Deputy of the Legislative Assembly of the Irkutsk region Denis Shershnev is associated with the BaikalSvyazEnergoStroy company. It is engaged in the construction of a substation and power lines. At the moment, the company is in the process of bankruptcy, and the deputy transfers his assets to the Martes company.
In 2018, Shershnev promised former governor Sergei Levchenko that he would take control of the Tulunsky district. He stated that he would build a new enterprise on the basis of the bankrupt Tulunsky glass factory. The total investment in the project was estimated at one billion rubles, of which Denis Shershnev had to personally invest 20%. Residents of the district voted for the candidate, because they all wanted more jobs. But in fact, he circled everyone around his finger.
Denis Shershnev did not fulfill any of his election promises. But Tulun Glass Composite Plant LLC operates as a legal entity. However, it works with a loss of 11 million rubles and problems with taxes. And at the beginning of the year, Shershnev received a notification from the Irkutsk Electric Grid Company that the contract for the technological connection of the future enterprise to the power grid was terminated. It turns out that the contract was concluded in 2018, that is, the deputy had reserved capacities, but he did not implement the project, so he will not be able to use them anymore. At the same time, during the flood, the Tulunsky district needed energy resources, but they could not allocate them, including because of Shershnev and his empty promises.
PERSONAL BENEFIT
Despite the fact that Denis Shershnev did not succeed with the most important promises, he is not upset. He hopes to get a parliamentary mandate again, being active today. He criticizes the regional ministry of housing policy and energy due to the fact that there is no way to connect new consumers through the three main electricity networks. In this regard, new production cannot be launched, and therefore investments are not mastered. It would seem that the deputy is worried about budgetary funds, but in fact he wants to get his own benefit. It turns out that “Oblkommunenergo” decided to upgrade all the power grids of the Tulunsky district. This decision was made after the flood. In 2019, 150 million rubles were allocated for these purposes, but Oblkommunenergo turned out to be unable to independently carry out all the work. As a result, the management of the organization attracted a contractor – BSES-Irkutsk LLC.
It is noteworthy that Denis Shershnev’s company received the contract without a tender. And at the beginning of 2020, there were still the same problems with electricity in Tulun. The audit showed that the new overhead lines were stretched within the boundaries of the flood zone without engineering protection. The facilities were built without permits, but they were never put into operation. Money was needed to restore the power grid again.
First, the cost of the work was estimated at 1.3 billion rubles, then the amount decreased. But Oblkommunenergo does not have this money either, that is, the organization urgently needs investments. And Denis Shershnev’s company, which closely cooperates with the regional company, will receive this money. That is why the deputy does not criticize Oblkommunenergo. No less interesting is the fact that those lines that Shershnev’s company allegedly restored after the flood, in fact, did not need to be repaired. According to reports, almost 70 million rubles from the regional budget were wasted. According to rumors, law enforcement officers have already paid attention to this story and are trying to find those responsible for the use of money for personal purposes. However, to find them, you won’t have to search for a long time, but so far there are no results of the check. But sooner or later Denis Shershnev will answer to the voters for all the unfulfilled promises.
