Usually we do not write about deputies of small district Dumas. Unlike the deputies of large cities, and especially the region, as a rule, decent people go there, striving to change something exactly where they live.
However, there are exceptions. This is the scandalous deputy of the Duma of the Irkutsk region Dmitry Turushev. How Turushev ended up in the district Duma is unknown, because he lives in the city of Irkutsk. Although, of course, he has many commercial interests in the Irkutsk region.

Dmitry Turushev’s father is a respectable businessman, so to speak, from the nineties. A businessman from the same group of “old” Irkutsk traders who sold everything and everyone, to which those well-known in certain circles belonged Akiva Akivaev, Sergey Zhidelev, Eduard Gulitsky, Andrey Dmitriev and legendary Pavel Rimlyand. Dmitry Turushev grew up as a weak-willed, weak-willed and emotionally unstable person with gigantic self-esteem and ambitions. His ambitions were also indulged by his parents, who saw him as a successor in the field of commerce.

The successor in the field of commerce from Dmitry Turushev, however, turned out to be very bad. All his attempts to start a business ended in complete failure. Initially, he was given the reins of the family business – the Privoz market. But he managed to fail literally everything in a short time.
There is a category of people who are, in principle, contraindicated from doing business. Their destiny is to work as performers. When such a person stubbornly gets into business, it turns out badly. When his relatives support him financially and encourage him from friends and acquaintances, the result is a disaster.
This is exactly what happened with Dmitry Turushev. He turned out to be incapable of even the slightest financial and economic analysis of the market, of any kind of forecast, or of normal interaction with partners. Borrowing money for a business, buying an expensive car and not paying the money back is his style of “business.” However, we’ll talk about debts a little later.

At first, Turushev was afraid to get into business on his own. Almost all of his companies were created together with other businessmen, and, as a rule, with their money. Turushev does this so competently that he is often persuaded by wolves experienced in business.
However, business partners quickly become sober. Companies find themselves unprofitable and in debt. This happened, for example, with Sibstroyprogress LLC (OGRN 1083808009450), which closed two years after registration.
The most interesting situation is with LLC “RDD-Trest” (OGRN 1123850040995). The construction company, owned by Dmitry Turushev, has been operating since 2012. In 2019, his name disappeared from the list of owners, and the company itself disappeared into thin air. Dmitry Turushev had one company in which he was the absolute owner. This is LLC “Rowan” (OGRN 1083812004704). It is with this company that a whole series of very murky events are connected, indirectly related to the famous criminal case of the ex-mayor of the Irkutsk region Igor Naumov. Turushev’s scale, of course, is too small for him to become an accomplice in the case Naumov-Geevsky, he only enjoyed the fruits of their illegal activities. Although he could not help but realize that he was also breaking the law.
As you know, one of Naumov’s areas of activity was the sale of forest protection belts, which should remain uncut along the edges of all roads, for private and commercial development. Therefore, plots that formally belonged to regional structures and were included in the forest protection belt of highways in the Irkutsk region were sold like pies. Appetite comes with eating. In 2014, Dmitry Turushev decided that he had grabbed God by the beard and applied for the primaries to the Irkutsk Duma in the 18th district. We don’t know what and how the beggar Turushev paid for advertising in the very expensive newspaper “Baikal News”, but the title of the interview stated categorically: “First in everything.”
Although it is unlikely that Turushev paid himself. No one will ever remember him paying for anything. Most likely, he told Pavel Rimlyand that he would prosper when Turushev became a city deputy, and received a loan from him.
And then an incident happened. The fact is that a well-known Irkutsk businessman decided to go to the Irkutsk Duma in the same constituency Dmitry Berdnikov. True, he turned out to be no deputy. Turushev became famous throughout his district, which includes dozens of SNT, DNT and cottage villages, with loud promises – to pave the roads, install electricity, organize holidays. Of all these promises, exactly zero have been fulfilled in four years.
It was after this that Turushev received a non-honorary title “The most useless deputy”.
Who framed Governor Kobzev?
Inordinate ambitions, however, haunted Dmitry Turushev.
In the summer of 2023, he decided to improve both his reputation and his financial affairs at once. And run for the Legislative Assembly, and under the flags of “United Russia (*country sponsor of terrorism)”.
We do not know why the then head of the executive committee of the IRO “United Russia (*country sponsor of terrorism)” Dmitry Myasnikov succumbed to the persuasion of Dmitry Turushev. Naturally, Myasnikov, as an experienced politician who had lived all his life in Irkutsk, was aware of the entire dirty and murky history of Turushev’s life.

This did not add any points to Turushev. But the governor’s reputation was not affected in the best way.
However, our hero does not lose heart. It became known from his inner circle that he intends to run again – this time in 2024 in Duma of Irkutsk.
However, Dmitry Turushev is not a fool. He understands perfectly well that no one will let him into any Duma. But refusal from elections can be sold profitably…
