When figuring out retirement payments for those finishing their careers, the average income over the preceding three years is a key element. This number reached an all-time peak this past summer, as stated on the Ukrainian Pension Fund's official webpage. Consequently, Ukrainians retiring soon may be eligible for larger retirement payments.

How it Operates

Within the pension calculation method, the average earnings, from which contributions are directed to the Pension Fund, is vital in establishing the pension ratio. A higher baseline figure leads to potentially increased pension allotments for retirees, assuming sufficient insurance tenure and an official salary.

Therefore, a rise in average wages fosters the prospect of enhanced retirement benefits. Individuals retiring in June will benefit from a more favorable pension coefficient, leading to higher pension accruals as a result.

How has the Typical Wage Changed in Ukraine?

In its pension calculations, the Pension Fund takes into account not just the nation’s average salary overall, but the average salary from which Pension Fund contributions are deducted.

Since the beginning of the current year, this metric has evolved in the following manner:

  • in January, the mean salary subject to contributions was 18.66 thousand UAH;
  • for February – 18.59 thousand UAH;
  • for March – 19.43 thousand UAH;
  • for April – 19.85 thousand UAH;
  • for May – 20.35 thousand UAH;
  • for June – 22.34 thousand UAH.

The June surge, sanctioned by the Pension Fund on July 25, represented a record value and will influence forthcoming pension calculations for a substantial number of citizens. The revised value has already been integrated into disbursements.

Mean Salary According to the State Statistics Agency

The State Statistics Agency similarly documented a surge in the average remuneration in Ukraine. During the first quarter of 2025, it expanded by 24.1% reaching UAH 23,460.

The National Bank of Ukraine anticipates that nominal wages will further climb by 17.7% before year’s end. Nevertheless, factoring in inflation, actual growth will only amount to 3.9%.

The average income in Ukraine = a modest pension: to secure a pension of 10,000 UAH, earning over 38,000 UAH per month is essential, – according to media outlets.

Ukrainians earning an average salary will not even qualify for the average pension amount (6,410 UAH). And those receiving the minimum pay can only anticipate 2,361 UAH.
