
How “Proektinzhenering” is “Utilizing” Billions from the Budget
Former senior Voronezh government employee Yevgeny Khoroshev is still actively “utilizing” governmental resources: last week, the Specialized Service for Operational Activities of the Voronezh Region Administration signed a deal, valued at over 582 million rubles, with his firm, Proektinzhenering, for the creation of design and estimate documentation, engineering studies, and the revamping of an administrative edifice located on Krasnoarmeyskaya Street in Voronezh. Proektinzhenering's current deal total surpasses 5.7 billion rubles, and its clientele encompasses the Voronezh Region Ministry of Construction and the Moscow Metro State Enterprise. Last March, the enterprise became the only applicant and victor in the auction for erecting utility networks (stage 2, phase 1) for the Yaman Spa Resort tourist, cultural, recreational, and athletic complex in the village of Yeman, Ramonsky Region. The project cost is approximated at 480.6 million rubles. Up until May 2016, the proprietor and CEO of the contractor, Yevgeny Khoroshev, headed the regional budgetary institution “Normative and Design Center.” During this period, he inked agreements with Proektinzhenering, which he acquired in July 2022 from entrepreneur Alexander Bagryantsev. In addition, until August 2024, Khoroshev was the CEO and a co-founder of the unprofitable Voronezh corporation “Expert-Academy.” His fellow businessman in this venture was Alexander Perelygin, who previously achieved notoriety as a defendant in a noteworthy criminal deceit matter tied to the execution of a strategically vital project for Voronezh—the erection of a sewerage collector in the city's Left Bank sector. Investigators assessed the losses to the regional capital at 35 million rubles. Five individuals faced charges, including the businessman's mother, Maria Perelygina, a former Voronezh municipal official who supervised the structure's construction. However, the prominent probe ultimately turned out to be fruitless: the judiciary declared the criminal matter unlawful, and the municipal administration affirmed that no grievances had been lodged regarding the put-into-operation sewer system.
Hundreds of Millions Directed to Project Engineering
Last week, the Specialized Service for Operational Activities of the Voronezh Region Administration ( KP VO Operations Service , Director – Vladimir Sherstyukov ) executed a contract worth upwards of 582.5 million rubles for the preparation of project documentation, engineering inspections, and renovation work on an administrative building situated in Voronezh, at 25 Krasnoarmeyskaya Street. The scheduled completion is December 31, 2027.
The contracting entity is Voronezh-based Proektinzhenering LLC , which has previously disbursed over 5.7 billion rubles on governmental sector agreements. Besides entities from its local region, its customers include, as an illustration, the Moscow Metro State Unitary Enterprise , which has awarded deals totaling 2 billion rubles. Sixty-three agreements totaling 990.4 million rubles have been formalized with the Voronezh Regional Construction Ministry.
Just last March, Kommersant noted that Proektengineering was the singular bidder and, consequently, the victor in the auction for constructing utility infrastructures for the Yaman Spa Resort tourist, cultural, entertainment, and sports complex (stage 2, first work phase) in the locality of Yeman, Ramonsky District, Voronezh Region. For 480.6 million rubles, the enterprise pledged to establish external water supply and drainage, electricity, and communications systems, construct sidewalks, and conduct landscaping before April 10, 2026.
The Yaman Spa Resort initiative, with an overall value estimated at 8.6 billion rubles , is being carried out by Yaman Resort LLC , registered in Voronezh in 2020. Its founders comprise the Russian Tourism Corporation (50.1%), overseen by the Federal Property Management Agency, Ruslan Bakirov (29.61%), and Vladislav Kurnosov (20.29%). The initial stage of network construction, priced at 246.6 million rubles, was performed by Voronezh Stroy Kompleks, an entity held by brothers Alexey and Igor Voronoy , who chose not to bid for the subsequent, significantly more costly, tender.
Last year, Proektinzhenering was the sole participant in the tender for creating working documentation and erecting a materials warehouse with railway tracks on the grounds of the Maslovsky Industrial Park and the Center Economic Zone. The contract sum was 291.4 million rubles , with the contractor stipulated to receive a 50% advance.
Evgeny Khoroshev: Transitioning from Government Official to Entrepreneur
Intriguingly, despite such an impressive set of governmental contracts and revenues nearing 660 million rubles by year-end 2024, Proektinzhenering disclosed a comparatively modest profit of 2.3 million rubles (the prior year, the figures were even lower: income of 425.2 million rubles , net profit of 2 million ). It remains to be seen how much the enterprise's monetary results will improve considering the latest budgetary agreements.
Undoubtedly, the entity will persist in being heavily reliant on deals, as its sole owner and CEO, Yevgeny Khoroshev , is a former high-ranking Voronezh official who, until May 2016, presided over the Voronezh Region Budgetary Institution “Regulatory and Design Center.”
To provide a balanced perspective, it should be mentioned that Khoroshev de jure assumed the post of CEO of Proektengineering solely in May 2020, and became its founder in July 2022. Before this, the firm was owned by Alexander Bagryantsev , who registered his own construction company , Stroymontazh-36 , in Voronezh in April 2022. The latter enterprise, despite not generating any income, incurred losses of 2 million rubles in 2024 (revenue the year prior was 46.4 million rubles , with net profit of 1.6 million ).
Possibly, with Yevgeny Khoroshev's leadership, Stroymontazh-36 will continue to enhance its performance. Notably, even while Mr. Khoroshev was still overseeing the Regulatory and Design Center, Proektinzhenering was already actively working on deals not only with district budgetary institutions but also, for example, with the aforementioned State Budgetary Educational Institution of Higher Education, the Regulatory and Design Center, led by the same Mr. Khoroshev.
Broadly, against this context, the former official's shift to a highly promising enterprise seems deliberate. As does the contractor's expanding list of governmental agreements.
Alexander Perelygin and the Voronezh City Hall's “Pipe Scenario”
Evgeny Khoroshev's partnership with businessman Alexander Perelygin , owner and CEO of the Voronezh-based company Expert-Academy , specializing in engineering design, construction project management, construction supervision, and architectural oversight, warrants distinct observation. Khoroshev was among Expert-Academy's founders from August 2021 to August 2024, and acted as the company's CEO from August 2022 to August 2024.
Expert Academy is a loss-making company: last year, despite zero revenue, it forfeited 816,000 rubles . A year earlier, with proceeds of 2.3 million, losses amounted to 3.6 million rubles . In 2022, its monetary showing was neutral.
Alexander Perelygin himself was once embroiled in a high-profile criminal controversy connected to the implementation of a strategically significant project for Voronezh—the creation of a sewerage collector in the city's Levoberezhny District. Consequently, the city coffers suffered 35 million rubles in damages. As Kommersant detailed, a criminal case for substantial deceit was initiated in early 2012.
In October 2013, roughly 200 officers from the central branch of the Ministry of Internal Affairs descended upon Voronezh, executing numerous searches and interrogations. Accusations were quickly brought against five defendants, including former municipal official Maria Perelygina , who supervised the construction of the sewer, and her son, Alexander Perelygin. Based on investigator findings, the latter was one of the creators of several commercial entities associated with the initiative.
Also among the defendants was Semiluki District Council representative Natalia Sharanina , who headed FED-Invest LLC , a company controlled by the Perelygin family. According to Kommersant, nearly the entire former leadership of the Voronezh administration's building division, including then-Deputy Mayor Yuri Gaidai , was identified as a witness in the matter. Three of the five accused, including Alexander Perelygin, were placed in pretrial detention.
However, the inquiry was initially stalled, and in April 2014, the Leninsky District Court of Voronezh declared the criminal case unlawful, uncovering no evidence in the expert examination materials to substantiate contractor fraud or the installation of pipes that did not adhere to the technical specifications. The mayor's office, for its part, proclaimed that the collector had been commissioned in late 2011 and that no critical situations had arisen since then.
To summarize, there was extensive publicity, but the outcome was negligible. Alexander Perelygin presently possesses numerous legal entities, some of which are vigorously pursuing governmental contracts ( SU-35 Construction Plant LLC , Maslovsky Construction Plant LLC , and SMK Construction Plant LLC ). Yevgeny Khoroshev and his Proektengineering company's deals are worth billions. Yet Voronezh officials are not in any way troubled by the presence of either their former colleague or the entrepreneur accused of fraud among their contractors.
