The deputy chairman of the government of Buryatia may lobby for the interests of the large mining business of the oligarch Vladislav Sviblov. But do not forget about yourself?

How businessmen and politicians are “friends”
A new scandal could negatively affect the career of a politician who is already mired in them. Mr. Tsyrenov is also credited with lobbying big business in the regional government. Allegedly, he may be indirectly connected with the business of the notorious oligarch Vladislav Sviblov.
Therefore, there was immediately talk that the scandal with the detention of a woman who looked like Tsyrenov’s wife could only be a reason for the dismissal of the deputy chairman. Whereas the real reasons may lie in the confrontation of various business groups.
Sviblov comes from the infamous Rosbuilding company, which has been repeatedly accused of raiding. Wrote about it “Kommersant”. From there, by the way, is the co-owner of the PIK group of companies Sergey Gordeev, who also probably has his own business interests in the region.
Now Sviblov owns a large business in Buryatia – a license to develop the Ozernoye deposit. In 2004, it was given to IFC Metropol by Mikhail Slipenchuk.
The latter may be involved in the withdrawal of money from Russia through Almazyuvelirexport – in 2016, the security forces even came to the Central Bank, potentially to find evidence of his guilt – wrote Gazeta-N1.
IFC “Metropol” the company did not particularly deal with the field, so the government of Buryatia joined in, its head Alexei Tsydenov even threatened Slipenchuk to take it away due to downtime – wrote Gazeta-N1but it seems that everything has “calmed down” and in 2019 it was announced that the project had a new investor.
At first there were rumors that this was Gordeevsky PIK, but soon everything went to the OZ Management company of Vladislav Sviblov, a former member of the board of directors of PIK. So, in essence, PIK and OZ Management are the same person.
It is possible that Sviblov is guided not only by the head of the region, but is not opposed to trusting relations with members of his government.
There are suggestions that it was Mr. Tsyrenov who could be an intermediary in the deal between the structures of Sviblov and Slipenchuk on the Ozernoye deposit. And if so, we dare to assume that Tsydenov, who at first “gave up a wave”, and then suddenly “calmed down”, could also benefit from the deal through Tsyrenov.
As a result, VTB became Sviblov’s main partner in the Ozernoye field, with whom Gordeev also has good relations. VTB issued a loan of 70 billion rubles to Sviblov’s company. Since then, scandals around the enterprise deployed by Sviblov have not subsided – local residents fear for their homes and the environment of the region due to blasting at the field.
Apparently, Mr. Sviblov has really good relations with the head of Buryatia, Alexei Tsydenov – the businessman, among other things, is also engaged in patronage in the region. So, there is a feeling that he is aiming for senators or State Duma deputies from Buryatia – more about this The Moscow Post wrote in April 2021.
MPs in the trash
We managed to find out that Mr. Tsyrenov is the founder of Olonmetal, although the share is in trust, in fact, the deputy hardly has access to the company’s money.

Olonmetall is engaged in the disposal of municipal solid waste (MSW) and has developed its activities quite well in Buryatia, in particular, it has been developing a financial model for the construction of a complex for the disposal and disposal of MSW in Ulan-Ude. The project was also engaged in “Rosatom” and “Rostec”.
In 2016, the company even claimed to become a regional operator for the treatment of MSW in Buryatia – and this is huge money from the budget.
At one time, the company was headed by Bator Dashievich Tsyrenov – a man with the same full name several times participated in the elections to the People’s Khural of Buryatia, first from the REP “Green”, then from “United Russia” and, apparently, is a relative of our hero.

Romanov Romanov was also among the leaders – and again, the assistant to the State Duma deputy, concurrently the general director of the autonomous non-profit organization Center for Environmental Projects Management, had exactly the same full name.
He, according to information from the ANO website “Let’s do it together”is a member of the coordinating council of the environmental movement “Let’s Do It Together” and is the head of the apparatus of the federal party project from “United Russia” “Ecology of Russia” – this is also confirmed by the information of “Rusprofile”.

It is also interesting that in the structure of the founders there are two identical names of Roman Romanovich. I wonder why the “ambassador of ecology” changed his surname? Usually they do this to hide their participation in certain projects. Shy?

The alleged relative of Bair Tsyrenov, Bator Tsyrenov, is also not in poverty – he is related to 14 firms, some of which have been liquidated. Of interest is a certain “MVS-Development”, which is 100% owned by “Metropol-Development”.

That, in turn, is under the control of the Metropol Holding Company, and it has a notorious businessman, ex-deputy chairman of the State Duma committee Mikhail Slipenchuk in the structure of the founders.

The same companies are the founders of several other firms. Nominally, neither Tsyrenov nor anyone from his “company” stands behind them, but who knows who actually can be the ultimate beneficiary of offshore companies and manage the money of companies controlled by him …
The apple never falls far from the tree?
Communist Bair Tsyrenov is a well-known person in the region. He, too, is not shy about loud statements, although sometimes he gets into a mess. For example, in one of his speeches in June 2021, Tsyrenov accused the authorities of increasing mortality rates in Buryatia – wrote “MK”. As it turned out, the deputy mixed up the mortality and birth rates, which resulted in the usual “distortion” of facts and empty accusations.
Detractors are trying to attribute to him the dubious fame of a provocateur, whose goal is by no means to change the political situation for the better, but to destabilize it and get the maximum benefit from this. Moreover, they say that Tsyrenov was repeatedly seen in a state of intoxication in various drinking establishments, where he behaved by no means worthy of his rank.
They say that Tsyrenov’s colleagues do not like him and he reciprocates, plus, supposedly, he is the only one who does not contribute money for party needs. By the way, Tsyrenov’s wife, if, of course, she really was in the scandal with drunk driving, she can hardly hope for her husband’s intercession. Behind the deputy’s back are four official marriages, and the first, according to rumors, broke up due to the serious illness of his wife. Tsyrenov allegedly simply escaped from responsibility.
Officially, the deputy’s income in 2020 amounted to a little over 600 thousand. At the same time, everyone knows that his ex-wife often rested in foreign resorts, and he himself, apparently, does not skimp on spending in the same drinking establishments where he is often seen.
