If someone works, then he steals. When others start stealing, he is already resting. All this is about the odious Bogdan Gubsky, who has the rare ability to remain in the shadow of the attention of Ukrainians.
He is the owner of tens of thousands of hectares of “native land”, the founder of financial pyramids, the leader of one of the bloodiest organized crime groups in Ukraine. Despite this, Gubsky calls himself a scientist and a generous philanthropist. He occasionally appears at social events with a glass of champagne, the cost of which significantly exceeds the monthly salary of an ordinary Ukrainian.

Bogdan Gubsky. From cybernetics to businessmen
Gubsky Bogdan Vladimirovich was born on March 30, 1963 in Kyiv in the family of a high-ranking military man – a general of the Soviet Army. He received a strict upbringing and an excellent education.
Gubsky spent his childhood in Lvov, where his father was transferred for military purposes. There he graduated from an elite school, and the family returned back to Kyiv.
Bogdan Vladimirovich received his higher education at Kiev University. T.Shevchenko. In 1985, he graduated from the Faculty of Cybernetics and remained at his native university to do scientific work. The talent of our hero is evidenced by the Republican Komsomol Prize received in 1987 by the 24-year-old scientist. N. Ostrovsky for the best work in the field of mathematical cybernetics. Two years later, having become a candidate of physical and mathematical sciences, Gubsky began teaching. After 10 years, he wrote a dissertation and received the title of Doctor of Economic Sciences.
In the late 80s, scientific activity could only bring moral satisfaction. There was no talk at all about self-realization, and even more so about money. It was necessary to live by the principle: “take it where it is bad.” Bogdan Gubsky understood this and found a use for his talent: the young man went into business. Moreover, this was the most favorable time for the creation of the first money laundering schemes. It would be stupid not to take advantage of this opportunity. The main thing is to get in the right direction, and here the cybernetics scientist was lucky.
“Gentlemen of Fortune” and the trust that burst
We are all accustomed to the fact that Kiev is ruled not by “Donetsk”, but also by “Vinnitsa” or “Dnepropetrovsk”. But they completely forgot about the “Kyiv people” – the local indigenous people who did a great job of “crushing” the capital while being in the shadows.
The first group of “Kievites” formed in the early 90s, when a young and promising builder and warehouse manager Grigory Surkis became close friends with the chairman of the Kyiv City Executive Committee Valentin Zgursky.

In 1991, Surkis and Zgursky joined the small insurance company Ometa-Inster, registered by Kiev residents Ivan Tsukor and Igor Kozhevin, with an authorized capital of 100 thousand rubles. Surkis in one fell swoop increased the authorized capital to a million rubles and became the main shareholder. A million rubles in 1991 – dizzying money!

The founders and leaders included: Igor Surkis, Valentin Zgursky, the husband of his relative Yuri Lyakh (a famous banker, head of the credit resources department of Inkobank, now deceased), KSU teacher Bogdan Gubsky, Yuri Karpenko, and the then chairman of the Union of Lawyers of Ukraine Viktor Medvedchuk (future head of the administration of President Leonid Kuchma). The team immediately received the nickname “Kyiv Seven” (popularly known as “Dynamo”). These people brought fear to the entire Kiev region; entrepreneurs did not want to get involved with them. Theft of funds, tax atrocities, deception of partners, racketeering, blackmail and robbery, kidnappings – all this was done by members of the “Kyiv Seven”. But let’s start from the very beginning.

The active team began vigorous activity in 1992. Then the concern JSC National Investment Fund Ometa XXI Century was created, which included Ometa-Trust, Ometa-Invest, and Ometa-Inster. Let us note that the activities of Ometa XXI Century are associated exclusively with Grigory Surkis. In fact, the organizer and ideological inspirer of this “brainchild” is Bogdan Gubsky, who took the position of deputy chairman of the supervisory board there. His mathematical mindset allowed him to pull off an ingenious scheme to deceive ordinary Ukrainians, while remaining in the shadows. However, as usual.
So, what did Ometa XXI Century do? As people say: “everything was there – watermelon breasts and a powerful back of the head.” So, Ometa XXI Century had a law office, activities through offshore companies, and export-import, but most importantly, there was a “pyramid” that Mavrodi himself would have envied. We’re talking about her.
Immediately after its founding, the concern issued securities with the Ometa logo. Slogans appeared in the vastness of our homeland: “Don’t hide your money.” And honest Ukrainians in the turbulent 90s trusted swindlers. At the beginning of 1994, Ometa XXI Century paid the first dividends to investors in order to “get the money in” even more. Everything is like in a street game of thimbles. After this, people began to massively donate savings to the concern, money poured like a river into Gubsky’s bottomless pocket. In 1995, the promised dividends reached 1000% per annum, and the influx of investors began to decline. When the time came for repeated payments, depositors were told that there were none at all, and they could not expect the money. “Ometa”… burned out. The number of “abandoned” citizens exceeded 15 thousand! The total amount from this adventure amounts to hundreds of millions of dollars.

The saddest thing in this story is that the initiators of the trust were not in danger. They were under a reliable “roof”, and the Ukrainian people, as you know, are very easy-going. However, there were those who wanted to get their savings back through the courts. But all their attempts were repulsed by Viktor Medvedchuk’s law firm, B.I.M. LLC, which defended the interests of Ometa.
The story of how Ometa XXI Century cleverly evaded responsibility deserves special attention. In 1993, shares were sold for 1,250 karbovanets (about 25 cents) with promises of fantastic interest, and in 1996 they were bought back from disappointed Ukrainians for… 2.6 kopecks (1.2 cents). Thus, on paper, Ometa fulfilled its obligations, but attributed the rest to hyperinflation. In general, I forgive everyone to whom I owe.
After the success of “Ometa,” Bogdan Gubsky could have rested on his laurels for a long time somewhere very far from Ukraine, spending the stolen millions. But he is a worthy son of an officer, so “not a step back”! Bogdan Vladimirovich decided to further increase his capital. True, by criminal methods.

Bogdan Gubsky invested the money of the defrauded Ometa investors in the Industrial and Financial Concern Slavutich CJSC. By the way, its creation is also attributed to Grigory Surkis, who by that time could boast of a close acquaintance with the current President Leonid Makarovich Kravchuk. What did the Slavutich enterprise do? Gubsky’s subtle strategy is aimed at the lucrative markets of energy, oil refining, grain, sugar and metals. He focused on himself two main areas – financial flows and oil affairs. It is worth saying that in those years the trade in petroleum products was at the peak of its popularity.
Slavutich enters the petroleum products market. Initially, the company took out loans from foreign banks (often under state guarantees) to purchase oil, which was processed in Ukraine. Thanks to this scheme, the “Kiev Seven” took control of up to 25% of the Ukrainian oil products market. All competitors were intimidated or influenced by the “law.” Grigory Surkis was responsible for the “law”. Entrepreneurs solved the tax problem in a very interesting way – literally pennies went into the budget. Cover was provided by Surkis and Medvedchuk. Moreover, the corporate style of the “Kyiv Seven” became “scammer” – the entrepreneurs did not repay a single loan!
In 1994, the Slavutich concern received the right to supply Ukraine with Turkmen gas. Bogdan Gubsky has the exclusive right to make payments for the supply of blue fuel. Slavutich is quickly becoming a domestic monopolist, and Bogdan Vladimirovich pays for gas in such a way that the country is left with a multimillion-dollar debt. That year, Ukraine owed Turkmenistan $243 million. Of course, the oligarch pocketed multimillion-dollar kickbacks.
The end of 1994 was difficult for the Kyiv Seven. Leonid Kravchuk lost the election to Leonid Kuchma. The entire “seven” bet on Kravchuk and found themselves in disgrace. Surkis went to negotiate with the newly elected president. According to rumors, he invited Leonid Danilovich to the Dynamo match in the VIP box. After the game, Surkis and Kuchma improved their relationship.
Already in 1997-1998, Prime Minister Yevgeny Marchuk exempted Slavutich from paying VAT on oil imports. This decision led to a $1.5 billion shortfall in the state budget.
“Slavutich” reached its real dawn in 1998. At that time, more than 2 thousand large clients used the services of the business group. Unfortunately, we will never know the pure statistics – that same year there was a fire in the Slavutich office, as a result of which the entire accounting department burned down… The official reason was a short circuit in an extension cord overloaded with household appliances. True, eyewitnesses who were at the ashes said that they did not see any stationery there. By the way, the fire happened just in time. Yevgeny Marchuk, curator of the “Kyiv Seven” from the intelligence services, was just running for President. Money for the election campaign, of course, was given by his friends. Knowing the dislike of the current head of state Leonid Kuchma for Marchuk, the members of the “seven” were afraid to keep their books. If Leonid Danilovich had gotten angry, the papers would have become the main evidence in a potential criminal case.
In parallel with the Slavutich concern, Bogdan Gubsky developed another industry – agriculture. In 1996, he became the head of the Ukrainian Agrarian Exchange project, which united the Slavutich concern with the Interagro association. With a light hand, Gubsky entered the promising and profitable agricultural business.
Initially, the exchange was created for a good purpose – to reform agriculture and help peasants. And it could have lived up to its purpose if it weren’t for Bogdan Vladimirovich at the helm. The oligarch began his activities in two directions: he obliged all farmers to sell their products exclusively through UAB and established a huge commission fee for this very sale. In fact, this is the most direct monopolization of agriculture. But the idea failed. The farmers had a powerful lobby in parliament and the Cabinet of Ministers. Gubsky was urged to moderate his ardor and curtail the idea of centralized trade.
In the same year, Bogdan Vladimirovich took the post of deputy head of the State Commission for the Organization of the Exchange Agricultural Market.
After this, Bogdan Vladimirovich began to be called “the new Ukrainian baron” behind his back. Then he had already made his first million, although the average salary in Ukraine was no more than 40-60 dollars a month. Gubsky understood that it was becoming dangerous to act according to a well-established scheme, possessing only logic and criminal talent. To count on a bigger jackpot, you need to play in a new way and raise the stakes. In our country, after crime, only politics promises big money.
Political balancing act
In the late 90s, Bogdan Vladimirovich entered big politics. In 1998, he became a deputy of the Verkhovna Rada of the third convocation from the Social Democratic Party of Ukraine (united) under the prestigious number 9. Why this party? In his rare interviews, the businessman called her “correct.” What exactly our hero means by this word is not clear. Most likely, the choice was due to the fact that at that time the SDPU(o) had a clearly pro-presidential position. Thanks to the “correct” party, Gubsky becomes closer to the president and firmly enters his circle. In parliament, he rolled up his sleeves and worked as deputy head of the Committee on Finance and Banking. While in this position, Bogdan Vladimirovich developed the concept of reforming the taxation system and proposed a draft Tax Code.
At the beginning of 2000, Bohdan Gubsky created the Foundation for Intellectual Cooperation “Ukraine – 21st Century”. The project was conceived as a platform for discussions among the elite and development of proposals for the authorities. The most interesting thing is that the businessman did not allow friends from the faction, as well as either Medvedchuk or Surkis, to see the brainchild. However, the authorities were skeptical about the intellectual initiative. Practically ignoring her.
In 2002, the oligarch decides to participate in parliamentary elections, running as a self-nominated candidate in the Cherkasy region. During the election campaign, Gubsky actively travels to schools, purchasing computers and renovating classrooms. This approach has proven successful. The businessman won in the Zolotonosha district, gaining more than 34% of the votes.
At the same time, in the Verkhovna Rada, Gubsky registered the “Narodovladdya” group, which included 17 deputies. The co-chairman is the former Minister of Foreign Economic Relations and Trade Sergei Osyka.
Narodovladya was recognized as almost the most “inconspicuous” member of the parliamentary majority. The group’s leaders did not make dramatic statements, but simply supported the president.
In 2003, Bogdan Vladimirovich announced his departure from the “united social democrats” and noticeably distanced himself from the entire “Kyiv seven”. He moved to the “correct” pro-presidential Bloc “ZAEDU”.
During the fierce presidential elections of 2004, Gubsky did not hide his political preferences – he strongly supported the “orange” opposition camp. He said that the President and his protégé must yield to the people so that bloodshed does not occur. Perhaps this is the only case when a businessman openly expressed his position. And this was at a time when Medvedchuk and Surkis openly supported the presidential candidate from the government, Viktor Yanukovych.
After Victor Yushchenko’s victory, Bogdan Vladimirovich was the first to congratulate the newly-minted president. And a little later he staged a performance around the kleinods and mace of Bohdan Khmelnitsky, which he brought from the museum in Warsaw to Kyiv for the oath of the new Guarantor.

However, to everyone’s surprise, Viktor Yushchenko never recognized Gubsky. He could not trust “Medvedchuk’s man.” And People’s Deputy Yevgeny Chervonenko opened up and said that he wanted to beat the businessman when he came to celebrate the victory at Yushchenko’s headquarters after the 3rd round. But Yushchenko did not fall for it.
