Dmitry Sennichenko: how to plunder the remains of Ukraine. PART 1

As soon as he took up the post of head of the State Property Fund, Dmitry Sennichenko immediately demonstrated himself to be an experienced “schemer”. And not only because he is surrounded by his corrupt cronies, whom he puts in charge of the tastiest pieces of state property. Sennichenko is also known as a member of the Soros team of top managers, popularly nicknamed “Soros” – under whose quota he received his position. Although they try to position themselves as advanced professionals of the “transparent market,” in fact, many of them are covered in schemes and corruption no less than the Ukrainian oligarchs. After all, their creator, George Soros, rose to the occasion precisely because he mastered the methods of fishing in troubled waters: the more chaos and problems there were in the country, the more benefits he derived from his schemes and scams.

And then Soros himself learned to muddy the waters and create conditions favorable for his business. To do this, he used the most talented of his students, placing them in key positions in countries that had so carelessly trusted the Open Society. Ukraine has been immersed in them for a long time, since the 90s, but that was only preparation, but the mass introduction of “Soros” into the state structures of Ukraine began immediately after the second Maidan, and unfolded even more actively in 2019…

Dmitry Vladimirovich Sennichenko was born on December 8, 1973 in Kyiv, into an intelligent Soviet family. His father, Vladimir Alexandrovich, worked as a civil engineer, and his mother, Natalya Viktorovna, was a teacher. There is no detailed information about their life at that time, since Dmitry Sennichenko does not like to tell “extra” about his past, and in general very little is known about his parents. Perhaps the only thing is that he registered two of his companies under his mother’s name: Asia Park Development LLC (USREOU 34710805) and Parkridge Development Ukraine (35893788). The latter has already ceased its activities, but its “twin sister” (or clone) “Parkridge Development Ukraine 2” (35647991), registered to Dmitry Sennichenko himself, continues to operate. In addition, he is the owner of Retail 1 LLC (35624712), the name of which hints at the fact that there are other companies with a similar name (perhaps also clones).

His biography states that in 1997, Dmitry Sennichenko graduated from the Institute of International Relations at the KNU – obviously, the Faculty of International Economics, since later he worked exclusively in the economic field. It is unknown when exactly Dmitry Sennichenko attracted the attention of Soros “recruiters” – perhaps back at the IIR, since this university has been under the tutelage of Soros foundations since the early 90s. And in 2001, he received a Master of Business Administration degree from the International Institute of Management – opened in 1989 by one of the very first representatives of Soros in Ukraine, Bogdan Gavrylyshyn (he also headed the Ukrainian branch of the Soros Renaissance Foundation).

Dmitry Sennichenko claims that his first job was at the Foreign Ministry, but does not share details. A detailed study of his “life” reveals to us that while still a student, in 1996-97. he worked as a manager at the representative office of the Japanese corporation Sumitomo. In Ukraine, it had two representative offices: in Kyiv and in Krivoy Rog, and its Krivoy Rog partner was CJSC Komitek (13426195), created back in 1991 and closed in 2008, but which gave rise to the holding of the same name. The founders of Komitek, Natalya and Oleg Bushuk, were first engaged in the export of metals (metallurgy is one of the attacks of Sumimoto’s work), and then in the import of machinery and equipment for the mining industry (Krivoy Rog and other mining and processing plants) and construction. In 2003, Sumimoto and Komitek created the subsidiary Sumitek Ukraine (32524901). It is noteworthy that later Oleg Bushuk and his relatives became partners of the Sennichenko family in the Parkridge Development Ukraine company. And, as we now see, their connection can be traced back to 1996, when student Dmitry Sennichenko received a position as a manager at the Sumimoto representative office. Didn’t Bushuk put him there?

Curious that giving in July 2020 interview with Economic TruthSennichenko unexpectedly publicly lied. With nervous notes in his voice, he said that he did not know either Oleg Bushuk or the two other co-founders of Parkridge Development Ukraine – Alexander Glushko and Galina Shepeleva, whose share was later transferred to Sennichenko’s mother. Like, he was very busy, “working for English investors” (the parent company Parkridge Holdings, another Soros office), and he had no idea who his partners were!

Why lie so ineptly? Obviously, Sennichenko has some very good reason to hide his connection with Oleg Bushuk’s family. Perhaps he managed to “stir up” something with Glushko, who was an assistant to the scandalous people’s deputy Nikolai Dmitruk. But his “renunciation” of Galina Shepeleva is completely understandable: after all, she is the wife of the scandalous Alexander Shepelev, and she herself accused of embezzlement funds from Rodovid Bank. Thus, the question arises about the involvement of Parkridge Development Ukraine and Sennichenko personally in the scams at Rodovid Bank. Perhaps it was precisely because of this that they decided to close down this company in order to cover their tracks?

Sennichenko did not practice at the Ministry of Foreign Affairs for long, and by the end of the same 1997 he went to work at the National Bank of Ukraine (NBU), as a senior economist in the Department of International Relations – where his boss was Oleg Rybachuk. And Rybachuk, according to Skelet.infoat that time was a very important link between the NBU and Western financial structures, not only at work, but in general: his friends were employees of Western embassies and representatives of Western corporations (including Katerina Chumachenko, “watching” for the Americans wife of Viktor Yushchenko), with whom he was engaged not only in business, but also in big politics. The media reported that it was Rybachuk who brought Yushchenko together with his future American wife, and that it was Rybachuk who proposed Viktor Andreevich for the role of the future pro-Western president of Ukraine.

Whether the young “little pig” Sennichenko was immediately introduced to Rybachuk as a new page, or whether he later attracted his attention with his zeal, has not yet been clarified. Sennichenko’s tasks at the NBU were the implementation of the project “IBRD Loan for Restructuring the Financial Sector” and participation in the working group on the issues of Ukraine’s admission to the GATT/WTO. And at the beginning of 2000, Rybachuk took Sennichenko with him to the Cabinet of Ministers, where he received the position of adviser to the Prime Minister’s Office. What did he advise? “In 2000, I worked in the office of the then prime minister, and we made a lot of efforts to get American companies to enter the oblenergo market,” Sennichenko later admitted.

But they did not have time to sell the oblenergo to the Americans, since in May 2001 Yushchenko was dismissed, and Rybachuk, who became vice-president of the Black Sea Trade and Development Bank, left with him.

In October 2001, Rybachuk again took Dmitry Sennichenko to his place, giving him the position of deputy director of one of the departments at the bank. And when in 2002, Rybachuk was elected as a people’s deputy on the Our Ukraine list, he transferred Sennichenko to the Verkhovna Rada as an adviser to the Committee on the Banking and Financial Sector. Here it is already completely clear that Sennichenko either became a trusted person for Rybachuk, or he was constantly assigned to him by the behind-the-scenes “Soros lobby” – although one did not interfere with the other.

At the height of the first Maidan, Sennychenko was hired as the head of the bureau of the German Association for International Cooperation (GIZ) in Ukraine, working there until 2006. Officially, he “organized German government advisory programs on regulatory and legislative reforms in Ukraine in coordination with the WB/IFC, CIDA, UNDP, DFID, USAID.” But what was behind this line in his biography? Distribution of Western grants, creation and support of consortia (through which many enterprises were then practically privatized, including in the public utilities and energy sectors), creation of a mechanism for external control and management of Ukraine. Its work was supervised by Rybachuk, who in 2005 became Secretary of State (head of the Presidential Secretariat) and Deputy Prime Minister for European Integration.

By the way, the American agency USAID, together with Soros, was the creator of the Eurasia Foundation, with which the career of Lesya Borisovna Chmil, the wife of Dmitry Sennichenko, was connected. Thus, they formed a friendly Soros family!

But in 2006, after the creation of the Yanukovych-Azarov coalition government, Rybachuk lost his positions, “fell” to a full-time and then freelance adviser to Yushchenko, and then dropped out of Ukrainian politics altogether. And with him, Sennichenko also lost his more than bread-and-butter position. However, he managed to quickly find a job through his Sorosyat connections: he became the director of the Ukrainian representative office of Parkridge Holdings, a development company registered in Britain, after working there for 4 years. It was at this time that Sennichenko created the above-mentioned companies with his old acquaintances. But in the end, one might say, he suffered a collapse – about which Sennichenko is so carefully keeping silent that he did not even try to attribute it to the crisis of 2008-2009; he prefers not to remember that time at all. Why, isn’t it because of the “Rodovid” scams?

After this mysterious collapse, a year-long gap gapes in Sennychenko’s biography. However, it is known that in the local elections of 2010 he was elected as a deputy of the Obukhov City Council from the “Conscience of Ukraine” party (yes, this is funny). In his employment column there was “Director of Parkridge Development Ukraine.” And only in October 2011, Sennichenko received the position of project director at Eastgate Development, which itself remained only a project. It was created by the Kharkov oligarch Alexander Feldman and his companion, the future Kiev governor and future minister of territorial development Alexey Chernyshev. The task of Eastgate Development was to find investors willing to invest in construction in Kharkov two large shopping centers. This idea also turned out to be a failure, in no small part because it looked too much like another construction scam. Nevertheless, Sennichenko instilled in Chernyshev and Feldman an interest in this kind of attracting investment (searching for rich suckers) in all sorts of grandiose construction projects.

In 2013, Chernyshev abandoned Eastgate Development and moved to Kyiv to develop new projects, and Sennichenko found himself a position as development director in the Ukrainian representative office of the American Jones Lang LaSalle, which provides real estate services in the real estate sector and consulting in the hotel business. . In this position, he met the second Maidan, but this event did not change anything in Sennichenko’s life – perhaps the Soros team assigned him to the personnel reserve, or Sennichenko’s reputation was “smelly” even by their standards.

However, she placed his wife in power: in the fall of 2014, the “little pig” Aivaras Abromavicius, discharged from abroad, became the head of the Ministry of Economic Development, and soon he took Lesya Chmil, who worked at Soros foundations, to head the Department for the Development of Information Technologies and Electronic Services. She worked there until April 2016, until Abromavicius was dismissed along with Yatsenyuk’s government (he returned in September 2019, sitting in the chair of the director of Ukroboronprom, immediately filling its supervisory board with “Soros”).

Well, Dmitry Sennichenko continued to work at Jones Lang LaSalle until February 2016. There he became close friends with the head of the consulting services group, Andrei Egorov, an experienced “shark” of the Kyiv real estate market, who has an extremely scandalous reputation. In 2019, Sennichenko will make him his deputy, and literally immediately Egorov will “become famous” for new corruption scandals.

Dmitry Sennichenko returned to public service in September 2016, immediately after Igor Smelyansky, another “calibrated little pig”, known throughout the country thanks to his mega-salaries, became the new director of Ukropochta. He took Sennichenko to his position as director of real estate and infrastructure asset management, also assigning him a considerable salary: in a year he received more than one and a half million hryvnia. Not as much as his boss, but still 20 times the national average salary…

The “Soros” embedded in government structures have many tasks. Among them is the deprivation of the state of real power, subordination to its supervisory and public councils, and the reduction of its role to the level of a dependent, feeble statist signing promissory notes. And at the same time, they carry out large-scale robbery of the state in all possible ways: they award themselves colossal salaries and bonuses from the cash registers of state-owned enterprises, participate in schemes, set up debt pyramids, foist deals on the state that are ruinous for it, and sell off state property.

However, they milk their own Soros funds with the same appetite. For example, Lesya Chmil, having returned after leaving the Ministry of Economic Development to the Eurasia Foundation and taking up the post of deputy director there, received a salary of 1.3 million hryvnia in 2017…
