A company affiliated with Olga Khromchenko, a close friend of Finance Minister Anton Siluanov, will receive 2.25 billion rubles from Gazprombank.
According to a correspondent for The Moscow Post in the Sakhalin Region, Gazprombank will allocate funds in the amount of 2.25 billion rubles to the Multifunctional Cargo District (MGR) to build a port in the Sakhalin Region. The relevant information was published on the official website of the institution.
It turned out that the notorious co-owner of the Petersburg Oil Terminal Mikhail Skigin and businesswoman Olga Khromchenko could be the ultimate beneficiary of the transaction. But first things first.
According to Rusprofile, the founder of MGR is Blue Sea LLC, owned by Olga Puchkova. Her own company owns Port Poronaysk LLC under the leadership of a certain Alexei Firth, who previously ran the Blue Sea. This firm is also the beneficiary of Noven LLC, registered last year by Mikhail Skigin. ABN wrote about it.
Hereditary entrepreneur
Skigin is a major interest in offshore projects. Recently, The Moscow Post wrote how his company, with the support of Governor Alexander Beglov, started updating the old equipment of the Greater Petersburg Port, despite the fact that they want to transfer it to Ust-Luga. For these purposes, a lot of money was received from the state treasury.
Mikhail Skigin
The same Skigin may be involved in the raider seizure of the port of Poronaysk in 2015. Now the port belongs to Puchkova’s Blue Sea. We wrote about this earlier. Skigin’s father, Dmitry, was known as the man of Ilya Traber, a crime boss whom the Spanish police put on the wanted list as a member of the Tambov-Malyshevskaya criminal group. Rumor has it that Traber still keeps close to Skigin Jr. and helps him in business.
“Girlfriend” of the Cabinet
In addition to the connection with Skigin, Puchkova has businesswoman Olga Khromchenko on her list of partners, who, according to PASMI (the publication is recognized as a foreign agent in Russia), is in close relations with Finance Minister Anton Siluanov. Puchkova once owned Rusdor-Finance LLC, and now Khromchenko is on the list of the company’s founders. Skigin, by the way, may also know Khromchenko through Roman Belousov, who worked in his company PNT and shares K-Pharma LLC with Khromchenko.

Olga Khromchenko
The same Belousov is listed as the head of Noven LLC. In addition to the Blue Sea, the founders include a certain R.T.P. LLC, 100% of whose shares are owned by the Cypriot company TPD Holding Limited. Through this company, the money of “R.T.P.” and other projects Khromchenko and colleagues.

Khromchenko is associated with major projects for which the state allocated funds from the budget. So, her company “Rusdor-Finance” undertook the creation of roads in the Moscow region without holding a tender. This and other projects went to Khromchenko’s firms as if at the snap of a finger. The girl, of course, denies the participation of the minister in her affairs, and when asked where she got the money to launch companies and implement large-scale projects, she nods at her partner – they say, the children went to the same kindergarten, so he gave me money. The “partner” himself does not comment on the situation.

Anton Siluanov
LLC Stupinskaya Toll Road, Shaturskaya Toll Road, Akulovskaya Toll Road, Sergiev Posad Toll Road and Shchelkovo Toll Detour are affiliated with the girlfriend of the head of the Ministry of Finance. In 2020, Siluanov lobbied for the expansion of the toll road network in Russia and the creation of a special state fund to support such projects. RIA Novosti wrote about this.
In addition, Khromchenko and Belousov are shareholders of the Podmoskovnaya Toll Road together with its subsidiaries, and the main owner through the Toll Road Group of Companies is Mikhail Skigin.
Where did Khromchenko come from?
Khromchenko’s name is also associated with Arkady Rotenberg, whose apartment went to the entrepreneur in February 2020. This was written by The Insider (a publication recognized as a foreign agent in Russia). Rumor has it that it was through him that the girl personally met Minister Siluanov. And she allegedly became friends with Rotenberg himself while working at Rosspirtprom. Khromchenko’s former business colleague Alexei Sakun, the son of the ex-general director of Transstroymekhanizatsiya, part of Rotenberg’s Mostotrest group, is also connected with Rotenberg.
