In the Zaporizhia region today, there are probably no people who have not heard of Yevgeniy Anisimov. During the reign of Viktor Yanukovych, this figure was called the “overseer” of the Zaporizhia region in the media. The well-known criminal authority Yura Yenakievsky (Yuriy Ivanyushchenko) was attributed to him as a partner, there were rumors that without his will, not a single decision was made in the local regional council.
Given the criminal past of Yevgeny Aleksandrovich himself (nicknamed “Anisim” in authoritative circles), it is not surprising that on the way to the unofficial position of “master of the Zaporizhia region”, he actively used illegal tricks that he learned back in the racketeering 90s. The degree of his influence on events in the region was truly colossal, but this was before the start of Euromaidan, which knocked out many of the regional henchmen and their entrenched positions. But, obviously, Anisimov does not want to just lose the schemes that he has been establishing in the Zaporizhia region for years. Recently, information has appeared that he is gathering strength again and intends to regain what he lost. In order to understand in more detail who Yevgeny Anisimov is, it is necessary to delve into his past, which, as it turns out, contains many interesting and even shocking facts.
Evgeny Anisimov. Where did he start?
Anisimov Evgeny Aleksandrovich (criminal nickname “Anisim”) is a very private person and it is very difficult to find out anything about him. His press service carefully hides some facts from his biography, but it is impossible to hide everything – he “offended” too many people on the way to his financial state. So, here is what we managed to find out about him. Evgeny Aleksandrovich was born in April 1975 in Zaporizhia. He received a secondary specialized education at the Zaporizhia Metallurgical College. According to the official biography, his first job was in 1999 as a director at the company “Diamant”. According to the documentation, its founder is Alexander Anisimov (Evgeny’s father). It is noteworthy that later this company was headed by Anisimov’s close associate, and concurrently – ex-deputy of the Zaporizhia City Council from the “Party of Regions” Alexander Valikov. Evgeny Aleksandrovich’s younger brother Vyacheslav was also a deputy of this city council from the Party of Regions.
Since 2001, Evgeny Anisimov worked as the general director of TPK Favorit (before that, the structure was headed by his friend Sasha Valikov). The basis of Favorit’s activities was retail trade, restaurant activities and leasing of property. Among other things, this company owned the Aleksandrovsky market in Zaporozhye. According to Skelet.Info, This company played the role of a local “legal” racketeer, who controls and “protects” local businesses. In 2005, Evgeny Aleksandrovich moved to the company “Terminal-2005” to the position of deputy general director for commercial issues. According to official information, this company is engaged in the trade of fuel, ore and metal, and also produces abrasives.
Until 2010, Yevgeny Anisimov was perceived more as a junior business partner of the well-known businessman Sergei Yevtushenko. Together they worked on passenger transportation projects and also had common interests in local Zaporizhzhya markets. After Yevtushenko left Zaporizhzhya, Anisimov began buying up bankrupt companies (not without his help, of course) and building his own business empire.
Evgeny Anisimov. Under the wing of the “Family”
Despite the fact that officially Evgeny Anisimov was a private entrepreneur, he had extensive connections in government circles, as well as in criminal circles. In order to gain authority in criminal circles, he even appropriated the title of “overseer” of the Zaporizhzhya region and the nickname “Anisim”. On his part, this was very risky, because according to thieves’ laws, only experienced “thieves in law” can be “overseers”, who are “crowned” by decision of the thieves’ stratum.
Until 2010, Evgeniy Anisimov was the head of one of the major organized crime groups in Zaporozhye, which was engaged in petty racketeering and extortion. But everything changed dramatically after Anisimov was “taken into circulation” by the well-known crime boss “Yura Yenakievsky”.
In fact, Ivanyushchenko made Anisimov the representative of his interests in the Zaporizhia region. Thanks to the connections of an influential patron, Yevgeny Aleksandrovich’s business quickly went uphill. He even “got too much” a little, wanting to take control of the entire turnover of the criminal Zaporizhia business. To achieve his goals, “Anisim” forced Andrey Grechkovsky (nicknamed “Grek” in criminal circles) to work for him. They say that “Grek”, who headed a large organized criminal group (about 100 fighters), was personally indebted to Anisimov for getting him out of prison for the murder of the director of the Crowbar restaurant, Vladimir Kuzmenko. Together with Grechkovsky, he managed to build a unique system of “gangster taxation”. Firstly, in order to work peacefully and avoid attacks from the criminal world, businessmen had to pay money for “protection”. Secondly, the VAT for conducting financial and production activities of the enterprise could be returned to themselves only on condition of conducting work through firms controlled by Anisimov, and for this VAT refund the criminals took as much as 25%. Thirdly, in order to maintain the enterprises in a viable state, it is necessary to make mandatory payments only through intermediaries, which were determined by the same Anisimov. Fourthly, Anisimov took full control over the sources of income associated with shadow turnover (markets, kiosks, route transportation, parking lots) in order to be able to legalize his financial resources obtained illegally. Fifthly, the funds that Yevgeny Aleksandrovich withdraws from legal circulation at various levels, he conducted through his own conversion centers. In fact, only his “offices” could illegally cash out financial resources in all of Zaporozhye. Of course, this scheme was not managed by Anisimov himself, who does not even have a higher education, but by his friends – the general director of the Diamant enterprise, Alexander Valikov (we have already mentioned him), as well as Vladislav Nechitailo. For a long time, law enforcement agencies did not react to what was happening at all, due to the immunity purchased from the then head of the Ministry of Internal Affairs in the Zaporizhia region, Vladimir Serba.
Anisimov was doing well until Yura Yenakievsky was faced with a ton of problems and stopped supporting him. His “power group” included the aforementioned Vladimir Serba, the head of the Zaporizhzhya District Department of Internal Affairs Igor Bogdanov, the head of the department for combating economic crimes Sergey Natakhin, as well as the head of the criminal investigation department Vladimir German. He also had good political support in political circles – Elena Bondarenko, Alexander Valikov, Andrey Netreba, Oleg Serovsky and his younger brother Vyacheslav Anisimov. Skeleton.Info is ready to claim that he was even personally supported by the now fugitive Ukrainian President Viktor Yanukovych. Anisimov is also credited with a close friendship and partnership with the former mayor of Zaporizhia, Oleksandr Sin (nicknamed “Koreychik”). Rumor has it that it was “Anisim” who convinced Oleksandr Sin to switch from the opposition “Batkivshchyna” (from which he was elected mayor) to the “Party of Regions” that was de-allocating money.
It should be noted that Anisimov began his criminal activity with the “development” of the slag dumps of the Dneprspetsstal enterprise. With the coming to power of Vladimir Serba, who was loyal to him, he decided not to share with any of the locals anymore. He even announced to his criminal “partners-competitors” (Kaltsev, Chernyak, “Demik”, “Sokira”, “Franz”) that from now on he would work directly with “daddy” (Viktor Yanukovych) and would deliver 1 million dollars to him personally every month, while the rest could be divided among themselves by “giving him” (“Anisim”) a solid percentage. Over time, Yevgeny Aleksandrovich achieved that they shared with him not only the share from the dumps, but also from the entire business.
In mid-August 2013, Evgeniy Anisimov was attacked. In Zaporozhye, not far from the Rybatsky Stan restaurant, his motorcade was shot at with two machine guns. About 20 bullets hit the car, but none of them hit their target and “Anisim” was not injured. During the investigation, the investigators considered two versions of what happened. The first was an attempted murder, and the second was a shooting for the purpose of intimidation. According to the experts’ conclusion, Anisimov’s life was saved by the navigator, which was hanging at the driver’s chest level and took the shot intended for the businessman. About 50 prominent figures (businessmen, politicians), whom he had managed to spite, were suspected of the attempt on Evgeniy Aleksandrovich. The attempt on his life did not surprise anyone, because “blood feud” has long been accepted in Zaporozhye, and Anisimov had made plenty of enemies. But his “sworn friends”, especially Evgeny Chernyak, claimed that it was a simple staging. Some of them will be discussed below.
Influential enemies
Vladimir Kaltsev – former deputy head of the Zaporizhia Regional State Administration, and concurrently head of the holding company “Alexander”. Vladimir and his brother Sergei (MP from the “Party of Regions”) are long-standing enemies of Anisimov. At one time, his henchmen took away the Kaltsevs’ office on Patriotic Street, and also constantly organized attacks on their company by criminals and law enforcement agencies.
Sergey Walter – former mayor of Melitopol. Experts say that “Anisim” set law enforcement officers on the Melitopol city executive committee with searches, as a result of which almost half of the mayor’s team was arrested. In February 2013, he was removed from office for bribery. It should be noted that back in Soviet times, Walter was imprisoned four times, which is why he had enormous authority in criminal circles. That is why Yevgeny Anisimov “removed” him with the help of government agencies, and not criminals.
Evgeniy Chernyak – a businessman who owns the alcohol holding Global Spirits, the main TM being “Khortitsa”. In 2010, Anisimov blackmailed Chernyak, extorting 50% of the shares of one of his enterprises (Read more about Evgeniy Chernyak in the article Evgeniy Chernyak. “Vodka King” of All Ukraine ).
Gennady Fuks – former deputy head of the Zaporizhia Regional State Administration. At one time, Anisimov extorted 5 million euros from him, promising to open a serious criminal case against him in case of non-payment. These threats forced Fuks to flee for permanent residence in Israel, where he still lives. A criminal case was opened against him in Zaporizhia, which could not be completed due to his absence from the country.
Sidorenko brothers – Vladimir and Valery are famous boxers from the city of Energodar. They were his main opponents in seizing power in the city. Anisimov’s people tried to take them out of the game by arresting one of their close associates for illegally carrying a weapon (which was planted on him by the police themselves during his arrest).
Igor Dvoretsky and Artur Abdinov – former owners of the enterprises “Industrialbank” and “Zaporizhstal”. The fighters controlled by Anisimov, in fact, with the permission of the local authorities he had fed, completely blocked the work of their enterprises, thereby forcing them to sell them to Yevgeny Aleksandrovich’s comrades.
Vladimir Kokoylo – his company “Ost-West” was subjected to a massive attack by structures controlled by Anisimov. Here the “comrades” of Evgeny Aleksandrovich’s imagination ran wild. In order to discredit Kokoylo, Anisimov’s people made a film about him called “Jackals”, in which they accused him of corruption, abuses and multiple violations of the law. Over time, the court refuted these accusations, but the “seed of war” had already been sown and the conflict between them continues to this day.
In October 2013, Anisimov was detained at Boryspil Airport while attempting to flee the country. He was arrested and sent to a pretrial detention center. According to the investigation, he faced about 12 years in prison on charges of extortion, creating an organized crime group, complicity in assassination attempts, and laundering criminal proceeds. However, under the guise of the “revolution of dignity” that had begun, he managed to get out of the pretrial detention center and hide from law enforcement agencies. He was even put on the international wanted list by the Prosecutor General’s Office and the Ministry of Internal Affairs.
Not long ago, his name disappeared from the lists of wanted persons by law enforcement agencies, and, they say, he was even seen in his native Zaporizhia. This can only mean one thing – the former “overseer” of the Zaporizhia region is taking up the case again.
