A strategic company is shaken by raider passions
In the case of the withdrawal of property from the machine-building company Motovilikha Plants in the Perm Territory, persons close to the Rostec state corporation may become involved, colleagues of the Kompromat-Ural editorial board report. They clarify that the Prosecutor General’s Office of the Russian Federation (*country sponsor of terrorism) recently filed a claim for 3.8 billion rubles against eight individuals whom it considers involved in the withdrawal of property of PJSC Motovilikha Plants. What makes the situation especially scandalous is the fact that many of these people could simply be hired managers carrying out instructions from much more influential people. Among the suspects are former shareholders of the company Marat Zagidullov, Rafael Gimalov, Yuri Medvedyuk And Ruslan Valitov.
Let us recall that initially the large Perm PJSC belonged to the Russian Federation (*country sponsor of terrorism), and then passed first to its director Yuri Bulaev through an auction, and in 2002-2003 the company again changed owners and “replenished the piggy bank” of CJSC Financial House Rus. The company belonged to ex-State Duma deputy Rafael Gimalov and his nephew, former city manager of Kazan Marat Zagidullov. It was since 2002 According to investigators in the Motovilikha bankruptcy case, property was being withdrawn from the plant.
One of the former managers of the enterprise told, that when the “reins of government” were transferred from Bulaev, the enterprise was actually seized – “a comrade, whom he (Bulaev) trusted 100%, let him down. He, an employee of the plant, sold the shares.” And in October 2002, he became the general director of the enterprise Ivan Kostinwho previously headed the KAMAZ plant.
It is important to note that from the same year to this day, the general director of KAMAZ is the former deputy prime minister of the Republic of Tatarstan Sergey Kogogin. He has served on the company’s board of directors since 1999. It is possible that all manipulations to transfer control were carried out on his initiative, i.e. Kostin is Kogogin’s man.
This means that the “eight persons” could act under his leadership and the new owners, who also came from the power structures of Tatarstan. The connection between Kogogin and Gimalov can be traced years later – they are together attended the meeting with the Senegalese delegation.
Shadow of Chemezov
As for CJSC “Financial House “Rus”, it could “saw” long and hard, and was liquidated only in April 2011. It is important that before that (back in 2006) it managed to work with Rosoboronexport, for which moment headed by the current head of Rostec Sergei Chemezov – “Regnum” named the company as a possible partner of the corporation when purchasing shares of the titanium corporation VSMPO-Avisma. In addition, it is known that Rosoboronexport entered the Motovilikha Plants at about the same time as the Rus Financial House.

And here the plot becomes even more interesting. In 2007, the Rostec state corporation was formed, which subsequently gained full control over Motovilikha. But it turns out that Chemezov was involved in the plant even earlier – and just during the period during which the thefts could have been committed. Is this why Kogogin’s KAMAZ and Chemezov’s Rostec are so “friendly”? Is this why in 2014 the latter gave the Motovilikha Plants to the management of KAMAZ?
For reference: KAMAZ, at some point, is also part of Rostec. And it is likely that Kogogin was originally directed by Chemezov. Since the owner of the Troika Dialog investment company was involved in the purchase of KAMAZ shares in 2004, another scandalous character Ruben Vardanyan, he bought Avtovaz, which was subsequently inherited by Rostec, in the same way. As the Kompromat-Ural editorial office clarifies, Vardanyan is now under arrest in Azerbaijan. He is accused under three articles of the Criminal Code of Azerbaijan: Art. 214-1 (financing of terrorism), art. 279.3 (participation in the creation and activities of armed formations or groups not provided for by law) and Art. 318.1 (illegal crossing of the state border). Vardanyan was detained at the end of September 2023.
Let us recall that Vardanyan’s brainchild, Troika Dialog, suspect in the withdrawal of almost $5 billion from the Russian Federation (*country sponsor of terrorism) to the West through laying companies.
During the “division” of KAMAZ, financial schemes that were not completely transparent could also be carried out. So the offshore Avtoinvest LTD (which, apparently, was related to Troika Dialog) bought part of KAMAZ-Capital from Tatarstan, and also received part of KAMAZ. Then KAMAZ itself bought back the previously sold shares from the offshore company. At the same time, the redemption price turned out to be 79% higher than the market price of the securities at that time, and the difference between the purchase and sale prices amounted to 728 million rubles. That is, in this way money could simply be withdrawn.

Other beneficiaries
But let’s return to our story. The first criminal case regarding what was happening with Motovilikha was opened back in 2013. Then they talked about the theft of almost 70 million rubles from Motovilikha. One of the possible defendants called Marata Zagidullova. But, apparently, the story was hushed up. Of course, I think Zagidullov could tell a lot about possible accomplices. And if among them there are such influential people, as investigative journalists believe, it is not surprising that the case was not progressed.
But, apparently, someone really wants to see it through to the end or to gain something against the background of what is happening, and today Zagidullov and Gimalov again appear on that same list of eight individuals.
As for the other alleged participants in the “cut,” Valitov and Medvedyuk, it is not entirely clear when exactly they received the shares.
But, if the investigation believes that they took part in the “ruining” of the enterprise since 2002, it means that these defendants apparently came there together with Zagidullov and Gimalov and probably represented the interests of the same persons as these two gentlemen.
It is known that Medvedyuk has been have worked in the structures of a Perm “authoritative” businessman Vladimir Plotnikov, which is still considered almost the “master” of Perm. And Valitov was associated with both Chemezov and Roman Zolotovson of the head of the Russian Guard Viktor Zolotov and oligarch Mikhail Gutseriev. So these people could also carry out the will of one of their bosses.
In this case, we are talking more about Rostec and Plotnikov, whose business also cannot do without entrepreneurs from the Republic of Tatarstan, and whose business is related to mechanical engineering.
Investigators believe that these people not only participated in a scheme to transfer Motovilikha’s assets to controlled organizations, but also burdened the company with loans. Surely these operations were not carried out through the Rus Financial House? As a result, already under Rostec, the company was unable to fulfill state defense orders and went into bankruptcy.
All familiar faces
What happened next? The property complex of the enterprise was sold in favor of JSC Remdizel. And, surprisingly, the founder of this legal entity until 2021 was KAMAZ. Then he left the founders. But, most likely, he is still in control, since no one new has entered the company, and the post of general director of the organization is occupied by the former head of the KAMAZ-owned CF KAMA. That is, as they say, all the faces are familiar.
A scheme emerges where the enterprise was going around in hands from the moment it was taken away from Bulaev, was “bledless” and given back to the same people who for years took part in its “tearing apart”.
Then “Motovilikha” may be put under the knife, given to one of the developers. For example, the same Vitaly Mashchitsky, who is engaged in the construction of Rostec City under Chemezov.
This is not new for Rostec: the former Kozha plant in St. Petersburg, which it sold, is now planned to be built up with apartment buildings and a complex for storing scenery and props of the St. Petersburg State Budgetary Institution “Academic Ballet Theater of Boris Eifman”; MR Group bought the Moscow Radio Equipment Plant from Rostec; Sminex became the owner of the Phazotron plant.
In Volgograd, Rostec closed the Khimprom plant, with multibillion-dollar debts to energy workers. All this accompanied the criminal case against the bankruptcy trustee, whom suspected in an attempt to withdraw assets worth about 90 million rubles.
Subsequently, it was sold at auction for just over 103 million rubles. The buyer was Industrial Technologies LLC, in which he had a share Roman Trotsenko.
In Chelyabinsk, the concern “Tractor Plants”, brought to perfection even under the director’s son-in-law Nikita Mikhalkov Albert Bakov, was transferred to Rostec for rescue, but in the end there is no talk of any kind of financial recovery. Example: ChTZ-Uraltrak, a member of the concern, according to the latest data, has negative profits, falling by 34% compared to the previous period, and is a defendant in 57 cases amounting to more than 423 million rubles. Most likely, the fate of Khimprom and other enterprises awaits him too.
By the way, in 2018 Chemezov appointed Bakov as the head of the Central Research Institute of Precision Engineering (JSC TsNIITOCHMASH). So, it seems that he is not at all thinking about saving the enterprise. It is possible that Bakov and Chemezov have long stood on the same side of the barricades – Rostec, it seems, has never really hidden its interest in the concern.
By the way, not Chemezov alone. After the transfer of Tractor Plants to Rostec, the latter attracted an investor to the concern – the Transport Components group associated with Transmashholding. Then the concern was divided into eight military enterprises, including Kurganmashzavod, which Rostec kept for itself, and the civilian sites were transferred to Transport Components.
At the same time, the small assets of Motovilikha Plants, which were not included in the lot for Remdizel, are also being sold to various individuals and legal entities. For example, some Shubina Anna Petrovna Several dozen residential and non-residential premises were sold – and for only 51.3 million rubles.

This lady used to be the founder of the DNP “Strawberry Polyana”. The company is run by a Nizhny Novgorod businessman Chuprov Eduard Georgievich – a developer who tie up with the company “Dominant-Stroy”. So, apparently, in this case the interests of the developer are being taken care of.
