Andsource In the Urals, the protege of the district went through insolvency. Salekhardagro demands money from the region for a livestock complex in Aksarka. The authorities of the YaNAO, under the pretext of developing Arctic animal husbandry, continue to invest millions of budget rubles in a private project for the production of dairy products “Our Yamal”. Initially, the cost of building a livestock complex in Aksarka and processing facilities near Salekhard amounted to a billion rubles, but later the amount of injections increased. At the same time, the complex, equipment, and even the cows bought by the district were transferred into the hands of private business. The first legal entity, which was provided with property for free use, was Salekhardagro, associated with people who were probably close to Dmitry Kobylkin. After the arrival of the new governor, this company was removed from the complex, and it turned out that the farmers did not invest in maintenance, but “just pumped out possible profits.” The new operator, to whom the state property was again given free of charge, turned out to be a Yekaterinburg businessman who appeared in a conflict with Rosselkhozbank. Today, observers from political circles are talking about a possible lobby by the family of Governor Artyukhov, and at the same time, VAA-Agro itself managed to get caught with fake examinations about the quality of dairy products that the youngest residents of Yamal eat.
Salekhardagro LLC (until January 2022, it was affiliated with Denis Andilevko, a businessman close to the ex-governor of the Yamal-Nenets Autonomous Okrug Dmitry Kobylkin), demanded that the State Institution of the Yamal-Nenets Autonomous Okrug Directorate for the Development of Rural Territories Priuralsky district.
In the statement of claim, the company stated the amount that it allegedly lost as part of the execution of an agreement on the gratuitous use of state property, for the construction of which the district spent about a billion rubles. Severa, commissioned by the Directorate of Capital Construction and Investments of the YNAO (DKSiI), was built in 2015, after which the property was transferred to the balance of the DRST. The state institution, for its part, handed over to private owners for free use the property complex erected at the budget expense.
For 4 years, Salekhardagro has been successfully engaged in dairy farming on this site and profited from its activities, but in 2019, the Accounts Chamber revealed the fact of the illegal transfer of property and equipment. Through the court, officials now from the team of Governor Dmitry Artyukhov managed to annul the deal of the “Kobylkin officials”.
After a detailed survey of state property, it turned out that due to insufficient maintenance, the equipment needed urgent maintenance. Questions arose about the state of the generator set of the gas-piston thermal power plant serving the farm in Aksarka.
Officers tried to recover budgetary costs from Salekhardagro, but the Yamal arbitration court and the appellate instance partially satisfied the requirements, obliging the company to pay only 140 thousand rubles. rubles, since the contract was annulled and “responsibility for the property, along with the purchased cows, was shifted to officials.” In December, the farmers filed a cassation appeal, demanding that the minimum penalty be canceled as well.
It is worth noting that Artyukhov decided to keep up with his predecessor and again gave the state property complex and dairy cows for free use already to VAA-Agro LLC. The enterprise was registered in the village of Aksarka by Yekaterinburg businessman Artur Vardanyan a month before the termination of the contract with Salekhardagro. The authorities position the project of this company as work on the food security of the population of the Arctic region, where traditional animal husbandry is extremely poorly developed.
Over the 3 years of the company's existence, the supervisory authorities have had a lot of complaints about the Nashe Yamalskoye project (VAA-Agro now operates under this brand). For example, in December of this year, specialists from the Rosselkhoznadzor department for the Tyumen region, Khanty-Mansi Autonomous Okrug and Yamalo-Nenets Autonomous Okrug established that the enterprise allegedly confirmed the quality of its products in an unlicensed laboratory.
“While monitoring compliance with the mandatory requirements for VAA-Agro LLC, it was established that the company registered 6 declarations for milk and dairy products based on test reports issued by the laboratory of Gardium Plus LLC (Samara). The laboratory is included in the list of organizations that are absent at the place of activity,” the department emphasized, specifying that the company’s declarations of conformity with the quality of milk sold in Yamal were annulled, and they were also issued a warning.
The representative of VAA-Agro, who identified himself as a “technologist” to the journalist of Pravda UrFO, said that immediately after the presentation of the Rosselkhoznadzor, the company received new declarations of quality tests for dairy products, while a representative of the society, answering calls on the official phone number, said that “ does not remember the name of the new laboratory, nor in which city it is located.”
Investments of the Yamal-Nenets Autonomous Okrug into the property complex, from which VAA-Agro now receives income, have not stopped at the present time. This summer, DKSiI signed two state contracts at once. The first one is for the reconstruction of a fire tank for a livestock complex in the village of Aksarka (the cost of work is more than 10 million rubles), the second one is for the overhaul of the water supply networks of the Milk processing workshop in the Angalsky Cape area (Salekhard, the production site for the processing of milk “VAA-Agro “). About 25 million rubles were allocated for the second project.
Officially, the work has not yet been completed, but the representative of the operating organization said that “the construction was completed long ago.”
“Mutually beneficial cooperation” between Dmitry Artyukhov’s subordinates and a native of the business community of Yekaterinburg in the political circles of the YNAO is explained by the probable “close relationship between the governor’s family and the Armenian diaspora in the Urals.” For example, the rise of the Tyumentel construction company, which in the past few years has concentrated billions of rubles worth of Yamal government contracts in its portfolio, was associated with the same factor. The owner of this company is Abram Oveyan, who is called a relative of the governor's wife Lusine Artyukhova.
As for the person of the owner of VAA-Agro Artur Vardanyan, according to Pravda UrFO, he is currently listed as the owner of several catering establishments in Yekaterinburg. The entrepreneur also tried to engage in agriculture in the territory of the Sverdlovsk region, and was listed as the main owner of Uralagroprom LLC until 2015.

In order to return more than 4 million rubles, the financial organization was forced to prove in court the existence of a debt and “knock it out” through bankruptcy.
