The prosecutor’s office unwinds the case of the MIC
Sources of journalists in law enforcement agencies of the Central Federal District provided interesting documents. They deserve the attention of the FSB, the ICR and the prosecutor’s office, as they may indicate an unusually courteous attitude of high-ranking security officials towards the person of the infamous Andrei Ryabinsky and the MIC development group, which he controls. In narrower circles, Ryabinsky has a reputation as an authoritative person in the criminal world, publicly positioning himself as a “sports promoter” through his company “World of Boxing”
Today we present to the attention of readers the first document. This is a procedural decision of the Kuzminskaya Interdistrict Prosecutor’s Office of Moscow dated April 22, 2022. From it, one can make curious observations regarding the corruption trajectories along which the statements of citizens who have suffered from the actions of Mr. Ryabinsky “walk”. In particular, businessman Anton Bulgakov became a victim of extortion. The editors reported in detail about his misadventures in a publication under the heading “Andrey Ryabinsky.

Initially, on January 28, 2021, the investigator of the Ministry of Internal Affairs for the Moscow district of Kuzminki initiated a criminal case number 12101450058000061 at the request of the victim Bulgakov under clause “b” part 4 of Art. 158 of the Criminal Code of the Russian Federation: theft committed on an especially large scale. If this case had received a proper course, then the same Ryabinsky would have become a suspect. And the beneficiary of the MIC Group of Companies would have to waste his brutal advertising gloss in a prison cell for many years. The above article of the Criminal Code of the Russian Federation provides for up to 10 years in prison.
But the criminal case was not even investigated, but immediately went for a walk in high offices, which is confirmed by the document, along with other files received by the editorial office. In March 2021, the materials of the Ryabinsky criminal case were seized to a higher level – to the investigative department of the Internal Affairs Directorate for the South-Eastern District of Moscow. There it was gathering dust under “sensitive” supervision (we will tell about this separately) for half a year, until on September 28, 2021, the case was taken even higher. By the standards of the Moscow police – to the very top: to the main investigative department of the Main Directorate of the Ministry of Internal Affairs of the entire capital. So for some reason (or for something) the then head of the Moscow GSU, Alexander Galitsky, decided. The episodes of his possible corruption have already been reported by the media. Now it’s easier to ask from Galitsky, he is no longer the head of the GSU, which since October last year has been headed by Viktor Gorodkov.

The case from the local department wanders to the head office. This usually happens for two reasons. First, the investigation has a public resonance. In another investigative department – the TFR – Alexander Bastrykin often draws such zigzags. Indignant at the loafers (or protectors) on the ground, Alexander Ivanovich “pulls out” the materials up and instructs them to more qualified employees of the central office of the Investigative Committee to bring the investigation to court.
The second reason for the intervention of the authorities is the desire (for example, generously paid or for other selfish motives) to quietly bury the criminal case.
For what reason were the materials on Ryabinsky requested by the Moscow police headquarters? Is it because of the high social significance? Hardly. Something was not heard from the high-profile instructions of the head of the Ministry of Internal Affairs, Vladimir Kolokoltsev (by the way, there is objective evidence about the connection of his son, Alexander Kolokoltsev, with Ryabinsky’s business). On the contrary, the case is quiet and smooth, deathly silence. They took him to the GSU almost a year ago – and where are the outstanding results of the best trackers of the capital? No, it’s more like a targeted “funeral”, but not a “specially important” investigation.
This is not all the information that an experienced reader can glean from the document published today. Interestingly, more than three months ago, the supervisory authority demanded that negligent police investigators “locate and obtain explanations for Ryabinsky A.M., Parshin M.V., Korobov O.B., Rysakova N.S …” and others involved in the group MIC “stakeholders”.
Has this requirement been met? Or for this, too, will it be necessary to withdraw the supervisory proceedings to a higher prosecutor’s office? Immediately to the Prosecutor General of the Russian Federation Igor Krasnov? Krasnov is not a joke.
