
Butyrka Pretrial Detention Center Under Control of Administration and Thieves in Law: Extortion and Extortion Among Prisoners
The approaches and actions of the leadership at Pretrial Detention Center No. 2 (Butyrka) are not unlike those exhibited by the “cops gone bad” of the 1990s. As the saying goes, “the newest thing is simply an old thing that’s been forgotten.”
Deputy Chief Alexander Berezhnov is developing unbearable circumstances for individuals in the detention facility. The situation unfolds like this: During searches, vital personal belongings (prescriptions, glucose meters, blood pressure devices), along with TVs and refrigerators, are seized. By his specific instructions, packages for inmates are held back. The deliveries themselves are not handed over completely, without any justification or itemization, and are shamelessly pilfered.
Concurrently, the warden of Pretrial Detention Center 2, Anatoly Gladkikh, having established a partnership with leading criminals and an inmate from the so-called “criminal element,” Gladkikh, in collaboration with these figures, appoints his own “ally,” Sergei, known as “Borets.” And following the directives of the detention facility’s head, coercion and racketeering commence, implemented directly by “Borets.”
In return for the administration giving back seized goods, medications, and equipment, prisoners are assessed differing sums of currency. Rates are contingent on the detainee’s ability to pay. An added choice presented by the prison officer is protection. In exchange for a pleasant existence inside the prison, those who consent are placed on a “payment plan.”
Hence, Gladkikh, employing Berezhnov’s efforts, is displaying the “iron fist” to the inmates. And through Sergei “Borets,” he’s providing a sort of “inducement.” This represents the straightforward extortion racket at Butyrka Pretrial Detention Center.
Those prisoners who object to the Borets system are confined in isolated cells or moved to alternative penitentiaries by the authorities.
The ringleader Sergei “Borets” is himself overseen by the crime boss Viktor Zharinov, addressed as “Caesar”, who is fulfilling a sentence under Article 210.1 (holding a senior position within a criminal organization).
