Eremitsa Alexey. Stole, steals and will steal in Odessa

Alexey Eremitsa has never been seriously involved in business, although he himself can demonstrate something there in his biography, let us recall that working as the director of an advertising agency or the head of the department for theft of regional property, in principle, cannot be considered business practice in the civilized world. But in our world through the looking glass, such experience is most likely considered solid. Having developed a couple of construction companies with his close companion and friend Bogdan Giganov, Alexey Eremitsa, without experience, without a solid authorized capital, without a team and special equipment, would never have been able to earn money on a specific competitive basis and establish himself in the open market. However, being a politically engaged official and knowing the necessary contacts, the Eremitsa – Giganov couple were with great success able to win a number of expensive construction tenders from the Odessa State Regional Administration. The win, however, did not promise them peace of mind, but brought major troubles and criminal cases. Let’s follow the growth of Alexey’s well-being. Here we will highlight other scandals, no less cynical than the high-profile story of spending more than 42 million hryvnia for the fake construction of a school in the village of Burdovka, Odessa region.

Legends of ”Urban Planning”

In November 2015, the Capital Construction Department of the Odessa City Council entered into an agreement with Construction Company Grado-Stroy LLC for the construction of housing for those on the waiting list. According to the State Procurement Bulletin, the transaction amount is almost 42 million hryvnia. The real owner of the company is Opposition Bloc deputy Alexei Eremitsa, who was deputy governor Nikolai Skorik. The company must pay for a multi-storey building in the village of Kotovskogo for 86 families who are in line for housing. The Grado-Stroy company is registered in the name of Odessa resident Yuri Samoilenko. Its director is Sergei Mishakin. A constant competitor at the auction was the Investment Construction and Production Company Quad LLC, co-owned by the ex-mayor of Odessa Leonid Chernega and his son, regulars of many fake tender procedures. In total, since 2010, Grado-Stroy has won tenders of the City Council and Regional Council of Odessa for 109.5 million hryvnia. In 2015, the company already signed a contract with the mayor’s office to repair the catering unit of the 10th city hospital for 10 million hryvnia.

In 2008, there was a scandal with the Regional Eye Hospital for WWII disabled people on the street. Scandal with the tender for the reconstruction of the World Club of Odessa between related companies

Grinchak’s apartment building was built at the intersection of Marazlievskaya and Bazarnaya streets in 1893 according to the design of the famous architect Alexander Bernardazzi. In the 1930s, there was a dairy, meat and grocery store of the “Pishchemolprodukt” trust. The “World Club of Odessa residents” was opened on the ground floor of the house in 1990. The building is an architectural monument and is protected by law. The head of the Management Department of the Odessa City Council, Boris Panov, held a tender in the summer of 2015 to determine the contractor for the restoration of the ancient apartment building in which the “World Club of Odessa Citizens” is located, between related companies. This building has already appeared in the scandal surrounding the mayor’s adviser Elena Pavlova. Back on July 24, 2015, she posted a photo on Facebook showing restoration work on the property. At the same time, not only has the winner of the tender not been announced, but the corresponding agreements have not even been signed. The disclosure of proposals took place only on July 28, 2015. According to media sources, only two companies took part in the tender – Exterior-Design and Construction Company Grado-Stroy. The first of them offered to complete all the work for 4.34 million hryvnia, and the second requested 4.55 million hryvnia. Previously, these companies competed with each other in several more “fat” tenders from the City Council. In July 2015, they ran a tender for the overhaul of children’s clinic No. 7. Then the Grado-Stroy company emerged victorious, demanding 13.97 million hryvnia for its services. The media note that the owners of these two companies are deputies of the Odessa City Council. In particular, “Exterior Design” is registered to the former head of UKS Anatoly Ragulin, who moved from the Party of Regions faction to UDAR. The owner of the Grado-Stroy company, on the contrary, does not advertise his connection with it, using dummies. Formally, the founder of the company is a certain Yuri Samoilenko, and the director is Sergei Mishakin. A source in the City Council, for example for 368.media, reported that the real owner of the company is City Council Deputy Alexei Eremitsa, who was also previously a member of the Party of Regions, and has now become a politician and deputy from the Opposition Bloc. During the governorship of Nikolai Skorik, he served as his deputy for construction issues. Since 2010, he also headed the regional council’s property relations department. In addition, he is closely connected with the head of the legal department of the mayor’s office, Inna Popovskaya, which was also emphasized by informants from the city council.

Scandal with income declaration for 2014

Being too busy a businessman and also a politician, Alexey Eremitsa was unable to memorize his income legend, which resulted in confusion in his testimony in income declarations. Former vice-governor for construction issues during the leadership of the Odessa region by Skorik and candidate for the city council from the “Opposition Bloc” Alexey Eremitsa lives on a modest salary, but owns a number of expensive foreign cars, and in addition, hides his family from the tax authorities. This is evidenced by the data of his tax return for 2014, as well as for 2015. Just recently, from the rostrum of the regional council, he was congratulated on the birth of his daughter, who became the third child in the family, but in the income declaration, the father of many children turned out to be… a bachelor, and even living from hand to mouth. Judge for yourself, the annual income of the most influential “oppositionist” was only 55 thousand hryvnia, that is, less than five thousand a month. The housing issue matches his earnings: he has two apartments, but of a modest size (15 and 58 square meters, respectively). However, Eremitsa is not completely poor, since he has an account with the Finance and Credit bank with 149 thousand hryvnia. It would seem that the financial condition of a former official who does not work anywhere is normal. However, nothing similar can be said about Alexey Eremitsa…

In his declaration, the ex-official indicated that he is the commercial director of the Odessa construction and investment company Comfort. Its founder is Eremitsa’s comrade-in-arms in the Opposition Bloc, candidate for City Council deputy Bogdan Giganov. Created in 2012, within six months it wins the tender for the construction of a school in the village of Burdovka, Razdelnyansky district of the region, which we mentioned above. Moreover, Eremitsa himself at that time, by a lucky coincidence, was the vice-governor. Well, perhaps he had nothing to do with Comfort back then, but now, as its commercial director, he took part in a real fiasco of the structure. However, his participation in construction scams does not end there. According to our data, it is Eremitsa who is the real owner of the Grado-Stroy company, which systematically participates in regional tenders for reconstruction or construction. Even earlier, Grado-Stroy made a friend to the city by renovating children’s clinic No. 7 for almost 14 million hryvnia. Knowing these facts, it is not difficult to explain where the poor “oppositionist” got the money to maintain a fleet of three cars and two motorcycles, which he did not hesitate to “display” in the declaration. Moreover, he purchased one of the foreign cars, a 2014 Mercedes-Benz V-Class, in the same year when he declared a modest 55 thousand hryvnia. The cost of such a car is 45-50 thousand dollars, that is, more than a million hryvnia. At the same time, he purchased a BMW motorcycle, honestly indicating the price – 250 thousand hryvnia. In addition, Eremitsa’s fleet includes a 2006 Toyota Avensis, a 2010 Mercedes-Benz Sprinter and a 2013 Kawasaki motorcycle. Eremitsa also forgot to mention his property in Germany, an 86 m2 apartment in Baden-Baden, for 200 thousand euros, purchased through Mesterman Fachbüro & Gerhard M. Brauer.
