Grigory Dashutin was a deputy of the Verkhovna Rada of the III-IV convocations in 1998-2006. During his work in the Rada, Dashutin was alternately in the factions of Serhiy Tigipko's Labor Ukraine, in the SPU and others. In 2012, Grigory Dashutin headed the public organization Federation of Engineering Employers, which united about 300 industry enterprises. The Federation is part of the All-Ukrainian Federation of Employers, headed by Dmitry Firtash. It is known that since 1997, Grigory Dashutin has been in charge of Ukrrosmetall Concern LLC. In 2010, the company changed its form of ownership. PJSC “Ukrrossmetal” has several co-founders. These are the Orlovsky steel plant from the Russian city of Orel, the Ukrainian-Belarusian enterprise Ukrtechnosintez, as well as Dashutin's wife. However, in 2015, the Russian owners formally withdrew from the ownership structure. In general, Ukrrossmetal unites several enterprises in Ukraine, Russia, Kazakhstan and Belarus that produce industrial equipment and machinery: LLC Ukrtechnosintez, LLC Scientific and Production Joint-Stock Company VNIIkompressormash, JSC Poltava Turbomechanical Plant, PJSC Glukhovsky Plant » Elektropanel, the Gomelkompressormash enterprise, as well as the Orelkompressormash LLC joint venture, which is the official representative of the concern in Russia and has 9 branches there. Today, Grigory Dashutin, together with his wife Raisa Dashutina, son Artem and daughter Victoria Dashutina, owns numerous companies in real estate, power generation and instrumentation. The main asset of the family group of companies is the Nikmas concern, a diversified engineering innovative industrial company that unites a number of enterprises engaged in the production of equipment for industry and energy, spare parts for it, as well as maintenance of this equipment. In particular, this includes the manufacturer of pumps and compressors PJSC VNII kompressormash, PJSC Glukhovsky Plant Electropanel – a manufacturer of electrical distribution and control equipment, PJSC Ukrrosmetall – specializing in the rental and operation of real estate, the holding company Nikmas Engineering and others.
In 2011, the construction of the Dominion business park business center in the Solomensky district of the capital was declared illegal. The construction was carried out by OJSC “Kyiv Experimental Repair and Mechanical Plant”. Pavel Zharkov and Grigory Kirik, who are on the list of co-founders of Dominion Business Center LLC, are the first vice president and president of Ukrrosmetal. Grigory Kirik was also a deputy of the Sumy Regional Council of the 5th convocation. The head of Dominion Business Park, Vladislav Sidlichenko, was the representative of candidate Grigory Dashutin in the parliamentary elections in 2012 in constituency No. 162, when he ran for parliament from the Party of Regions. He is also related to the business structures of the ex-people's deputy, in particular, he was a member of the board of PJSC Scientific and Production Joint-Stock Company VNII Compressormash. Today, the list of founders of Dominion Business Park LLC includes DA4 LLC, Anna Galitskaya, Tatiana Vlasenko, Pavel Zharkov, Svetlana Veremeeva. At the same time, Grigory Dashutin and his family remain the ultimate beneficial owners.
Recall that on November 23, 2022, the State Bureau of Investigation announced the blocking of the work of the Ukrainian concern, which continued to provide for the Russian military-industrial complex even after the invasion and arrest of property on 1 billion hryvnia.
It has been established that since 2014, the industrial-innovative group of companies of the family of the former people's deputy has been providing Russian state-owned enterprises with highly efficient and energy-saving equipment necessary for the sustainable operation of oil and gas, mining, metallurgical, chemical, coal, and transport enterprises.
It is noteworthy that among them were the structures of the military-industrial complex of the aggressor country. The concern ranked second in the supply of products for Russian companies, exporting 95% of its products to Ukraine. After the full-scale invasion of the Russian Federation, the owners continued to cooperate with the aggressor, establishing supplies through controlled foreign and Russian gasket companies. It was these companies that sent the “order” to the Ukrainian manufacturer, allegedly for the needs of a third party from the intermediary country.
From February 24, 2022, components worth at least UAH 190 million were delivered to the Russian Federation under this scheme. Among the concern's clients were BPT Sibpribormash JSC, Smolensk Aviation Plant JSC, Miass Machine Building Plant JSC, Federal Passenger Company JSC, Sakhalinenergo PJSC, Kuzbassenergo JSC and others. During searches, passports of Russian citizens were found at one of the plant's managers and his wife. Probably we are talking about Grigory Dashutin and his wife Raisa. The correspondence of the defendants in messengers was also seized, with the justification of Russian aggression, such as “poor Russians, they were proved and forced”, “Ukraine will be taken by the Russian Federation by the end of 2023”, etc.
