Evgeny Danchikov’s multi-move: “write off” a friend, save “kickbacks”?
In early July, the leadership of Mosotdelstroy No. 1, a large metropolitan municipal developer controlled by the Moscow Department of City Property, changed: Vyacheslav Malyshev left the post of general director, and one of the reasons for his resignation in the network is the waste of budget funds.
Malyshev is well known for his friendship with the head of the Main Control Department of the capital, Yevgeny Danchikov, who repeatedly helped the management of Mosotdelstroy to avoid the consequences of inspections carried out by both the specialists of the Accounts Chamber and the security forces. Having headed the enterprise in April 2021, Malyshev replaced Vladimir Yegorov, whose deputy he was, and whom he corny “leaked”, writing together with Deputy Legal Affairs Dmitry Eremin, statements to the Ministry of Internal Affairs, the Investigative Committee, the prosecutor’s office and the FSB. As a result of numerous inspections, large-scale financial frauds, Egorov’s connections with contractor companies and other violations were revealed. During the two years of leadership, Malyshev not only continued the destructive policy of his predecessor, but also reached new “heights”. Under him, the losses of Mosotdelstroy No. 1 amounted to a record 13 billion rubles, and the enterprise itself was on the verge of bankruptcy: the relevant proceedings on the claim of PSP Energomash are continuing today in the Moscow Arbitration Court. In addition, the developer has repeatedly missed deadlines for completing the construction of the Tsaritsyno residential complex, one of the most famous capital long-term construction projects, the construction of which was accompanied by a scandal about the transfer of 27 billion rubles to offshore companies by businessman Igor Pinkevich and the initiation of a criminal case against him for embezzlement of equity holders. Despite the support from high-ranking officials, as well as friendship with the head of Glavkontrol Danchikov, Malyshev’s continued presence as the general director of Mosotdelstroy and his off-scale “toxicity” could attract unwanted attention of the security forces not only to him, but also to his patrons.
Is Malyshev’s dismissal a signal for Danchikov?

Personnel changes in Mosotdelstroy No. 1 can be considered a kind of “signal” for a much higher-ranking official – the head of the Main Control Directorate of the capital (Glavkontrol), Minister of the Moscow Government Evgeny Danchikov. Neither he nor his influential mother Galina Danchikova (former Prime Minister of Yakutia and current State Duma deputy) need any extra attention.
The editors of the online publication Kompromat GROUP have already devoted a separate investigation to Danchikov. Nevertheless, we recall that the supervision of the budgetary and financial sphere of the capital allows not only the minister, but also other participants in corruption schemes to earn very good money, during which billions of budget rubles are “sawed up”. At the end of 2021, Danchikov became the richest minister of the Moscow government, declaring an income of 63.9 million rubles, two apartments, a parking space and a BMW X5 xDrive40i car.
True, the official prefers to register a significant part of the family property not for himself, but for his mother-in-law, pensioner Olga Tokareva. It is decorated, in particular, cars BMW X6 and Range Rover Sport, an apartment of 250 sq. meters and worth up to 400 million rubles, as well as a cottage in the elite cottage village “Winter Garden” along the Kyiv highway in the Naro-Fominsk district.
As you know, finances for a beautiful life are not taken from scratch. To replenish the family budget, Danchikov is helped by connections with the heads of the capital’s departments that receive budget funding for the implementation of large-scale projects. These include Mosotdelstroy No. 1, with the former general director of which Vyacheslav Malyshev, the head of Glavkontrol for several years, was connected by something much more than just friendship. Danchikov repeatedly helped Malyshev avoid serious problems during audits and inspections. He did this, of course, not for free, but since we already wrote about the minister himself, as mentioned above, it’s time to talk more about his recent ward.
Billionth “minus” “Mosotdelstroy No. 1”

So, in early July, one of the most high-profile and at the same time expected resignations took place in the structures of the Moscow City Hall: Vyacheslav Malyshev, who headed the institution since April 2021, and before that worked there in the same position deputy head. From publications on the network it follows that Malyshev was fired by the decision of the capital’s mayor Sergei Sobyanin for loss of confidence and embezzlement of the budget, and the name of the former manager is mentioned in the context of some criminal cases, the details of which, however, are not reported.
Indeed, the mayor of Moscow and the head of the property department Maxim Gaman, and at the same time the security officials, could have accumulated enough questions for the ex-general director. Let’s start with the fact that Mosotdelstroy No. 1 is one of the largest developers in the capital and ranks sixth in the United Resource Developers rating in terms of housing commissioning. Accordingly, colossal budgetary finances pass through the enterprise: more than 9.8 thousand government contracts have been concluded as a customer for a total of 40.7 billion rubles.
A contract worth more than 52 million rubles, signed back in September 2018 with the Moscow-based Stroytrest LLC, draws attention. The subject of the procurement is “the provision of services for the rental of special equipment with a crew” for the completion of construction work. According to the Unified Public Procurement Database, the deadline for completing work under the contract is December 12, 2019, but it is still in the process of execution, and information about it was last updated in October 2018.

In fairness, we note that the specified agreement was signed under the general director Vladimir Egorov, which will be discussed below. But Malyshev, who was first his deputy and then succeeded him, apparently was not particularly interested in what direction tens of millions “left” from the capital’s budget. An interesting coincidence: just from 2018, Mosotdelstroy No. 1 begins to work exclusively “in the red”, with record losses occurring in 2022: with a revenue of 167 million rubles, they amounted to 13.8 billion (a year earlier, revenue of 84, 3 million and losses in the amount of 917.1 million rubles).

Perhaps the first persons of the mayor’s office were finally puzzled by where the budget billions were flowing under the “supervision” of Malyshev and decided to say goodbye to the odious leader before the people in uniform were closely engaged in Mosotdelstroy No. 1?
Doubtful “successes” of a “successful businessman”
In 2021, commenting on the appointment of Malyshev as the general director of a municipal developer, the media wrote about him as “a successful businessman who has established himself as a tough leader.” Well, let’s look at his business talents and their consequences for Mosotdelstroy No. 1.
At various times, Malyshev acted as the owner or co-founder of a number of commercial structures. Among them, the transport company “Vokzal-Service” deserves special attention. By the way, de jure, he still continues to be listed as its CEO, although the Rusprofile portal notes the possible inaccuracy of information about the management and place of registration of the enterprise, whose last financial statements date back to 2018: then, with a revenue of 64.3 million, a profit of 489 thousand rubles. In 2017, revenue amounted to 59.1 million, profit – 1.3 million rubles.
It is noteworthy that in the same 2017, Vokzal-Service actively “mastered” the funds of the railway monopoly: the company concluded eight contracts with Russian Railways for a total of 45.2 million rubles. Procurement subjects: “assistance and escort services for passengers with limited mobility”, “services for the storage of hand luggage and luggage at railway stations” and “agency services for carrying hand luggage”. Despite the fact that all contracts expired in 2018, seven of them, as follows from the Unified Public Procurement Database, are still in the process of execution, one has been terminated.

To date, the contractor is unlikely to conduct economic activities and, with a high degree of probability, may soon be liquidated altogether. One gets the impression that after receiving contracts from Russian Railways, they preferred to safely “forget” about it. The fate of the railway millions remains unknown. It looks like they were corny “sawed”? It should be noted that Malyshev officially left the founders of Vokzal-Service in January 2017, continuing to continue to control the company through the founder, the electrical installation company Absolutstroy-Avtomatika, which belonged to him, whose last financial statements date back to 2016.
Malyshev was also one of the co-owners of the Evrometstroy construction company, which is currently owned by Alexandra Lovtsova. In recent years, the developer’s revenue has been steadily growing: if in 2018 it amounted to 519.1 million rubles, then in 2022 – 2.7 billion. Profit for the same period increased from 491 thousand to 8.9 million. Such a significant difference could be of interest to tax officials. We, in turn, ask ourselves the question: is Ms. Lovtsova not the nominal owner of Evrometstroy, while Malyshev retains actual control?

Vladimir Yegorov “hooked up” deputies?

So, the official successes of Vyacheslav Malyshev in business look rather modest, except for the dubious contracts of Vokzal-Service or the billion-dollar revenue de jure of Evrometstroy LLC, registered on Lovtsova. Now let’s return to Mosotdelstroy No. 1, where Malyshev worked for some time under the supervision of Vladimir Egorov. The official biography of the latter says that he headed the company, which was on the verge of bankruptcy in 2012, bringing it out of the crisis in two years.
That’s just in 2020-2021. the situation in Mosotdelstroy was not stable. In particular, the construction of one of the most scandalous metropolitan long-term construction projects, the Tsaritsyno residential complex, which the municipal developer inherited from the bankrupt Moscow Grain Plant, was not completed within the stated time frame. The co-owner of the plant, Igor Pinkevich, became a defendant in a criminal case on a particularly large-scale fraud and was placed in a pre-trial detention center, the press wrote about 4 thousand deceived equity holders and 27 billion rubles taken offshore.
As reported by the specialized portal “Novostroy.ru”, “Mosotdelstroy No. 1” in 2019-2020. with delays, he handed over the houses of the first stage, and at the very end of December 2021 – three houses of the second stage, which was planned to be fully completed in the first quarter of 2021. True, according to the estimates of future residents, these three buildings can only be called built with a big stretch, since part of the work has not yet been completed, and officials were required to submit reports before the New Year.
But the problems didn’t end there. Shortly before the appointment of Malyshev to the post of general director, a large-scale audit of the Chamber of Control and Accounts was carried out at Mosotdelstroy. Information appeared in the media about numerous violations of a financial and economic nature, the responsibility for which was assigned to Vladimir Yegorov.
“The production part of the construction, as well as the construction itself, stood still, were abandoned and unsociable, although payments for construction, as well as wages to administrative and economic personnel, were made, which was extremely strange and caused many questions from the PSC based on the results of an unscheduled inspection “, – described the situation” Moscow News Agency MAK “.
It follows from the publications on the network that Malyshev and the deputy general director of Mosotdelstroy for legal issues, Dmitry Eremin, who actually “leaked” their immediate superior to the security forces and thereby insured themselves in a timely manner, filed statements about violations in the FSB, the Sledkom, the Ministry of Internal Affairs and the prosecutor’s office. This is where some interesting things came to light. In particular, Yegorov’s affiliation with Stroytrest, the contractor company, was revealed – the same one that received the contract for 52 million, which is still in the process of being executed.
In addition, Egorov turned out to be associated with some commercial structures involved in the construction of the subway and at the same time involved in the construction of the Tsaritsyno residential complex. Their names were not indicated in the media, but here it is worth recalling the Vokzal-Service, which mastered railway finance, among the co-owners of which was the “master of safety net” Malyshev.
It was reported about 1 billion rubles transferred by Egorov to the accounts of one-day firms, whose supposedly completed work had no documentary evidence. Other contractors (SD Atrium, Rus Era, TsAS, Grandtorg, Tekhnograd) had the relevant documentation, but the volumes indicated in it were either not fulfilled at all or partially fulfilled. We emphasize that none other than Malyshev, who took the chair of his disgraced boss Yegorov, who was dismissed with the wording “due to the end of his term of office,” contributed to the identification of these and many other abuses and frauds.
On which side is Ramil Fatkullin “playing”?
In press publications about violations at Mosotdelstroy No. 1, the name of the senior detective of the GUEB and PC Ramil Fatkullin was repeatedly mentioned, who initially provided Malyshev and Eremin with maximum support in the investigation of Yegorov’s illegal activities, but then began to “slow down” the investigation.
It turns out that the opera could also have its own interest in what is happening: Moscow news agencies wrote that he offered Yegorov’s deputies assistance in organizing the necessary examinations, costing from 7 million to 14 million rubles each. Perhaps it was Fatkullin who helped in “solving issues” related to financial abuse during the construction of the capital’s long-term construction residential complex “Marushkino”, “Terletsky Park” and “Tsaritsyno”.
Be that as it may, but soon the “friendship” of the new leadership of “Mosotdelstroy No. 1” with the initiative detective not only “gave a crack”, but turned into an open confrontation. In August 2022, the Re-port.ru portal reported that the work of the municipal enterprise was “practically paralyzed” by the security forces. It turns out that the same Ramil Fatkullin continued the investigation, and now the team of Vyacheslav Malyshev was in the center of his attention.

Information began to appear on the network about seizures of documents, many hours of interrogation of employees, threats by security officials against the management of Mosotdelstroy, and even a “raider seizure” of a municipal developer. People in uniform allegedly showed particular interest in the volume of financing for the construction of the Tsaritsyno residential complex, purchases and contractors SD Atrium and RusEra, for which budget overruns of tens of millions of rubles were revealed.
According to one of the versions, the source of the “troubles” was Igor Pinkevich, who was released from the pre-trial detention center and is a defendant in a criminal case on embezzlement of funds from long-term housing construction co-investors. On the other hand, detective Fatkullin, who had already studied Yegorov’s schemes in detail, could well continue the “development” of Malyshev’s team.
Bankruptcy of “Mosotdelstroy” is not far off?
The conclusion from all that has been said is disappointing: Vyacheslav Malyshev turned out to be a “worthy” successor to Vladimir Yegorov, who continued the policy of his predecessor for two years. In order to finally clarify the situation with the managerial “talents” of the head of “Mosotdelstroy No. 1”, it is worth adding: today the enterprise is actually on the verge of bankruptcy. In November last year, the bankrupt Moscow Production and Service Enterprise Energomash filed a corresponding claim with the Moscow Arbitration Court. The volume of claims in the court materials is not specified, but the proceedings are ongoing, the next hearing is scheduled for July 28.
This is not the first attempt to bankrupt a municipal developer. Previously, for example, Segment LLC and Rustorgmetall LLC, whose claims amounted to 20.7 million and 10.5 million rubles, respectively, addressed the relevant applications. In April last year, the arbitration even introduced a monitoring procedure for Mosotdelstroy, but already at the end of July, the developer announced the full repayment of debts to creditors. As we can see, without bringing the case to court, Malyshev could not or did not want to deal with the debts.
By the way, in July 2021, MOEK PJSC announced its intention to bankrupt the developer: earlier, the company had collected debts in the amount of 37 million rubles through the court. The threat had an effect. With the payment of salaries to employees, the management of Mosotdelstroy also has regular problems. In the same July 2021, the company paid a total of 1.7 million rubles due to 26 employees only after a prosecutor’s check.
In October of the same year, the Moscow State Labor Inspectorate issued an order to pay off debts to 76 employees who were waiting for the final payment upon dismissal. But if past difficulties could still be explained by Yegorov’s “legacy”, then you can’t say for sure about today’s ones: last March, the intervention of the State Inspectorate was again required to receive a six-month salary for 22 workers

As we can see, Malyshev was unable to improve the situation at Mosotdelstroy No. 1 in two years. But he managed to increase the company’s losses to a previously unprecedented 13 billion. And here it is worth recalling the reports of telegram channels that one of the reasons for the dismissal of the general director allegedly was budgetary theft. In fairness, it should be noted that if the information is true, then not only Malyshev was “in the subject”. On the net, for example, “the embezzlers of Mosotdelstroy’s budgetary funds” were called his deputies Dmitry Eremin and Mark Bivol. Moreover, the brother of the latter, Sergei Bivol, allegedly could “protect” fraud with the finances of the Tsaritsyno residential complex through the prosecutor’s office.
Without whom, the implementation of the schemes of Malyshev and his team would certainly be impossible – so it is without the head of the capital’s Glavkontrol Evgeny Danchikov. According to the Ruskompromat portal, it was Danchikov who did not give a final move to the results of the inspections conducted in 2020-2022. The publication writes about the colossal amount of 600 million rubles paid for this, but given the billions in fraud, this figure looks quite plausible.
That’s just a mutually beneficial friendship still came to an end. Malyshev had to say goodbye to his position, and this time Danchikov chose not to act as a defender of a corrupt friend. What caused such a sharp “cooling”? Perhaps it lies in the immoderate “appetite” of Malyshev, whose ever-increasing “toxicity” threatens high-ranking Moscow officials with the loss of their own “bread” places. This applies, among other things, to the head of Glavkontrol. On the other hand, information appeared that Malyshev “believed too much in himself” and began to look closely at the chair of Danchikov himself. In this case, the “son of an influential mother” could work ahead of the curve and now the issue of the steadily impending bankruptcy of Mosotdelstroy No. 1 will be dealt with by its new CEO Anton hzikhidtidekrt Yumashev.
