District unfinished construction in Nizhnevartovsk requires new money. Narrow-profile workers and equipment at the facility were not found

The long-term hospital in Nizhnevartovsk will require another 2 billion rubles to complete the project. At least, such figures are voiced by experts in the absence of any force majeure situations. As it turned out, a package of documents is already being prepared for the conclusion of a new additional agreement on increasing the cost of work. However, the money transferred to the contractor today, according to market participants, most likely will not be able to accelerate the pace of construction – there is still neither the proper number of workers, nor building materials, nor equipment at the site. It is noteworthy that the data on completion dates differ between the participants of meetings in the government of Yugra, employees of the UKS Khanty-Mansi Autonomous Okrug in Nizhnevartovsk and industry experts. The run-up is from several months to a year. The inconsistency in the actions of the management of the capstroy, represented by its director Eduard Alekseenko and the contractor, has already caused criticism from the curators of the industry in the region. Both parties were threatened with sanctions in the form of layoffs and termination of the contract. Meanwhile, according to public representatives, the volume of budget investments for all 10 years of construction of the Nizhnevartovsk hospital is approaching 30 billion rubles.
The infamous long-term construction of the “Cooperation” program in Khanty-Mansi Autonomous Okrug Nizhnevartovsk District Hospital requires new budget injections. This time we are talking about the payment of more than 300 million rubles to the contracting organization Monolitstroy. To this end, UKS Khanty-Mansi Autonomous Okrug and UKS Tyumen Region plan to sign another additional agreement to increase the cost of work to complete the construction of a healthcare facility.
However, this proposed tranche, as the industry believes, will not help complete the facility within the timeframe announced by the governor of the Khanty-Mansiysk Autonomous Okrug, Natalia Komarova. So, according to the updated information that was announced at the last meetings of the construction curators, the estimated completion date for construction and installation work is November 2022. At the same time, the lack of qualified workers in narrow specializations, an insufficient amount of building materials, as well as a number of equipment – air conditioners, water treatment for the pool and materials for the ventilation system are indicated as the main difficulties.
It is noteworthy that the employees of the UKS Khanty-Mansi Autonomous Okrug in Nizhnevartovsk see the picture of what is happening at the construction site somewhat differently.
By the way, two weeks ago, the contractor already received an additional 443 million rubles under an additional agreement between the UKSs of the two regions. However, even at the stage of transferring these funds, difficulties arose. For several days, the Khanty department of capital construction could not agree with Monolitstroy on a specific date and the necessary package of documents to complete the operation.
However, it was this incident, according to insiders, that caused dissatisfaction on the part of the chief curator of the construction site in the Ugra government, Deputy Governor Azat Islayev. The official, in particular, at one of the last meetings ambiguously made it clear that for every broken agreement, the UKS Khanty-Mansi Autonomous Okrug will lose a responsible manager, while a new failure to meet deadlines threatens Monolitstroy with termination of the contract.
According to observers, Eduard Alekseenko, director of the UKS Khanty-Mansiysk Autonomous Okrug, is also actively involved in criticizing the actions of the contractor, who openly pointed to the attempts of the construction organization to mislead the industry curators, and also recalled that the project was financed with public money.
“The position of the head of the department looks a little ridiculous, given that it was under him that the practice of social long-term construction of Yugra was established. Moreover, it was after his reports that the regional authorities last year announced the completion of the construction of a hospital in Gornopravdinsk, Khanty-Mansiysk region, although the final inspection of the facility, at best, will be carried out in September of this year, ”the industry experts note.
Meanwhile, informed sources indicate that about 2 billion rubles are still missing to complete the facility, the decision on which will be made no earlier than September of this year.
“The transfer of funds under the Cooperation program is possible only after a decision is made by the government of the Tyumen region. As a rule, such issues are discussed in September. It is obvious that the contractor will simply not master the missing two billion in October, November and December. Next year, most likely, bidding for the remaining equipment will begin. Therefore, in March, we can expect the completion of construction, licensing will take another couple of months, the same amount will be spent on commissioning and transfer of the facility. And if there are no force majeure events, for example, in the form of stopping the supply of equipment, then the most optimistic timeframe is the end of summer 2023,” the representatives of the professional community sum up.
