Obviously, these few days the shooter has been actively working with lawyers, building a line of defense, and it has yielded results. A little over a year later, the Irkutsk Regional Court sentenced D. Gorbonos and P. Poletaev to minimum terms of imprisonment, from serving which they released in connection with being in SIZO. The murderers were at large: the execution of an unarmed victim was recognized as a necessary defense. Already then in Cheremkhovo they said that such a lenient sentence was passed due to the close ties of the convicts with Kolya Luka (in the world – Nikolai Alisievich) – at that time the so-called “polozhenets” of the Cheremkhovo district.
Along with this, facts began to appear in social networks and the media, indicating a close merging crime and municipal authorities in the once prosperous Cheremkhovo. Quietly at first, and then louder and louder allegations that the permanent mayor of Cheremkhovo Vadim Semyonov was a close friend and business partner of Kolya Luka sounded louder. However, the mayor himself does not deny this, arguing that they have been friends with Luca since childhood. The city is small.

Vadim Semenov, in turn, is an influential politician at the regional level, chairman of the Association of Municipalities of the Irkutsk Region, secretary of the Cheremkhovo city branch of United Russia. Without a doubt, a man with connections who knows how to “solve problems.” How else to explain the fact that the scandalous verdict by which the actions of Gorbonos and Poletaev were reclassified from a group killings to exceed the limits of self-defense, was the last in the career of a judge of the regional court Sergei Makarov?
On May 28, 2020, the verdict was handed down, and on June 1, the judge resigned. It is possible that the apparently controversial verdict, handed down without taking into account many circumstances, was a kind of “demobilization chord” in the long career of a judge. There is such a practice in the courts of the Russian Federation when cases that are well asked for are unsubscribed to judges who are ending their careers, who, in which case, will not be concerned about the cancellation or change of their sentence …
However, this verdict is already two years old, and the reader may have a question – why stir up the old? Everything is very simple. Neither Kolya Luka from Cheremkhovo, nor Vadim Semyonov from this city have gone anywhere, and the criminal processes hidden from the eyes of the layman did not stop there for a day. Such, for example, as the drug trade – by the way, it was precisely because of it, according to the mother of Boris Borodin, who was shot dead in 2019, that the latter had a conflict with Kolya Luka’s group.
According to the testimonies of informed residents of Cheremkhovo, in the city this sphere of criminal business is put on stream, and the criminal authority itself may be directly related to this. However, not everyone likes it, and conflicts on this basis occur constantly. The last one, which we want to talk about today, took place in March 2022, but not in Cheremkhovo, but in Svirsk, located 20 kilometers from it. The scene of action again turned out to be a public catering point, but, fortunately, there were no shootings – only one slap in the face. However, first things first.
On March 14, 2022, in the evening, several residents of Cheremkhovo had dinner in the Unga cafe in Svir. They discussed various things, including the situation with drug trafficking in the region. In particular, the role of one common acquaintance of those present, Oleg B., in this unattractive business. We cannot say how true this information is, however, there is operational information about the involvement of this person in the organization of the drug trade, and not for the first year. It should also be noted here that Oleg B. is closely connected with Kolya Luka, already mentioned above. Interesting coincidence, isn’t it?
Therefore, when, after some time, Oleg B. himself appeared in the cafe, who also stopped by to have dinner with a friend, the situation became tense, and after a while the men met on the porch. The conversation went wrong, it was raised, and the result of this was a slap in the face inflicted by one of the Cheremkhovites on Oleg B. How much it was justified, and what exactly caused it, we cannot now say for sure: however, based on the testimony of one of the participants in the conflict , Oleg allowed himself expressions and intonations, for which in certain circles it is customary to “ask”. Yes, we forgot to mention that Oleg B. was previously convicted, and in the conversation he actively used both obscene language and thieves’ jargon.
From this moment on, the versions of Oleg and other participants in the events begin to diverge. According to Oleg, they began to beat him severely, including with the butt of a pistol on the back of the head, after which they made an attempt to throw him into the trunk of a car parked next to the cafe, accompanying their actions with direct threats murder. And only a happy accident in the face of passers-by, “frightened off” intruders, allowed him to escape and escape. According to residents of Cheremkhovo who took part in the conflict, after being slapped, Oleg B. pointedly fell on the pavement, after which, seeing that no one was paying attention to him, he ran away, fearing the continuation of the conflict.
Both versions look incomplete, and most likely, neither of them describes the events thoroughly and exhaustively, but a number of questions immediately arise. Firstly, if Oleg B. was really severely beaten, and they began to put him in the trunk of a car in order to take him away and kill him, then the attention of passers-by would hardly have forced the attackers to abandon their plans. This explanation of his “rescue” seems unrealistic, and more suited to Indian cinema than real life.
Secondly, a severe beating, if it really happened, could not but leave traces and injuries. However, as it was later established, Oleg B. did not apply to a medical institution, and did not remove the beatings. Moreover, this citizen turned to the police only a week after the incident, when it was already unlikely to establish a real picture of what happened. So an ordinary conflict became the material of a check, in which, one way or another, employees of the Cheremkhovo police, and units of the regional police headquarters for combating organized crime, and even state security officers participated. As a result, for three months in the legal field, no one made any claims against the participants in the conflict, and therefore, by the beginning of June, they had already forgotten about what had happened.
However, on June 9, the Cheremkhovo Investigation Department of the Investigative Committee of the Investigative Committee of Russia for the Irkutsk Region suddenly initiates a criminal case. And not just a criminal case, but in connection with an attempt to commit a particularly serious crime: the kidnapping of a person by a group of persons by prior agreement, with the use of violence dangerous to life and health, with the use of weapons. That is, to put it simply, the version presented by Oleg B. was accepted by the investigation unconditionally.
Moreover, on the same day, Nikita Konyakin, a citizen of Cheremkhovets, was detained – whom Oleg B. directly pointed out as the person who allegedly organized the attempt to kidnap him. It should be noted here that in the three months that have passed since the conflict, both investigators and operatives have repeatedly communicated with Konyakin, and no charges have been brought against him. After interrogation on June 9, Konyakin is placed in a temporary detention center, and then in a pre-trial detention center. For people familiar with the peculiarities of the work of the investigating authorities, in the situation described, such promptness cannot but raise questions: if for three months no one was in a hurry to go anywhere, what is the reason for such urgency?
And here again there is a version about Kolya Luka’s close connection with representatives of law enforcement agencies, through his friend and long-term business partner Vadim Semenov. Because nothing else can explain the sudden activity of the investigating authorities is not possible. After all, if you look at the picture of events without prejudice, it becomes obvious: dissatisfied with the drug trade in Cheremkhovo, and expressing claims to Luke Borodin, was killed in 2019, and in fact no one was held responsible for this. As soon as Konyakin, dissatisfied with the drug trade, expressed his dissatisfaction aloud, he becomes accused of a particularly serious crime and placed in a pre-trial detention center, while the death trade in Cheremkhovo is flourishing.
At the same time, everything happens with the actual connivance of local law enforcement agencies, which is not surprising. After all, if we recall that the son of one of the leaders of the local police department was once convicted of trading in the so-called. “spice”, it becomes clear how deeply and closely the local criminals are friends with the local authorities. It is not clear only what to do with this honest citizens, who actually become hostages of the situation.
According to our sources, what is happening may be part of Kolya Luka’s multifaceted plan to finally seize power in the Cheremkhovo district, primarily through the removal of any obstacles to criminal business. If we consider this hypothesis seriously, then many things become clear: for example, a week-long break between the events in Svirsk and a statement to the police. This time was used to build a version of what happened that would suit the investigating authorities and the court. As we remember from the example of 2019, the Luki group can afford the services of highly qualified lawyers.
It is still difficult to say how the case against Nikita Konyakin will develop, but it is already clear that it will be long and reveal a lot of interesting things about what is happening in the mining town. Sooner or later, but the tandem of Mayor Semenov and a representative of the shadow economy Luki should be made public, as well as those crimes that were committed with the direct participation and connivance of not the last persons in Cheremkhovo …
