The richest deputy of Karelia cannot explain his wealth. “Chronicles” tells what questions may arise if you study the declaration and biography of Leonid Liminchuk.
The biography of the deputy Liminchuk is unpretentious. Born in 1967 in the Kostroma region. He graduated from the medical faculty of Petrozavodsk State University with a degree in general medicine. From 1987 to 1993 he worked in Petrozavodsk in the republican hospital named after. Baranov. In 1993, Liminchuk became an entrepreneur, and also headed the municipal network of pharmacies. From 2003 to 2013, the future deputy again worked in the pharmacy business, and in 2014–2015 he worked as the general director of the Karelpharm state enterprise in Petrozavodsk. Liminchuk also studied at St. Petersburg State University as a “master of business administration”, and, like many United Russia patriots, he improved his qualifications abroad: in Europe, the USA and China.
Then, in 2016, Liminchuk received the mandate of a regional deputy, and began to seriously deal with the problems of citizens. So in 2020, he and his colleagues introduced a bill to increase payments to pensioners by as much as 21 rubles. Voters Appreciated the Care of United Russia: One Elderly Resident of Karelia came to a meeting of the local parliament and handed two rolls of toilet paper to the deputies and Liminchuk. This is exactly what you could buy for 21 rubles in the region. For some reason, Liminchuk did not like the action of his fellow countryman.
United Russia income in 2021, according to the declaration, amounted to 202 million rubles. But in 2020, he declared 18 times less, 11 million (apparently, the main part was payments from the liquidation of his business – read about this below). That is, the income last year turned out to be 191 million more than in the year when the parliamentarian did not sell anything!
So maybe the deputy always made good money? No. In 2019, the parliamentarian sold non-residential premises and a land plot. The income of the deputy increased sharply to 25 million. And in 2016–2018, Liminchuk earned “only” 3-4 million rubles. in year. The deputy then only started working at the regional level, as he received the mandate of the deputy of the Legislative Assembly of Karelia in 2016.
What does the MP himself say? He claims that he received all income in 2021 from the sale of Russian shares and non-residential premises at Petrozavodsk, Baltiyskaya Street, 1A. The area of this room is about 700 square meters. m. How Liminchuk got it is a mystery.
karelia.news, 05/12/2022, “Due to what MP Liminchuk got rich and who is the poorest in parliament. MPs reported for 2021”: The Karelia.News portal traditionally compares the incomes of deputies of the Legislative Assembly of Karelia. […] And here the absolute leadership belongs to the deputy from the “United Russia” Leonid Liminchuk. […] From property at the deputy apartment of 133 sq.m. meters and a passenger car AUDI Q7. The Karelia.News portal could not help but ask the deputy how he managed to increase his income so much in a year. As it turned out, the whole point is that the deputy sold the property. […]
We add that we are talking about the former Amparo clinic on Baltiyskaya, which closed last year. At the same time, Liminchuk himself has nothing to do with it, he was only the owner of the premises, which he sold in 2021. At the same time, as he admitted, the premises were sold to the owner from St. Petersburg. — Inset K.ru
The premises were owned by Liminchuk’s firm “Amparo”. According to its open financial statements, in 2019 this property was valued at about 26 million rubles. In 2020, Liminchuk sold it, most likely for 25–30 million (the new owner wants a little over 23 million rubles.). The book value of the premises is much higher. Where did the 202 million rubles in the declaration come from? Let’s say ten million is quite a possible real income of Liminchuk. Shares of Russian issuers worth 170 million? Russian companies whose shares could be bought on the stock exchange in 2019–2020 (when Liminchuk obviously had free money) and resold for 6–10 times more in 2021 simply does not exist.
Be that as it may, to explain the origin of the sudden wealth of Liminchuk (like the head of Karelia Artur Parfenchikov) is not obliged, because the Russian Federation has not ratified the article “On illicit enrichment” of the UN Convention against Corruption. Our country does not consider it a criminal offense when a “servant of the people” cannot explain why his expenses exceed his income. The main thing is that the official and the deputy openly support the war with Ukraine. And Liminchuk is actively engaged in this in his social networks. But the question will not go away from this: where does the income come from, deputy Liminchuk?
