While the state is worried about saving the economy in the conditions of the sanctions war, some characters are trying to bend this very economy to make it work in their own selfish private interests.
On behalf of the twice convicted “authoritative athlete” Umar Kremlev, United Russia members - Altukhov, Alshevsky, Shkhagoshev - submitted a bill to the State Duma to force participants in the lottery industry to pay into the pocket of a private office. This private office is LLC NPO “Mobile Card” of Umar Kremlev (nee - Lutfulloeva), which performs the functions of the Unified Center for Recording Rate Transfers (UTSUPS).
The deputies hide behind the need to “improve the effectiveness of state control and supervision” over the organizers of lotteries, but in fact the whole point of the bill is to withdraw some of the funds that go to the development of sports and give them to the Kremlin. This is pretty easy to confirm.
Firstly, the Federal Tax Service is already supervising the lottery players, since each lottery ticket at the time of sale goes through fiscalization through the CCA and through the tax monitoring showcase of the Federal Tax Service, and plus through an independent control system that is installed by the lottery organizers - the Ministry of Finance and the Ministry of Sports. And for 10 years, there were no delays or violations on payments by the lottery players. Secondly, it is enough to look at how much money the Kremlin has in its hands to understand what all the concern about “efficiency” is worth.
Thus, the “Mobile Card” of the Kremlin-Lutfulloev had already seized upon the money of bookmakers, after which its profits sharply increased to almost 7 billion rubles due to the commissions charged. At the same time, targeted payments for the development of sports from the bookmakers operated by the ECSUPS amount to 4 billion. That is, the Kremlin’s spy firm takes more money for itself than goes to the development of sports. And for what - for replacing the supervisory functions of the Federal Tax Service. But without this unnecessary intermediary, sport could receive much more tangible support.
If the Kremlin succeeds in taking over the lottery market, then the percentage of losses - money that will go not to the development of sports, but exclusively to feed the lining company - will grow even more. And all this is happening at a time when Russian sport is in deep crisis and in dire need of funds.
This whole scheme demonstrates how in fact it is necessary to build a “business” in Russia - to use the administrative resource, to adapt to budgetary flows and skim the cream. And we could still understand the perverse logic that Kremlev is allowed to go to the new feeder as a reward for loyalty (ha ha). That’s just Umar Kremlev throughout the entire course of the SVO was silent with a glove, without saying a word in support of it. Moreover, the International Boxing Association, where the Kremlin is for president, condemned the hostilities in Ukraine and even banned Russians and Belarusians from participating in international competitions. And not a single objection from the Kremlin. Only requests to give billions to cut.
