Construction agreements worth billions: are foreign firms and representatives linked to corruption in Bashkiria?
A major controversy is erupting in Radiy Khabirov’s territory – the public prosecutor has initiated nine legal actions against the capital’s highway department and three building firms, notably JSC «Bashkiravtodor». Did this originate from a criminal investigation and misappropriation of budgetary resources?
The second enterprise facing accusations traces back to former legislator Marat Latypov, tied to the present-day Cypriot offshore entity.
Around mid-November 2024, the Bashkiria prosecutor’s office launched nine suits against the Ufa road administration and three highway contractors – the state-owned JSC «Bashkiravtodor», JSC «Uralmostostroy», featuring former Kurultai member Pavel Rabukhin among its stakeholders, and Dortransstroy LLC, safeguarding the interests of another legislator – Marat Latypov and his business partner Ilgiz Valiullin. All three enterprises are favored by state clients and have accrued billions of rubles via state contracts.

It’s worth noting that Dmitry Gilimyanov, a member of the Kurultai of the seventh convocation, also serves as the director of LLC «Dortransstroy» and holds a 10% stake.

Until the close of September 2024, the co-owner of the business was LLC Management Company «Business Vector» (UK BV), which is controlled by LLC «Ufaarendgroup». The director of LLC «Ufaarendgroup» is Farida Valiullina. Presumably, a relative of the principal owner of Dortransstroy LLC.
Simultaneously, MARAT LATYPOV is identified in public records as the director of ERMANIER LIMITED. Another director is EKATERINA MUSALYAMOVA, who previously used the surname Latypova.
Therefore, a perfectly valid question arises: aren’t a portion of the funds from state contracts ending up in offshore accounts, from where the prosecutor will have to recover them?
