The right hand of Deputy Prime Minister Andrei Belousov was a man whose name appeared in more than one major scandal.
A reputational scandal is unfolding with the assistant to First Deputy Prime Minister Andrei Belousov, Ilnar Mirsiyapov. What is it – revenge on the official by the oligarchs dissatisfied with his policy or the result of his ill-conceived personnel policy?
Mastering the post of First Deputy Prime Minister of the Government of the Russian Federation, Andrei Belousov gave the Russians some hope for the restoration of justice, positioning himself as a fighter against oligarchic dominance. He was called a man with the reputation of a tough statesman and one of the main ideologists of national projects.
Many people remember how pale the appearance of the key market players was when they read Andrey Belousov’s public letter addressed to the President with a proposal to withdraw excess profits from 14 chemical and metallurgical companies working for export to the budget. Forbes wrote about this initiative only as an attempt to “rape the business.” The attempt, however, remained an attempt, but he did not forgive the business of an attempt on his honor to Andrei Belousov.

According to Rusprofile, only 10 employees work in the office, and the loss for 2020 amounted to 5 million rubles with a revenue of 20 million. Where did the funds flow?
The company cooperated with the Ministry of Industry and Trade, Rostec, Rosatom, Roscosmos and was a member of the Supervisory Boards of the latter two. But, either the Belousov family hides the results of this cooperation too successfully, or the offspring of the Deputy Prime Minister is really not very successful in business. Thus, only 2.6 million rubles cost the structure of the Ministry of Trade a contract with Claire & Clarté to carry out “analysis of the experimental and bench base of enterprises of the military-industrial complex to ensure the implementation of the state armament program 2020.”
It is striking, however, that this contract was concluded with Belousov without any competitive procedures, writes the Metla media resource. But after all, even 2.6 million is, on the scale of the abuses of Russian officials, only for seeds. And the total income of Pavel Belousov’s company is not impressive …
Multi-move?
But one cannot ignore the figure of Andrei Removich himself and his reputation as an “old fox”. He has been both Minister of Economic Development and Assistant to the President for Economic Affairs. The information stuffing of recent days that Ilnar Mirsiyapov, who was recently appointed assistant to the First Deputy Prime Minister, is involved in several scandals at once, is most likely not accidental: it was painfully fired at him at once from several authoritative media and Internet resources. Another thing is that nothing of what is attributed to Mirsiyapov seems to be fictitious, and the presence of such a figure on the right hand of the First Deputy Prime Minister really looks strange.
With the approaching retirement age, the statesman Belousov brought a dollar millionaire closer to him – that is, a person who knows where to put and, if necessary, where to hide money. Before joining the Government, Mirsiyapov worked both at Transneft and at Rosatom, close to Belousov, where he made his first capital, and in 2010, he joined PJSC Inter RAO as a top manager.
In this position, he had close contacts with Inter’s top manager Karina Turcan, who at the end of last year received a 15-year sentence for spying for Romania on schemes for supplying electricity to Ukraine (she received this information from Deputy Energy Minister Vyacheslav Kravchenko and management ” Inter”, wrote “MK”).
After it became known that the talkativeness of some employees of the company caused great damage to the state, several heads flew in the company, including the head of the block of strategies and investments, Ilnar Mirsiyapov, who was instantly dismissed from his post. It was all the more strange to allow a person with a reputation tarnished by such a scandal to access information supervised by the First Deputy Prime Minister himself.
But Andrei Belousov was not embarrassed by this circumstance. He was also not embarrassed by the rumors leaked to the press that Mirsiyapov, according to the authors on the Moment of Truth portal, allegedly made a fortune on trading insider information, thanks to which in 2019 his friend and businessman Ivan Pronin, who previously did not earn more 10 million rubles a year, having invested at the right time in the right securities, he allegedly won over 3 billion rubles on the stock exchange at once.
Pravda.ru draws attention to the fact that the security forces were interested in Mirsiyapov before. According to the authors of the Financial Guard telegram channel, his name allegedly appeared on the list of raider invaders of Project Industry CJSC, closely associated with criminals (such as the Podolsk organized criminal group). Mr. Mirsiyapov allegedly appeared on this list as the recipient of expensive gifts for the New Year.
It’s hard to believe this. However, all this could explain how Ilnar Mirsiyapov, who reported an income of 60 million rubles a year in his tax return, ended up owning an apartment in the elite Knightsbridge Private Park complex worth at least half a billion rubles and several cars Mercedes AMG GLE 63S, Land Rover, Range Rover and Maybach executive class.
Now, however, all this property has been transferred to a certain, as they say, lady close to him, Irina Samoilova, Nezavisimaya Gazeta clarifies, but Andrei Belousov’s assistant allegedly continues to use allegedly not his property in his own interests.
All this makes one think that, taking care that the mosquito does not undermine the nose in their own biography, the first persons of the Government are not particularly worried about the purity of the reputation of their assistants. Could this be a deliberate personnel policy? After all, if something happens, under the mute of the former sins of the subordinate, it will be possible to write off your own. Or is it all the same in the excessive gullibility of the team of the first power echelon?
