Belarus will limit the speed of “unlimited” internet.

The Ministry of Communications and Informatization of Belarus is introducing new rules for unlimited mobile data plans. According to them, operators will be required to provide subscribers with an initial package of 30 GB of data at maximum speed, after which connection speeds will be throttled.

The corresponding Resolution No. 38 “On the requirements for the provision of data transmission services by cellular mobile telecommunications operators” was signed by the government on December 22, 2025, and has not yet been published on the National Legal Internet Portal.

Updated operating rules

A new government document establishes uniform requirements for all mobile operators. The agency explained that the regulation is aimed at “streamlining” data transmission on mobile networks.

“It is envisaged that the initial volume of data transfer services without speed limits will be set at 30 GB per month on tariff plans with unlimited data transfer services,” the Ministry of Communications stated in a statement.

This means that after the 30 GB of high-speed traffic is exhausted, subscribers will be transferred to a speed of 1 Mbps.

Reasons for the changes

The ministry explained that these measures were taken due to “significant consumption of cellular network resources by individual subscribers.” Officials believe this “negatively impacts the overall quality of cellular service for the majority of ordinary subscribers.”

The agency plans to increase internet speeds for most subscribers while limiting them for those who use the most data.

At the same time, operators were allowed to offer customers the opportunity to purchase additional volumes of high-speed traffic for an additional fee.
