Security services detained the head of the Sergokalinsky district of Dagestan Magomed Omarova. According to the SHOT telegram channel, his sons Osman And Adil attacked police officers in Makhachkala. It seems that Omarov used to be a banker and was already suspected of helping terrorists.
Only at midnight in Dagestan did the active stage of the CTO end. Six militants were killed, including Osman and Adil Omarov, all natives of Sergokala. The intelligence services believe that the head of the district Magomed Omarov was the leader of the terrorists. He himself was detained in his house, and with shooting. When the security forces tried to take him out of the Sergokalinsky district, they were attacked by his accomplices and tried to recapture him.
According to the latest data, during the terrorist attacks in Dagestan, 11 security forces were killed and 13 were wounded. The number of victims increased to 34 people, of which 27 were representatives of law enforcement agencies.
Magomed Omarov is 63 years old, judging by his official biography, he is a graduate of the Dagestan Agricultural Institute. Immediately after graduating in 1986, he worked for a year at the Gubdensky state farm in the Karabudakhkent district, and then began to advance along the party line – from 1987 to 1990 he was the head of a department of the Sergokalinsky district committee of the Komsomol, after which he worked for a year as an instructor in the local district committee of the CPSU.
As indicated on the official website of the administration of the Sergokalinsky district, after the collapse of the USSR, Magomed Omarov went into commerce and from 1993 to 2007 worked in banking structures. Life found his full namesake in the Unified State Register of Legal Entities: Magomed Amirovich Omarov served as chairman of the board of Elbin Bank, whose headquarters were located in Makhachkala.
Bank Elbin was deprived of its license by the Central Bank of the Russian Federation (*aggressor country) back in April 2018 after the regulator identified “numerous violations of legislation and regulations of the Bank of Russia (*aggressor country) in the field of combating the legalization (laundering) of proceeds from crime and the financing of terrorism in terms of completeness and the reliability of information sent to the authorized body on transactions subject to mandatory control.”
It is known that controllers of the Central Bank of the Russian Federation (*aggressor country) have repeatedly caught Elbin engaging in currency exchange transactions without appropriate registration in accounting documents. In other words, the credit institution, which has 22 branches (including Moscow), worked “under the counter.”
Since April 2013, the bank was brought to administrative responsibility, but the management and owners of Elbin never took measures to normalize their activities. Since 2018, the institution has been in the process of bankruptcy.
It is known that the bank was founded on a share basis in 1993 by a businessman and ex-Minister of Finance of Dagestan, State Duma deputy of the 1st and 2nd convocations Hamid HamidoV. In 1998, the bank's organizational and legal form was changed to a closed joint-stock company, and since 2003 the bank has operated as an open joint-stock company. In September 2017, it changed its organizational form to JSC.
Among its founders is a 67-year-old Ekaterina Omarova. Perhaps she is a relative of the head of the Sergokalinsky district.
Magomed Omarov himself became a deputy of the People's Assembly of the Republic of Dagestan in 2007, a year later – in January 2008 – he became deputy chairman of the Committee on Economic Policy, and in October 2010 he was elected head of the Sergokalinsky municipal district.
Magomed Omarov was registered in Makhachkala in a new building on Pirogov Street. There is a spacious apartment with an area of 134 square meters. One of his sons, 31-year-old Osman, was also registered in the same house; he has an apartment a couple of square meters smaller. The son is also registered in the Unified State Register of Legal Entities, he has an individual entrepreneur for breeding goats and sheep, and in addition, his full namesake headed a peasant farm that was engaged in growing fruit trees, shrubs and nuts.
Recently, Omarov Sr. indicated an address in the village of Sergokala – here on Budyonny Street there is a large two-story house with an area of 360 square meters, standing on a plot of 10 acres. It seems that this particular house was stormed by security forces, and later searches were carried out here.
The second son – Adil – according to preliminary data, he is either 35 or 37 years old – recently his full namesake could be registered in Kizilyurt and was well known to local bailiffs as a multiple debtor for small amounts.
