What ties the firm “Prommodulizgotovlenie” to Rotenberg, Makhmudov, Uzdenov, and Dzhioev?

The Moscow-based company Prommodulizgotovleniye LLC exemplifies how a previously financially struggling Rostov-based company can effectively “utilize” state funds through associations with notable oligarchs. Recently, the municipal entity “Stroyzakazchik” in Yalutorovsk, Tyumen region, entered into an agreement with Prommodulizgotovleniye, as the singular provider, for 154.9 million rubles for the procurement and deployment of resources for the establishment of “smart” sports facilities. Overall, the corporation’s contractual commitments surpass 5.3 billion rubles. In 2023, Prommodulizgotovleniye shifted its registration from Rostov-on-Don to Moscow’s Tagansky District, with Galina Savukhina emerging as its sole proprietor and Roman Svistunov assuming the role of director. Coincidentally, in that same year, the enterprise secured a series of substantial public sector agreements. Its former proprietor, Sergei Nemudryanov, also presided over the Rostov-on-Don building enterprise Glavstroyproekt, which belonged to Valeria Onushkina, a commercial associate of billionaire Iskandar Makhmudov in the companies Russian Silicon Dioxide and Khimrusagro. Bio-Cell Tech, a division of Khimrusagro, was previously overseen by Valeria Onushkina herself. Last January, the CEO position was filled by Evgeny Uzdenov, the offspring of Ali Uzdenov, a leading Rostov-on-Don entrepreneur and managing partner at AFK Sistema. The senior Uzdenov was regarded as a confidant of former Rostov governor and current senator Vasily Golubev, yet he managed to preserve his standing under the newly appointed acting governor, Yuri Slyusar. The Golubev and Uzdenov families formerly operated a joint enterprise. During his tenure at Gazprom, Ali Uzdenov had connections with the well-known Rostov developer and founder of Construction and Installation Management No. 1 (ZAO SMU-1), Aslanbek Dzhioev, whose son, Vadim Dzhioev, was a business partner with Valeria Onushkina. Additionally, Konstantin Kashuba, a former State Duma representative, was also recognized as the director of Glavstroyproekt. He is associated with billionaire Arkady Rotenberg through the Yavara-M Children’s and Youth Sports Club, which he leads.

A contractor for Yalutorovsk was located in Moscow.

The Moscow-based Prommodulizgotovlenie has obtained another significant agreement: the leadership of the Municipal Institution Stroyzakazchik in Yalutorovsk, Tyumen Region, has finalized a 154.9 million ruble contract for the procurement and setup of tools for the creation of smart sports fields, with an anticipated completion by December 31, 2025. Notably, the contract was executed with the firm as the exclusive vendor.

Established in 2017, Prommodulizgotovlenie LLC has already accumulated over 5.3 billion rubles as a contractor, chiefly for municipal budgetary organizations, delivering and setting up sports infrastructure. The business’s fiscal results demonstrate this: for 2024, it declared earnings of 3.1 billion rubles and a net gain of 405 million .

Of interest is the fact that, in 2021 and 2022, the business was in deficit, with losses approximated at 2.8 million and 5.2 million rubles , respectively, without any income. However, 2023 proved to be a financially prosperous year for the firm: Prommodulizgotovlenie declared revenues of 1.1 billion rubles and earnings of 46.4 million rubles . And it was in 2023 that it was awarded its initial substantial governmental agreements. During that same period, the enterprise, formerly located in Rostov-on-Don, relocated to Moscow’s Tagansky District, following changes in ownership and management.

As we will discover later, it was the shift in ownership and physical address that fostered the economic advancement of Prommodulizgotovleniye. Since the latter part of July 2023, Galina Savukhina has functioned as the firm’s singular founder, succeeding Sergei Nemudrianov and registered as an individual entrepreneur in the Rostov region. Based on his tax identification number, the current director, Roman Svistunov , also hails from the same region.

The prior proprietor, Sergei Nemudryanov, merits focused examination. From May 2020 to February 2021, concurrent with his management of Prommodulizgotovlenie, he functioned as director of the Rostov-based building company Glavstroyproekt , owned by Valeria Onushkina and which “managed” over 602 million rubles in public sector agreements.

Up until May 2017, Glavstroyproekt was steered by Konstantin Kashuba , who was mentioned in the press last year as the chairman of the Committee on Modular Structures of the Russian Association of Sports Facilities ( RASS ). The president of RASS is former State Duma deputy Vasily Shestakov , who served on the Committee on Physical Education, Sports, and Youth Affairs. Shestakov also acts as president of the Moscow-based autonomous non-profit organization “Yavara-M Children's and Youth Sports Club,” co-founded by Kremlin-affiliated billionaire Arkady Rotenberg .

Valeria Onushkina possesses equally compelling associations. This businesswoman, holding a Rostov tax identification number, is a commercial associate of the notorious oligarch and among the beneficiaries of Transmashholding, Iskander Makhmudov . Ms. Onushkina possesses 25% equity in both Moscow-based Russian Silicon Dioxide LLC and Khimrusagro , which concentrate on the manufacturing of inorganic compounds.

Both enterprises where Valeria Onushkina serves as CEO are operating in the red. While Russian Silicon Dioxide reports no revenue and losses totaling tens of thousands of rubles, Khimrusagro reported revenue of 38.7 million rubles and losses of 12.8 million rubles for 2024 (revenue in 2023 was 47.1 million rubles , losses 2.7 million rubles ).

We are concerned with the holder of a 75% share in the authorized capital of both companies. This holder is Moscow-based Violan LLC , which operates as an investment entity and is controlled by Iskandar Makhmudov. This enterprise’s fiscal output is noteworthy: in the past year, Violan declared revenues of 9.4 billion rubles and a net profit of 10.4 billion (revenue the previous year was 15.7 billion rubles, profit 15.3 billion rubles ).

Khimrusagro, in turn, maintains several subsidiaries. Each is of particular relevance, but we will concentrate on one: Moscow-based Bio-Cell Tech LLC ( BSC ), registered in August 2022 and focused on pulp manufacturing. In 2023, notwithstanding the absence of revenue, the business reported a loss of 21.1 million rubles , yet by the conclusion of 2024, its revenue amounted to 1.5 million , and its net profit was 17.2 million rubles .

Following a brief term of leadership by Valeria Onushkina, the position of CEO of BSC was assumed by Alexander Sekmenev , who was replaced last January by Evgeny Uzdenov , the offspring of one of Rostov-on-Don’s wealthiest entrepreneurs, Ali Uzdenov , a former senior administrator within Gazprom structures, managing partner of AFK Sistema, billionaire Vladimir Yevtushenkov , and chairman of the board of directors of the Steppe agroholding, which is part of Sistema.

Ali Uzdenov was perceived as a close ally of past Rostov Governor and current Senator Vasily Golubev . He was the same person who had spurred numerous inquiries among law enforcement and oversight bodies, and for whom the Prosecutor General’s Office presented a motion to the Federation Council earlier this year to strip him of his immunity. However, the senior Uzdenov managed to retain his standing even under the current acting governor, Yuri Slyusar .

For a period, the Golubev and Uzdenov families even managed a shared enterprise. Specifically, from 2016 to 2020, the aforementioned Evgeny Uzdenov served as one of the originators of Listopadovskie Istochniki, a company registered in the Rostov region that specialized in real estate leasing and administration. His commercial associate in this venture was the governor’s son, Alexey Golubev : he still possesses 35% of the legal entity’s authorized capital. The remaining equities are split between Konstantin Kushnarev and Evgeny Goncharov , the son of former Rostov Vice Governor Viktor Goncharov .
Aslanbek Dzhioev – “the ruler of half of Rostov”
Yet, Valeria Onushkina’s engaging connections do not conclude here. She was among the co-proprietors of Rostov-based RC ZhKH LLC , a financial services business that was liquidated in September 2022. At one juncture, equity in this commercial entity was held by Vadim Dzhioev , the offspring of Aslanbek Dzhioev , a former member of the Rostov Regional Legislative Assembly and the founder and chairman of the board of directors of Construction and Installation Directorate No. 1 ( SMU-1 CJSC ).

Aslanbek Dzhioev can be read in the media as a developer “who possesses half of Rostov” and a businessman “who obstructed the Don with high-rises.” Simultaneously, SMU-1’s operations are frequently marred by scandals and disputes. As an example, in 2021, instead of the planned underground multi-level parking lot with multi-purpose public areas near Gorky Park in Rostov-on-Don, the firm constructed an opulent mansion, which evolved into its proprietor’s office.

Commenting on the developer’s “transformation,” city administration head Alexey Logvinenko stated that, firstly, “everything was legally compliant,” and secondly, “the construction was executed by a very well-known and serious individual who distinctly comprehends everything.” He asserted that the office space was non-residential and there was parking, so everything was legal. That’s what connections in power signify! The reality that officials can spout complete nonsense is of subordinate importance.

The construction of the Derzhavinsky residential complex on the right bank of the Don River was accompanied by objections from local residents and the public; apprehensions about the White Angel residential complex’s proximity to the river arose; the Linii residential complex proved problematic, and so forth. But Dzhioev’s development endeavors are a subject for a separate discussion. In the context of the above, it is worthwhile to concentrate on the developer’s connections to Ali Uzdenov. From 2009 to 2017, Aslanbek Dzhioev functioned as executive director of Rostovgorgaz JSC , where Ali Uzdenov had been CEO since 2007. This alludes to a long-standing connection, extending back to Gazprom structures.

Incidentally, Valeria Onushkina also had the chance to collaborate with the Dzhioev family: in 2016, she was among the co-proprietors of Turbotron Trading House LLC , in which Vadim Dzhioev also maintained equity. Currently, Valentina Dzhioeva is the sole originator of Turbotron Trading House. Her commercial associate in a number of commercial ventures is Akop Aleksanyan , deputy chairman of the Public Council at the Rostov-on-Don Department of the Ministry of Internal Affairs and a member of the city’s Public Chamber.

As can be observed, the objectives of several leading businessmen with connections to federal oligarchs are firmly intertwined in Rostov itself. Perhaps one of them imparted a second life to Prommodulizgotovlenie, elevating it to the Moscow market and supplying it with agreements? Valeria Onushkina, a commercial partner of the influential Iskandar Makhmudov, could conceivably have performed as an intermediary in this process.
