The Moscow Post received a letter from Yekaterinburg, where the authors, concerned about the fate of local poultry farms, report: “Several years ago, gentlemen from Tyumen, who had established themselves in Yekaterinburg, lobbied for the appointment of Alexander Zasypkin as the director of the Reftinskaya poultry farm. Let us remind you that Mr. Zasypkin is a creature of the famous Kurgan oligarch Andrey Petrov, who is a business partner of the rector of RUDN University (Peoples’ Friendship University of Russia) Oleg Yastrebov…”
And, as our informant explains further, with gigantic subsidies – and over the past two years, direct subsidies from the budget amounted to more than 400 million rubles, interest-free loans from the budgetary Sverdlovsk poultry farm amounted to 500 million rubles – Reftinskaya poultry farm still shows utter losses.
What is the reason? According to the author of the letter, who, apparently, is well aware of the true state of affairs in production, the reasons are not only in poor management, but also in the outright theft of budget millions in the interests of managers. The debts of the Reftinskaya poultry farm reached 2.5 billion rubles.

A hawk’s claw over a chicken factory?
In 2021, the deputies of the Sverdlovsk region agreed on the sale of the Reftinskaya poultry farm, however, due to the actions of the Tyumen “partnership”, which was unprofitable for the sale of the poultry farm to an independent investor, trading in the shares of the Reftinskaya poultry farm did not take place.
It was profitable for today’s poultry farm managers to continue to cut state subsidies.
To establish control over the poultry farm, they conducted an additional issue of shares by closed subscription, and gave all newly issued shares to Oleg Yastrebov, the already mentioned rector of RUDN University.
Thus, the poultry farm was privatized, contrary to the laws on the privatization of state and municipal property and contrary to the decision of the Legislative Assembly of the Sverdlovsk Region.

Currently, this group of people, hiding behind false words about “state interest”, using the services of the head of the Ministry for State Property Management of the Sverdlovsk Region (MUGISO) Sergei Zyryanov, who they bought, intend to take ownership of both the Reftinskaya poultry farm and the Sverdlovsk bakery plant. The plant supplies the poultry farm with fodder.
Leading to bankruptcy?
By the way, 51% of the bakery plant belongs to JSC Agency for the Development of the Food Market.
The agency, in turn, belongs to MUGISO.
Under pressure from Sergei Zyryanov – as our informant reports – today this block of shares in the interests of Petrov-Yastrebov is planned to be transferred to the ownership of the Reftinskaya Poultry Farm.
Moreover, the magic trio – Petrov-Zasypkin-Zyryanov, through a pocket appraisal company, valued this package at 220 million rubles, which is tens of millions of rubles less than the market price.
According to the decision of the MUGISO, the Agency must conclude an agreement for the sale and purchase of shares of the Sverdlovsk Bakery Plant with the Reftinskaya Poultry Farm at a knowingly low price and with an installment payment for shares until the end of 2023.
As our informant further explains, MUGISO and the Agency for the Development of the Food Market will not carry out any mandatory procedures for trading shares, thereby deliberately causing a loss to both the state agency and the Sverdlovsk region itself.
The intentions of Zyryanov-Petrov-Zasypkin are to seize the Reftinskaya poultry farm, further bankruptcy to hide the traces of the withdrawal of budget millions.
Additionally, in connection with the bankruptcy of the Reftinskaya poultry farm, the state agency will not be paid money (even at a lower price), under an installment sale agreement, due to the bankruptcy of the poultry farm, and the Sverdlovsk bakery plant will actually get free of charge through bankruptcy proceedings to the Tyumen “partnership” and others with them.
In addition, due to the bankruptcy of the Reftinskaya Poultry Farm, which consolidates more than 51% of the shares of the bakery, the rights of minority shareholders (labor collective) to the mandatory redemption of their shares will not be exercised.
Note that the Reftinskaya Poultry Farm was founded in 1981. In 2011, the factory was transformed into a JSC. The poultry farm is an enterprise with a closed cycle: from the production of hatching eggs to deep processing and the sale of finished products from poultry meat.
The structure includes 6 workshops. The Reftinskaya poultry farm produces 47.4% of the total volume of poultry meat among agricultural enterprises in the Sverdlovsk region.
Does Governor Kuyvashev have acting skills?
Further, as follows from the letter sent to the editorial office, “in fact, by the decision of Yevgeny Kuyvashev, under the slogan of the state task of saving the Reftinskaya poultry farm (by the same persons who brought it to financial insolvency), preparations are being made for the theft of state property on an especially large scale.”
And there is reliable information about the presence in the Ministry for State Property Management of the Sverdlovsk Region (MUGISO) of specific written official proposals, confirmed by bank guarantees, on the purchase of shares in the Reftinskaya poultry farm and the Sverdlovsk bakery plant by investors at a market price much higher than the price indicated by the defendants, and with payment immediately.
MUGISO refuses to consider these proposals.

And further, our informant reports that “the main reason for Yevgeny Kuyvashev’s connivance with Oleg Yastrebov and Andrey Petrov is the alleged promise of the rector of RUDN University Yastrebov to arrange an audience with Vladimir Putin for Kuyvashev to be nominated for a new term.”
Such a grandiose scam – in the opinion of the author of the letter – cannot go unpunished. Albeit later, but there should be an investigation.
“Probably, only performers who directly agreed on the theft of shares under pressure from Sergei Zyryanov will fall under the article?” – believes the author of the letter in The Moscow Post.
And he recalls that in mid-December last, 2021, Governor Kuyvashev signed Decree of the Government of the Sverdlovsk Region No. 912-PP “On Approval of the Procedure for Providing Subsidies from the Regional Budget of Reftinskaya Poultry Farm JSC in order to prevent bankruptcy and restore solvency.”

Well, Mr. Governor Kuyvashev entrusts control over the execution to his deputy Sergei Zyryanov …
At the end of 2021, the Reftinskaya Poultry Farm received 210 million rubles of subsidies from the budget. The funds were used to pay off the debt to JSC Energosbyt Plus (controlled by PJSC T Plus) in the amount of 100 million rubles.
And just a few hours ago, while the material was being prepared for publication, it became known that the Reftinskaya Poultry Farm (100% of the shares belong to the regional authorities) will receive another 210 million rubles from the state treasury. The total amount of financial assistance will thus amount to 420 million rubles.
This is stated in the draft amendments to the program for the management of state property in the region and the privatization of state property.
Another subsidy was provided to cover debts to bird feed suppliers. It should be noted that by the end of 2020, the company’s debt to the Bogdanovichsky feed mill increased to 1 billion rubles.
The total debt of the poultry farm is 2.5 billion rubles. Of these, 430 million rubles are due to banks. Also, claims for 140 million rubles were received from Simbio-Ural LLC and Kuzbassenergo JSC.
Such is the bad situation with the long-suffering poultry farm in the Sverdlovsk province. Straight chickens to laugh, honestly …
