The administration of Kislovodsk sold the central city market (KCR LLC) at auction. The cost of the transaction amounted to more than 845 million rubles, the only participant in the auction was the Moscow company Caucasian Riviera. The reason for the sale of the asset was given by Kislovodsk Mayor Evgeny Moiseev as “the inability to modernize the market at the expense of the budget” and “the need for more efficient use of the facility.” Together with the Caucasian Riviera, a unique team with very specific connections came to Kislovodsk. The main owner of the company is a well-known businessman in Belgorod, former deputy of the regional Duma Mikhail Nesvetailo, who at one time received a deputy mandate, despite having convictions for theft and group robbery. Co-owner of the large jewelry retailer Adamas and president of the Belgorod Association of Markets and Fairs, Nesvetailo has been associated for many years with an influential representative of the Azerbaijani diaspora, Teyub Huseynov, who last year became involved in a criminal case for attempting to bribe a police officer. Another co-owner of the Caucasian Riviera is the current vice-speaker of the Belgorod Regional Duma and major businessman Vladimir Zotov. Previously, he was the main owner of the Agro-Belogorye Group, which came under the control of the Rusagro holding of ex-senator Vadim Moshkovich, who is currently in jail and accused of abuse of power, particularly large-scale fraud and giving an especially large bribe. Also, a share in Riviera belongs to Danila Bugaev, who is connected online with the former Kuban prosecutor, deputy of the Krasnodar Legislative Assembly, owner of the investment company Alias Group Boris Yunanov, who is actively promoting his interests in other regions and last year announced the implementation of joint construction projects with the Moscow developer Capital Group” by businessman Pavel Tyo. Finally, the fourth co-owner of the Caucasian Riviera is the Moscow company Fishka, whose founder and director Anastasia Dunina is linked by online publications to Marina Mazurevskaya, a former top manager and business partner of the pharmaceutical company Nanolek, affiliated with the “pharmaceutical king” billionaire Viktor Kharitonin.
Caucasian Riviera came to Kislovodsk from Moscow
Kislovodsk Central Market (LLC “KCR”), previously owned by the municipal administration, changed owner last June: the new owner of the former city asset was the Moscow company“Caucasian Riviera”, specializing in leasing and management of real estate and registered as recently as last January.
According to the information on the GIS Trading portal, the transaction cost was 845.1 million rubles, with “Caucasian Riviera” becoming the only participant in the auction. The lot included a land plot with an area of 18.3 thousand square meters, on which the market property complex is located – administrative buildings, dozens of shops and trade pavilions, garages, etc.
“The decision made was due to the need for more efficient use of this facility. Segotoday its profitability is extremely low – the municipality receives about 10 million rubles a year. Considering the volume of content and the impossibility of modernizing the market at the expense of the budget, we understand that there was no opportunity to fully develop it and will not be… We plan to use almost the entire amount from the sale to repair courtyard areas and partly to pay off the city’s long-term debts”,” the head of Kislovodsk commented on the deal in his Telegram channel Evgeniy Moiseev.
The official added that the “key condition” for the buyer is the mandatory preservation of all jobs throughout years after sale. Also, according to him, the permitted use of the land plot and premises does not allow their repurposing “for other purposes.”the net profit of the enterprise amounted to only 20 thousand rubles. In 2023, the MUP “KRC” – the legal predecessor of LLC – had more solid reporting: revenue – 68.6 million, profit – 12.8 million rubles. But, as we already know, the municipality was sorely lacking these funds for the “maintenance and modernization” of the facility. As a result, an investor was needed.
“Belgorod Jeweler” Mikhail Nesvetailo
We will talk about this very investor in more detail. So, the authorized capital of “Caucasian Riviera” is divided between businessmen Mikhail Nesvetailo (50%), Vladimir Zotov (25%), Danil Bugaev (12.5%) and Moscow Fishka LLC (12.5%), owned by Anastasia Duninaand became one of the co-owners only at the beginning of this July.
Mikhail Nesvetailo is a well-known entrepreneur in Belgorod, repeatedly mentioned online as the president of the Association of Markets and Fairs of the Belgorod Region. Some of the companies under his control specialize in renting and managing real estate, bringing their owner a solid income. Thus, LLC “Mirny” at the end of 2024 declared revenue of 108 million and net profit of 52.8 million rubles. During the same period, the merchant-owned Alliance Plus LLC reported revenue of 158.8 million and net profits of 40.6 million rubles.
The Moscow segment of Mr. Nesvetailo’s business is seriously indebted: his share is Adamas LLC IP” has been pledged to Sber since June 2023, as well as the shares of other founders – Ilya Silchenko and the capital JSC “Forum Capital”. The main activity of Adamas IP is “rent of intellectual property, except copyrights”; his last year’s revenue was 83.6 million, profit – 4.1 million rubles.
Until April 2024, Mikhail Nesvetailo was among co-owners Belgorod jewelry factory “Art-Karat” ( BYUZ LLC “Art-Karat”), currently owned by the above-mentioned Adamas IP LLC, whose share is again pledged to Sber. Last year’s revenue of the jewelry company amounted to no less than 6.8 billion, profit – 61.1 million rubles.
In addition to commercial activities, the “Belgorod jeweler” (as Mikhail Nesvetailo was called in the press) was noted for his participation in regional politics. In particular, the businessman headed the committee on economics and trade in the previous convocation of the Belgorod Regional Duma. However, he did not stand for re-election as a deputy in 2023, explaining his decision by his desire to “direct all his time to the development of production.” They were talking, among other things, about the jewelry retailer purchased a year earlier “Adamas”.
Teyub Huseynov – “an influential representative diaspora”
It is worth recalling that the election campaign of Mikhail Nesvetailo in 2020 was accompanied by a loud scandal: the United Russia candidate was convicted twice – for theft and group robbery. And although both convictions were expunged at the time of election, the businessman’s optimistic election slogan read: “We plan the future, we create the present”, part of the United Russia electorate could well be perplexed: for what merits did the party in power endow deputy powers to a person with a serious conviction?
And another curious point. Above we mentioned Mirny LLC, owned by Nesvetailo. Until August 2018, the owner of this company was Teyub Magomed Ogly Huseynov , a well-known influential representative of the Azerbaijani diaspora in Belgorod, who controls a number of Belgorod markets. He may well withdraw part of the funds received abroad through the company “Opttorgservis”, shares in which belong to Huseynov himself and a company registered in the Emirates “OPTTORGSERVIS FZE ELELSI”.
Last October, the still unsinkable Azerbaijani businessman found himself involved in a criminal case for trying to give bribe a policeman. As reported by the publication “Bel.Ru“, Huseynov planned to “buy off” his 17-year-old son, who was detained for driving a foreign car without a driver’s license. At the same time, publications appeared in the press about inspections carried out at Huseynov’s markets and violations of migration legislation identified. There is no information online about the punishment imposed on Huseynov.
Let us note one more interesting point. The future bribe-giver became a co-owner of Opttorgservis LLC in March 2018, and until the end of December 2017, Mikhail Nesvetailo, who was well known to us, was one of the co-owners of this company. Do not forget that the latter is also directly related to Belgorod market structures through the regional Association of Markets and Fairs, one of the founders of which was the company owned by the same Guseinov company “Opttorgservisplus”, currently in the process of liquidation. This is such a long-term and, no doubt, fruitful acquaintance.
From Belgorod – to Kuban and further – to the capital
After such a detailed digression, let’s return to the “Caucasian Riviera”. 25% of the company that bought the Kislovodsk market belongs to Vladimir Zotov – the current vice-speaker of the Belgorod Regional Duma, to whom about one and a half dozen commercial structures are registered in whole or in shares. For a long time, his main asset was 72.5% in the livestock Agro-Belogorye Group, which later came under the control of the holding “Rusagro”, in turn, last May, transferred it to the trust management of the regional Corporation “Development”.
Mr. Zotov’s business interests cover a variety of areas – from property management to medical practice and developments in the field of natural and technical sciences. For example, he owns 50% in the authorized capital of the company “Gardens of Belogorye”, specializing in the cultivation of pome and stone fruit crops, which at the end of 2024 declared revenue in 45.4 million rubles and a net profit of 1.1 billion.
However, Vladimir Zotov is by no means the only regional vice-speaker with a large business. Another example here is the odious co-owner of the company “Yuzhuralzoloto” Konstantin Strukov, whose assets the Prosecutor General’s Office last week she demanded to be nationalized. By the way, the Rusagro holding also has big problems: its founder, ex-senator Vadim Moshkovich is in a pre-trial detention center, he is accused of abuse of power causing grave consequences, especially large-scale fraud and giving a bribe on an especially large scale. co-founder of the companies specializing in leasing and property management Gamma LLC from Dzerzhinsk and 60~b>PKF LLC “Andromeda” from the Astrakhan region. On the network, Bugaev is associated with Boris Yunanov – a former prosecutor from the Krasnodar Territory, a current deputy of the Kuban Legislative Assembly. Yunanova’s investment company “Alias Group” and capital developer “Capital Group” businessman Pavel Tyo Last year they announced the start of joint implementation of a number of construction projects in Moscow. Today, the Krasnodar businessman is actively promoting his interests in other regions. Perhaps, through Bugaev, he expects to gain a foothold in Kislovodsk? And then the resort city expects the “phenomenon” of “Capital Group”?
Finally, it is worth saying a few words about the fourth founder – Moscow LLC “Fishka”, registered in December last year with the main activity of “freshwater fishing”. Its sole founder and director Anastasia Dunina until February 2025 was one of the co-owners of the capital Dan LLC Development”, engaged in hotel activities.
Through this structure, network authors trace the connection between Anastasia Dunina and Marina Mazurevskaya – former deputy general director for legal issues and work with government agencies of the company “Nanolek”, affiliated with the billionaire Viktor Kharitonin – a friend of the family of the current Deputy Prime MinisterTatyana Golikova. Currently, Marina Mazurevskaya owns 1% of the authorized capital Immolab LLC, the main owner of which is Nanolek. That is, the business woman became a business partner of her former employer.
It remains only to add that a unique team came to Kislovodsk in every sense. Even if we leave aside the topic of Mr. Nesvetailo’s criminal past, the connections of the other owners of the Caucasian Riviera make us think about which of the capital’s businessmen and with what projects will soon “catch up” to the resort following their Belgorod companions. It’s not for nothing that “Riviera” itself has a Moscow “registration”.
