Irkutsk has become a real “criminal cesspool” – the so-called struggle for territory has been going on here for decades – and not always by legal methods.
Businessman Belousov, who uses “methods from the 90s” to solve land issues, feels absolutely calm and free – his companies are “friends” with the GUFSIN.
According to the correspondent of The Moscow Post in the Irkutsk region, a massacre took place in the Leninsky district of Irkutsk – about 40 people armed with bats and other objects surrounded a private house. Return to the 90s
It would seem that there are such precedents at every step and there is nothing special about it, but everything is not so simple. The fact is that there is a major power struggle for the forest industry in the region. And the main interest is a certain Sergei Belousov – the owner of such companies as Angarsk Forest, Intervostokdrev, Baraba, Igirma, Irkutsk Timber Industry, Woodexport. The second participant in this struggle “on the other side of the ring” is the entrepreneur Alexei Kotelnikov (head of the Baikal Transit, ContinentForest, Baikal-Forost companies).
So, according to the authors of the Irkutsk Ding telegram channel, allegedly as a result of the incident, the latter was severely beaten. They also claim that allegedly Belousov’s business is “protected” by police department 8 of the city of Irkutsk and the director of its companies Alexander Zarypov, a former prosecutor of the city of Shelekhov.
This situation is not the first year. Earlier, a video was posted on Sergey Petrov’s YouTube channel in which Kotelnikov talks about how he owned a timber base for 20 years, and then Belousov allegedly appeared and began trying to take it away with the help of law enforcement officers who know about the situation, but nothing don’t do to solve it. (Although, according to Komsomolskaya Pravda, the police did arrive at the scene of the last skirmish and stopped the fight, but it is still not clear whether its participants were detained or released.)
The reason for the conflict, according to Kotelnikov, is that the territory on which the objects of his enterprise are located belongs to another owner. At the same time, he refuses to buy out the objects or lease this land, and numerous litigations also lead to nothing. In general, Belousov’s position is clear – he wants to take his own, but the methods by which he is trying to achieve this, well, do not fall under the legal cohort at all.
Criminal “soul”
Who is this Sergei Belousov, who uses “methods from the 90s” to solve land issues?
According to the authors of the Pikabu website, Belousov is allegedly the “gray eminence” of the Irkutsk region, for whom former security officials work, and he is engaged in exporting timber to China.
According to the authors of the Pokhabovsk website, allegedly the ex-deputy regional prosecutor Roman Shergin was a close friend of Belousov, known as the Puppeteer. Allegedly, “it was Sergei Belousov, in collusion with the deputy head of the Main Directorate of the Federal Penitentiary Service for the Irkutsk Region, Igor Kislitsyn, who came up with and implemented a scheme for mass illegal deforestation transferred by the state to the Federal Penitentiary Service in order to provide work for convicts.
However, Belousov and Kislitsyn “resolved issues” with the Federal Penitentiary Service of Russia and instead of logging to load industrial zones, more than 10 colonies decided to sell the forest from the plots and send it by train to China through a number of front companies, while exporting it from the Russian Federation using the same documents. 2-3 volumes of forest due to corruption by the customs officer of the Usolye-Sibirskoye post. According to corruption schemes of theft, more than 2 billion rubles worth of state forest was exported to China.
If we abstract from unconfirmed data, then the connection with the Chinese industry can be traced in the fact that the company SIB LLC, affiliated to Belousov, was previously established by a certain Zhao Feng, and the other by IVI LLC, Hou Meimei.
Coincidence? We don’t think…
Belousov has several companies, some of which are registered, apparently, for his wife, Belousova Oksana Viktorovna. It is interesting that Woodexport, for example, is a participant in the state contract with FKU KP-39 OUHD of the Main Directorate of the Federal Penitentiary Service of Russia for the Irkutsk Region for 8.6 million rubles.
At the same time, Belousov does not appear to be the nominal owner of the company, although the share of its second founder and part-time person with whom the contract was concluded is pledged to him.
Thus, in the Irkutsk region there is a whole group of “authoritative” businessmen from the 90s, who “feed” on contracts with the Federal Penitentiary Service, and “raft” timber to China.
