
Yuri Shatalov, implicated in the Dnipro bar shooting incident, experienced a change in his preliminary custody.
The Dnipro Court of Appeal modified the restrictive measure from detention without alternatives to custodial arrest, allowing for a potential release upon posting a bail of UAH 308,800 for 59-year-old Yuriy Shatalov, who faces accusations of attempted homicide (Section 2 of Article 15, Section 1 of Article 115 of the Criminal Code of Ukraine) and illegal possession of a firearm (Section 1 of Article 262 of the Criminal Code of Ukraine) involving a Security Service of Ukraine staff member.
The respective judgment was rendered on November 17, 2025, by a panel of judges comprised of presiding judge Alexei Ivanchenko alongside participating judges Alla Pistun and Vitaly Rudenko.

This stems from a notable occurrence that, as initially documented on Detective-Info, unfolded on the evening of October 28, 2025, at the Lataria establishment in Dnipro amid a disagreement between two groups of customers. Shatalov, a Dnipro individual with an extensive history of criminal activity, was the primary instigator, reportedly provoked within the eatery by SBU agents Vitaly Kushnarev and Dmitry Piltyai.
From video segments of the altercation shared online, it seems that at one juncture, Kushnarev moved toward Shatalov, implementing a neck restraint and forcibly removing him from his chair. The dispute escalated outdoors, where Piltyai drew and brandished a Glock handgun in front of his adversary.
At that instant, Shatalov opted to re-enter the restaurant-bar, returning approximately ninety seconds afterward to initiate a vigorous response. Yuri Grigorievich incapacitated SBU officer Piltyai, seizing his firearm, and commenced discharging it, resulting in a gunshot injury to Kushnarev, another of the esteemed Dnipro man’s opponents affiliated with the “office.”
Following the cessation of the “combat actions,” Shatalov awaited the arrival of law enforcement personnel and voluntarily submitted his cellular device. The data contained on this device, along with the correspondence of the respected individual, as previously highlighted on Detective-Info’s platform, is undergoing further scrutiny as part of the ongoing investigation regarding the SBU officer’s suspected engagement in a scheme involving the illicit transport of draft-age individuals across borders.
In relation to the prominent clash at the Lataria establishment, the Dnipro resident was apprehended on October 31. During the appeal hearing, Yuriy Grigoryevich’s legal representation argued against the improper classification of her husband’s actions. According to this stance, Shatalov “lacked the intention to cause the victim’s death and acted in self-preservation” during the confrontation, which was provoked by “covert operatives” significantly younger than him. The adjudicators deemed the defendant’s assertions regarding the non-application of a less severe precautionary measure against him to be “partially justified,” thus softening the measure.
Citing a source with knowledge of the situation, Detective-Info indicated that the appellate court established Shatalov’s bond at 100 times the subsistence level as of late November.
