SBU searches in the construction companies of Vadim Stolar, People’s Deputy from the Opposition Platform for Life, raised the issue of his ties with state traitor Viktor Medvedchuk and the ownership structure of construction companies. On February 1, the SBU conducted searches of representatives of construction companies in Kyiv, controlled by the people’s deputy from the Opposition Platform for Life Vadim Stolar.
“According to the investigation, these commercial structures were involved in illegal money laundering schemes in the interests of former (people’s) deputies (from the Opposition Platform for Life) Viktor Medvedchuk and Taras Kozak. Similar schemes also worked in favor of other citizens of Russia and the Republic of Belarus, to whom sanctions were applied by the National Security and Defense Council, the EU countries and the United States. Currently, the actions of the SBU are aimed at eliminating all illegal schemes and channels for the legalization of financial assets used by malefactors. In particular, we are talking about the buyout of corporate rights of Ukrainian developers by various offshore companies and Russian banks, and the use of funds from the sale of real estate to finance actions that damage state security.”, — reported in the SBU.
Investigators act in accordance with Art. Art. 437 of the Criminal Code of Ukraine (planning, preparation, unleashing and waging an aggressive war), which provides for imprisonment from 7 to 15 years, as well as Art. 110-2 of the Criminal Code (financing of actions committed with the aim of forcibly changing or overthrowing the constitutional order or seizing state power, changing the boundaries of the territory or state border of Ukraine), which provides for imprisonment from 3 to 10 years.
Probably, it is precisely because of these investigative actions that Vadim Stolar is not allowed to leave Ukraine.

How Stolar and Kushnir gave Medvedchuk the fate of ENSO
KV and other media repeatedly wrotethat the construction company ENSO actually belongs to Vadim Stolar, although according to the documents its owners are Andrei Rudenko and Ramil Mehdiyev.

“Customers of construction remain unchanged, but within these companies there are changes. Evidence of the presence of Stolar and Kushnir in ENSO, according to Maxim Afanasenko, is as follows. Among the companies that financed the construction of the residential complex and signed contracts with buyers were:
- JSC “Closed Non-Diversified Venture Corporate Investment Fund (ZNIKIF)”Evo Invest”, which until February 2020, through a chain of Cypriot companies, led to Igor Kushnir’s wife, Oksana Kushnir;
- JSC “ZNIKIF”Stream Investment”is the foundation of Inna Maistruk, Stolar’s wife.
In 2019, when Vladimir Zelensky came to power, the first head of his Office Andrey Bogdan instantly declared war the mayor of Kyiv, Vitali Klitschko, and actually watching Vadim Stolar.
At that time, according to Klitschko, the head of the OP tried to impose as “watchers” a developer with a bureaucratic past, Andriy Vavrish (partner of the actual owner of the Peefect Group development companies, vice president of the Confederation of Builders of Ukraine and future secretary of the urban planning committee of the Verkhovna Rada, Dmitry Isaenko , elected from the “OPZ” according to the so-called “quota of Medvedchuk-Stolar” and the general director of “1 + 1”, the future Minister of Culture Alexandra Tkachenko.
But Andrei Bogdan did not fight Vitali Klitschko for long. February 11, 2020 Zelensky fired Bogdan from the post of head of the OP and appointed Yermak instead. However, even before this rotation in the government offices of the capital discussed new “watchers” for Kyiv, among whom were: the people’s deputy from the “Servant of the People” and Yermak’s former partner in business with tobacco kiosks Andrey Kholodov; Andrei Yermak himself; his godfather, people’s deputy from the Servant of the People (219 district, Svyatoshino) Nikolai Tishchenko; and others.
However, Stolar did not give up his position. Even despite the searches of the SBU in the office “bUd development“on suspicion of tax evasion in the amount of 500 million hryvnia, which took place in the fall of 2020, he remained a people’s deputy and continued to conduct his dark affairs.
And it was at the beginning of 2020 that changes began at ENSO. In particular, JSC ZNIKIF Evo Invest passed from the hands of Stolar and Kushnir to the allegedly Estonian businessman Alexei Chulets.
By information of the Schema program, Chulets companies were registered in Estonia in 2018-2020, supplied bitumen to Ukraine from the Novoshakhty Oil Plant, controlled at that time by Viktor Medvedchuk and Taras Kozak. The subsidiaries of Chulets firms in Russia were closely intertwined with the companies of the Belarusian oligarch and partner of Medvedchuk, Nikolai Voroby, on whose plane Taras Kozak fled from Ukraine to Russia in February 2021.
“That is, one of the funds that invested money in construction and signed contracts ended up in the hands of Medvedchuk,” Bihus.Info reports.
In the fall of 2020, a new co-owner of all three ENSO customer firms appeared – JSC ZNIKIF “Astera”. “The owner of this fund, a typical Cypriot nesting doll, backed by Limedell Ltd, is also connected to Medvedchuk. And the audit report of Limedell Ltd for 2020 states that the structure at that time had a subsidiary – the Swiss New Coal Trading AG. This information was included in the report due to the fact that the Swiss opened an office in Moscow. It was because of this Swiss company that in the same 2020, the fuel giant Exone Mobile bought Russian oil from the same Novoshakhtinsk plant, the story says.
Even the new ultimate beneficiary of Astera, a German citizen of Russian origin, Igor Strel, who appeared in 2021, is not misleading. He used to work in representative offices of Russian VTB and Sberbank in Vienna and Frankfurt am Main. And then he took up his business in Vienna, connected with consulting and investments. Sources of KV in political and development circles explained and continue to explain Viktor Medvedchuk’s entry into the construction business of Stolar-Kushnir by the fact that in this way Stolar paid off Medvedchuk for his quota on the electoral list in BP in 2019. According to sources, because of this quota, Stolar brought under the dome, in particular, Dmitry Isaenko and Suto Mamoyan. KV asked for a comment to the president of “Kyivmiskstroy” Igor Kushnir. The press service of the holding said that Kushnir today has nothing to do with ENSO and its projects. He also does not currently have any common projects with Vadim Stolar, although “some time ago, joint business projects – they were supposed to be related people.” It seems that we are talking about the wives of Kushnir and Stolar.
The press service of Kyivmiskstroy also stated that Igor Kushnir is not familiar with either Artem Kolyubaev or Andriy Yermak, and does not have “direct business relations” with them.
Kolyubaev’s entry into the business of Stolar-Medvedchuk
Despite the complete silence on the social networks of Artem Kolyubaev and his wife about the construction business, an analysis of their pages revealed that Kolyubaev has long known the family of ENSO co-owner Ramil Mekhtiyev, the story says.
Moreover, it turned out that back in May 2018, Kolyubaev became a member of the Supervisory Board JSC ZNIKIF Skilling, which has funded ENSO projects among others. Then the supervisory board was headed by Alexander Kovtun, whose full namesake later was the director of Stolar’s wife’s fund “Stream Investment”. Kolyubaev sat on the supervisory board of Skilling until May 2020, and a month after his departure, Skilling became a co-owner of Chestnut Hall LLC, the customer of the Fjord residential complex.
But obviously Artem Kolyubaev appeared in ENSO in December 2019, when he acquired a stake in OOO KUA Assets Financial Group, which had experience of cooperation with ENSO. In January 2020, the company repeated this by injecting UAH 6.8 million in financial assistance to Town Land Company LLC, the customer of the Poetica residential complex (Poetica residential complex). In September, AMC Assets Financial Group provided UAH 6 million to the general contractor of all three LCDs – OOO “Standard Construction”.
In October 2020, Kolyubaev became the sole owner JSC ZNIKIF Appeliot. On December 4 of the same year, the film producer increased the authorized fund of Apelliot from UAH 5.91 million to UAH 130 million by a sole decision. In February 2021, the name of Kolyubaev as the beneficiary of the company was hidden in some open registries. After that, on behalf of Apelliot, contracts with buyers were signed by Alexander Devyatko from Evo Invest, which, we recall, was already controlled by Medvedchuk’s people at that time. “He (Alexander Devyatko) worked in the fund of Stolar’s wife “Stream Investment“,” the story says.

Kyiv blogger and journalist Volodymyr Bondarenko message on Facebook noted that other companies managed or owned by Artem Kolyubaev are registered at the same address. But it is more interesting that LLC “Academy Club”, which in 2018, together with 40.2 hectares, was bought by Maxim Mykytas (“Ukrbud”).

According to him, in October 2022, the fate of Medvedchuk was transferred to a resident of the temporarily occupied territory in the Kherson region, while the fate of Stolar remained on the same legal entity. And only at the beginning of 2023, 100% of Academ-Club LLC was transferred to the citizen of Bulgaria Togramajyan Petros Arutyunovich from the city of Burgas.
That is, not only Kolyubaev personally, but also his colleague on the Council for State Support of Cinema are involved in the construction schemes of Stolar, Medvedchuk and other pro-Russian collaborators.
And finally. Despite withdrawing from some of the funds involved in ENSO, at the end of November 2022, Artem Kolyubaev created JSC ZNIKIF Districtwhich on January 31 was headed by Vladimir Metelitsa, who previously sold ENSO apartments from JSC ZNIKIF Orlando son of Igor Kushna – deputy of the Kyiv City Council from “BLOW” Ilya Kushnir. “Neither ENSO co-owners nor Artem Kolyubaev responded to inquiries”, Maxim Opanasenko summed up.
Confusions, questions and appeals
Firstly, Igor Kushnir’s answer that he is not familiar with Artem Kolyubaev and does not have “direct business relations” with him in the context of Kushnir’s son’s cooperation with Kolyubaev, head of the Council for State Support for Cinema, does not look very convincing. Of course, the son is an adult and can do business on his own, but it was Kushnir-father who sent him to the Kyiv City Council. At least, this is what KV sources in the city hall say.
Secondly, at least from December 19, 2019 to February 25, 2020 Presidential Advisor Andriy Yermak was indirectly involved in the business of Stolar-Kushnir-Medvedchuk. For on these dates, the future head of the OP was still a business partner of Artem Kolyubaev.
Thirdly, even if Yermak didn’t know anything about Kolyubaev’s partners when he was already out of business, which is hard to believe due to rich historical background the head of the OP, his inaction regarding the presence of Vadim Stolar, Dmitry Isaenko, Suto Mamoyan and other people’s deputies from the Opposition Platform for Life in parliament now looks suspicious.
