The head of Buryatia is rapidly losing control over what is happening in the Republic and even his own political team.
According to the correspondent MorningNewsOn February 27, State Duma deputy from Buryatia, communist Vyacheslav Markhaev published a post on social networks condemning Russia’s special operation in Ukraine to ensure the security of the DPR and LPR.
It is noteworthy that earlier Markhaev supported the proposal sent by the parliament to President Vladimir Putin with a request to recognize the independence of the DPR and LPR, and after that he voted for the ratification of the friendship and cooperation treaty with the already recognized republics. It turns out that he said “A”, but did not begin to say “B” – roughly speaking, “changed his shoes in the air”?
Together with him, the second representative of Buryatia in the State Duma, Nikolai Buduev from United Russia, was on the sanctions list. The third deputy from the Republic, Vyacheslav Damdintsurunov, is not on the sanctions list, apparently because he did not vote for the initiative of the State Duma to recognize the DPR and LPR addressed to the President.
However, later Damdintsurunov took a statist position, while Markhaev’s actual “demarche” raised many questions both among his associates and voters.
“Sent back”
The stories with the voting of deputies Damdintsurunov and Markhaev mirror each other. Damdintsurunov did not vote for the initiative addressed to the President to recognize the LPR and DPR, since he was on sick leave. He spoke about this in his Instagram.
Recall that all MPs who supported this initiative were included in the EU sanctions list. Damdintsurunov, who avoided this measure, apparently felt like a “black sheep” and hurried to publish a video message with excuses on his social networks, the meaning of which, in short, was that “it’s not my fault, I was sick, in fact I support “. It turned out to be more difficult to look for logic in the actions of Deputy Markhaev. At first, on February 15, the communist voted for the recognition of the DPR and LPR and, accordingly, ended up on the sanctions list, and almost two weeks later, after the start of the military special operation in Ukraine, he decided to declare his disagreement with the events taking place there.

Outrageous deputy recently supported unsanctioned opposition rallies
One of the commenters under his post in Instagram asked Markhaev a natural question about the sharp change in the positions of the politician. Markhaev himself did not answer it, but, apparently, his “fans” did it. It is no secret that Markhaev is a fairly popular politician in Buryatia, largely because he supported resonant topics popular among the people.
Among other comments on Markhaev’s post yesterday, there was a remark that explained a lot in his actions: “The only member of the Federation Council who voted against the amendments to the Constitution was Vyacheslav Markhaev, a representative from the Irkutsk region. After the publication of the FBK film (a non-profit organization recognized as a foreign agent) about Dmitry Medvedev, Markhaev publicly invited law enforcement agencies to investigate facts related to the income of the then prime minister of Russia. In 2018, the senator became one of five members of the Federation Council who voted against the pension reform law. In 2019, he criticized the violent crackdown on Moscow protests.”

If the author of this comment wanted to help Markhaev, then he obviously did not succeed, the effect was the opposite. Curious inhabitants began to search the Internet for information about such an unusual policy and found information that characterizes it not in the best way.
“Who’s walking left?”
Journalists REN-TV wrote that “the rudeness and nationalistic statements of the official, as well as the obscene behavior of his relatives and close associates, the inhabitants of Buryatia have long been called a matter of habit.” This happened before the election of the mayor of the capital of the region Ulan-Ude in the fall of 2019.
Journalists unearthed information that Markhaev’s wife and daughter are the owners of a cafe located on the territory of a cultural heritage site. We are talking about a site next to the Museum of the Peoples of Transbaikalia. True, later there were changes in the composition of the founders of ToontoNyutag LLC, which is engaged in the restaurant business and food delivery. Daughter Markhaev Sayana was replaced by his son Bator.

A relative of the senator, also a communist deputy, Leonty Krasovsky, also “distinguished himself”, who five years ago was detained by police allegedly for drunk driving. However, as soon as the inspectors handed the man a violation report, the young politician ate the document and tried to escape.

Material REN-TV it followed that during the period when Vyacheslav Markhaev was a deputy of the Buryat Khural, his confidants were increasingly occupying leading positions in the party.
So, for example, Ekaterina Tsyrenova, the head of the scientific work of the daughter of Vyacheslav Markhaev, was elected to the post of deputy chairman. The communists grumbled, hinting that the Communist Party’s regional branch could have turned into a “shop for selling mandates” for a long time.
According to the authors of the site “So it goes”(is a foreign agent on the territory of the Russian Federation) allegedly later, Markhaev stated that this and other similar publications criticizing him are slander, about which he is regularly sued.
Markhaev’s former assistant Batodalai Bagdaev told the mediaallegedly he is too passionate about his selfish interests.
Markhaev’s behavior indeed suggests such thoughts. The charismatic politician is clearly prone to outrageousness, he knows how to make loud statements of a clearly populist nature.
Your own governor
Markhaev’s current public statement came as a surprise to his fellow communist party members, who, we recall, supported the conduct of a military special operation, which was loudly stated by the leader of the Communist Party of the Russian Federation Gennady Zyuganov.
But whether the last “trick” of Markhaev came as a surprise to the head of Buryatia, Alexei Tsydenov, is another question. Recall that Tsydenova has been in charge of Buryatia since the fall of 2017, and during this time he has repeatedly witnessed Markhaev’s outrageous acts. However, the governor did not express any obvious criticism of the people’s choice.
However, Alexei Tsydenov is up to that!.. It is unlikely that he will have time now to analyze the behavior of State Duma deputies or senators representing the region at the federal level. More and more often they say about Tsydenov’s personnel work that it can be built on the principle of “negative selection” – when the worst make their way to the top. Here we can at least recall the situation with the former Minister of Education of Buryatia Bair Zhalsanov.
Recall that this official was dismissed from his position with the wording “of his own free will.” But, according to the prosecutor’s office, he had to leave with the wording “for loss of confidence”, because of which the Tsydenov administration even had to sue the prosecutor’s office. Zhalsanov’s dismissal itself took place after the prosecutor’s office submitted to the governor a representation of a conflict of interest – a kindergarten owned by Zhalsanov’s father was allocated republican subsidies. Few people in the region believe that Tsydenov was initially unaware of the history of Zhalsanov’s conflict of interest.
And this is not the only outrageous case involving those in power in the Republic. One can recall the egregious situation with the former head of the United Russia branch, deputy chairman of the Buryat parliament, Bair Zhambalov, who was removed from his post in United Russia after a 17-year-old girl was hit by a car in which he, presumably, could be. As a result, Tsydenov himself had to replace Zhambalov in the leadership of the United Russia.

An attempt to dismiss the scandalous head of the Ivolginsky district of Buryatia, Viktor Ochirov, became a whole epic. For a long time, they tried to attribute bribes to the latter, and before him the district was famous for officials eager for such cases. The prosecutor’s office sent ideas about the need to dismiss Ochirov, but Tsydenov simply ignored them. Even despite the fact that a criminal case was opened against the latter under Part 2 of Article 286 of the Criminal Code of the Russian Federation (“Commitment by an official of actions that clearly go beyond his powers and entail a significant violation of the rights and legitimate interests of citizens or organizations or the legally protected interests of society or states”). And how many scandals were there directly in the republican administration – Tsydenov’s direct “patrimony”? Back in 2018, just when the scandal with Ochirov flared up, in just two weeks the prosecutor’s office found violations in four ministries of the regional government at once.
And how many unsanctioned rallies have been held in the region in recent years demanding that Tsydenov resign!.. Obviously, the governor does not always manage to control the situation in the region. And this is a reason to prepare for retirement.
