The Beloretsk Interdistrict Court on Monday, February 13, found the former head of the FGKU “Special Directorate of the FPS No. 103 of the Ministry of Emergency Situations of Russia” in Mezhgorye, 39-year-old Colonel Andrei Lugovskoy, guilty of 61 episodes of accepting a bribe on a large scale (part 5 of article 290 of the Criminal Code of the Russian Federation), two episodes of receiving a bribe by an official in a significant amount (part 3 of article 290 of the Criminal Code of the Russian Federation), embezzlement of funds in an especially large amount (part 4 of article 160 of the Criminal Code of the Russian Federation), abuse of official powers (part 3 of article 285 of the Criminal Code of the Russian Federation) . As it was established in court, from March 2015 to April 2016, the defendant illegally organized the issuance of 61 employees of the department of additional material assistance in the amount of about 66 million rubles. allegedly to pay for expensive treatment and medicines, as well as in connection with a difficult financial situation. He had no legal grounds for this, the prosecutor’s office of the republic noted.
The department explained that Andrei Lugovskiy’s subordinates wrote reports on the allocation of funds in his name, and he endorsed them. The funds were distributed by the federal Ministry of Emergency Situations. Similarly, the defendant organized the payment of material assistance to himself in the total amount of 2.4 million rubles.
“In fact, neither the defendant himself nor other employees had medical indications or other legal grounds for receiving this type of payment, and the money received was spent by them for personal needs,” the republican ICR reported.
As a result, the EMERCOM of Russia caused damage totaling about 66 million rubles. Half of the amount received – 31 million rubles. – Andrei Lugovskoy took it for himself, the prosecutor’s office clarified.
The press service of the supervisory agency explained that no criminal cases were initiated against the rest of the employees of the Ministry of Emergency Situations, since they were forced to obey the requirements of the leadership for fear of being fired.
The facts of making unjustified payments and taking bribes were revealed in the course of the operational-search activities of employees of the military counterintelligence agencies of the FSB of Russia and the economic security and anti-corruption department of the Ministry of Internal Affairs in Bashkiria.
The accused pleaded not guilty. The state prosecution requested that he be sentenced to 22 and a half years in prison in a strict regime correctional colony with deprivation of the right to hold positions of a representative of power in state bodies for 12 years with a fine and deprivation of titles.
The court sentenced Andrei Lugovsky to 15 years in prison in a strict regime correctional colony with deprivation for 10 years of the right to hold positions in the Ministry of Emergency Situations related to organizational, administrative and administrative powers.

This is the second criminal case against Andrey Lugovskiy. After leaving the FPS department in Mezhgorye in 2016, he served as head of the Special Directorate of the FPS No. 100 of the Russian Emergencies Ministry in Moscow until 2019. In December 2020, the Nikulinsky District Court of Moscow found Lugovsky guilty of abuse of office with causing grave consequences (part 3 of article 286 of the Criminal Code of the Russian Federation) and sentenced him to four years in a general regime colony. Andrei Lugovskoy also pleaded not guilty in the first criminal case. His lawyer Marina Doronina stated that, according to the order of the Ministry of Emergency Situations, no supporting documents were required to provide financial assistance to employees for health reasons, and Andrei Lugovskoy provided such assistance to everyone who turned to him.
In January of this year, the Beloretsk Interdistrict Court sentenced him to 13 years in prison in a strict regime colony and a fine of 65 million rubles. Lugovsky’s successor to the post of head of the special department of the FPS No. 103 in Mezhgorye Dima Muslimov. He was found guilty of 70 episodes of taking bribes in a similar scheme in the amount of about 30 million rubles.
