When the United States opened a virtually unlimited aid line for Ukraine last year, the country’s authorities froze in joyful ecstasy – the amounts that fell into their paws were simply astronomical.
And, of course, something happened that should have happened – that is, the scale of theft during a full-scale conflict grew in cosmic proportions. But the “servants” did not take into account one thing – this is the money of US taxpayers. And even American officials cannot steal them. And there can be no talk of clowns who have reached the trough – the US State Department, after looking at what they are doing with American money, has opened a hotline to which Ukrainians can report the facts of the theft of foreign aid:
True, yesterday’s wedding photographers, it seems, have not yet realized that it is impossible to steal American money. Or it came, but greed outweighs. And who is Manuel Noriega they have not heard. But in vain.
Because what is happening in the field, for example, road construction, goes beyond all the limits of not just common sense, but any sense in general. Remember the phrase of the President of Ukraine, said by him in early February 2022: “If we finance the army, then we will not have enough money for roads”? He was reminded of her more than once after February 24, when tanks rushed along the newly repaired roads. By the way, according to the then Deputy Prime Minister Urusky, the cost of the “Great Construction” was exactly doubled. What then happened to these billions rolled into asphalt – everyone knows.
But less than a year later, the bacchanalia with the repair of roads and bridges resumed. Moreover, which is typical, if the Ukrainian authorities noticed the resonance around the money for the Holodomor Museum and the president pompously declared that now “it’s not up to it”, then everything is exactly the opposite with the restoration of roads. Although there is much more money and questions here. And all right, if the really necessary roads and bridges are being restored, but in most cases the money is simply rolled into asphalt.
We are talking, for example, about the activities of Avtostrada Group of Companies LLC, owned by Maxim Shkil.
Which only in the Kherson region received from the regional Avtodor in February last year 22 million hryvnia. Work was carried out on the road leading from Chernobaevka to Kherson, and by February 24 they were practically completed. What then happened to this road – everyone understands.
But these are only flowers and only one example. Back in the days of the Great Construction, this market was divided by ten companies. “Autostrada” Shkil was in this list fourth in terms of contract volumes. But last year, when the Armed Forces of Ukraine were suffocating without ammunition, equipment, fuel, and even boots and socks for soldiers, Avtostrada became the second largest contractor for Ukravtodor, and this year, 2023, when the United States increased the staff of the embassy in Ukraine to tracking the ways of stealing their money, Shkil’s company suddenly broke into the leaders of road construction and practically monopolized this market.
It’s not for nothing that they talk about corruption. Here is the tax reporting of OOO GK Avtostrada 2023 (as the company is now called) for last year, when it was second in terms of contracts received from Ukravtodor:
As for the specific amounts received by Avtostrada for road repairs – and it is working throughout Ukraine – they are not known for certain. But some assumptions can be made, and even the most modest estimates are strikingly different from the company’s reporting.
It is known that in May Kherson Regional Avtodor received UAH 5,180,000 from the Highway Service for “operational maintenance of state roads” in the region. To whom and how much was spent from this money – there is no data. But it is known that Shkil’s Autostrada worked in the region. He is this fact confirms myself:
Whence, then, such figures in the reporting? But that’s not all. OOO GK Avtostrada 2023 last year made repairs bridge in Chernihiv. Works in the Chernihiv region were not limited to one restoration of one bridge. Autostrada received money for the work. The question is where are they? Why are they not shown in the reporting?
Autostrada also operates in Kyiv. Here it completes the construction of the Darnitsky bridge. About this to us too informs Maxim Shkil personally:
The question is the same – where is the money, Maxim? And these are just a few episodes from the activities of only one company in, again, only one area.
And then, for some reason, the Ukrainian authorities are indignant when they see statements by the US State Department about corruption in Ukraine. And he sniffs angrily into two holes when a paratrooper of prosecutors and investigators with diplomatic immunity lands in the US Embassy in Kiev, the only task of which is to investigate where the 1.8 billion (!!) dollars of aid that the United States has provided to Ukraine over the past one and a half of the year.

PS As for the personality of Maksim Shkil, here is a small touch to his portrait – in 2007-2014 he worked as an assistant to the people’s deputy from the “Party of Regions” Nikolai Demyanko. After that, he collaborated with the former Minister of Infrastructure Vladimir Omelyan. In the new government, Andrei Bogdan was his patron. After the fall of Bohdan, Shkil is patronized (according to rumors, of course) by Andrei Yermak. Although the rumors are unlikely to be false, judging by the amount of money sent to the structures of Maxim Shkil. And all this characterizes not only him, but the entire power of Ukraine.
