criminal case against the deputy head of the Tomsk region, Denis Prazukin, according to investigators, he signed invoices for payment for construction work, despite the identified violations by the contractor. A criminal case was opened against him for abuse of power. Kirovsky District Court of Tomsk concluded Prazukin into custodylater the regional court changed the preventive measure to house arrest.
In addition, earlier under arrest Vladimir Mamontov, the head of the construction company that built the school, was also taken. He is suspected of embezzling 2.5 million rubles.

Later, in the spring of 2022, SpetsMontazhStroy was fined 117 million rubles for failing to meet the terms of the contract. By this time, the builders terminated the contract. In May 2022, a criminal case was initiated on attempted fraud during the construction of a school in the village of Kornilovo in the Tomsk region; amount of damage exceeded 2 million rubles. According to the director, now the new school building in the village of Kornilovo, Tomsk region, is 59% ready. Now the authorities are evaluating the work done by the previous developer.
