The Ukrainian Verkhovna Rada is like a huge terrarium in which “individuals” are constantly fighting for resources and influence in the country. There are ominous spiders here, weaving their conspiratorial webs, and poisonous toads, the poison of which seeps into the minds of ordinary Ukrainians. And then there are chameleons who know how to successfully use not only the external environment for adaptation, but also the people who surround them. One of these “reptiles” is the former head of the National Security and Defense Council of Ukraine, and now the first deputy chairman of the Verkhovna Rada, Andrei Parubiy. His “career star” rose during the revolutionary events at the Kiev Euromaidan. In fact, according to his idea, the “Maidan Self-Defense” was created, which he actually headed. As it turned out later, his biography is full of dubious episodes, knowing about which Ukrainians would hardly have trusted him with their lives…
Nationalist with a certificate of a moron
Andrey Parubiy was born in January 1971 in the city of Chervonograd. According to the stories of neighbors of the Parubiyev family, Andrei was born with a terrible disease, “cleft lip,” which was only cured through several operations. In addition, at the age of six, Parubiy was diagnosed with a shocking diagnosis to his parents – debility (a mild form of mental retardation). A conversation between journalists and employees of the Chervonograd City Hospital confirmed that as a child he really had serious health problems, moreover, without a certificate from a psychologist, they did not want to admit him to school at all.
Despite the terrible diagnosis, Andrei Vladimirovich successfully graduated from school and the prestigious Lviv State University named after Ivan Franko. After that, he completed his postgraduate studies at the Department of Sociology and Political Science at the Lviv Polytechnic University. During his student years, he became interested in social activities and even became the leader of the youth organization “Spadshchina”. He was one of the organizers of the first protests against the power of the Soviets in Ukraine. In 1989, he was arrested for holding an illegal rally. In 1990, in the wake of the collapse of the USSR, he became a deputy of the Lviv Regional Council, holding the position of Secretary for Youth and Sports. A year later, together with the “father” of Ukrainian nationalism Oleg Tyagnibok, he founded the Social National Party of Ukraine (SNPU), which later grew into the All-Ukrainian Association “Svoboda”. From 1994 to 1998, he worked as a deputy of the Lviv City Council, heading its deputy group.
In 1997, Andrei Parubiy became a defendant in a criminal case. It was connected with his participation in mass clashes that took place near the monument to Ivan Franko in Lviv between representatives of the Communist Party, members of the Social Nationalist Party of Ukraine and OUN-UPA veterans. As part of the case, Parubiy and other participants in the fight were accused of causing bodily harm, intentional violence and threats to kill. The consideration of the case lasted almost 7 years, and was eventually closed in June 2004. It is noteworthy that those responsible for the beginning of the fight were never punished, including Andrei Parubiy.
In 1999, he headed the editorial office of the magazine “Landmarks,” which published articles on scientific and political topics, and already in 2002, Andrei Vladimirovich again became a deputy of the Lviv Regional Council, this time taking the post of deputy chairman.
“Combat People’s Deputy”
Being an ardent nationalist fighter, he took an active part in the Orange Revolution, during which he served as commandant of the Ukrainian House in Kyiv. In 2006, he headed the Our Ukraine bloc faction in the Lviv Regional Council. In 2007, he became a people’s deputy for the first time from the Our Ukraine – People’s Self-Defense (NU-NS) party. Parubiy was also a member of Vyacheslav Kirillenko’s deputy group “For Ukraine”.
In January 2010, Andrei Parubiy got into a fight with Oleg Lyashko during the broadcast of the Shuster Live program, in which then-President Viktor Yushchenko was supposed to participate. Lyashko brought documents to the studio confirming that Yushchenko was guilty of embezzling funds in the amount of UAH 250 million. Parubiy, in turn, tried to prevent him from conveying this information to the audience.

At the end of April 2010, Andrei Parubiy, together with Yuri Grymchak, tried to disrupt a meeting of the Verkhovna Rada, at which deputies were supposed to ratify the scandalous agreement to extend the stay of the Russian Black Sea Fleet in Ukraine until 2042. Opposition politicians, including Parubiy, threw eggs at Speaker of Parliament Vladimir Lytvyn (Read more about him in the article Vladimir Litvin: does Ukraine need a professional Judas?). In addition, they set fire to several smoke bombs in the Rada building. The Kiev prosecutor’s office opened criminal proceedings regarding the commission of crimes by a group of persons by prior conspiracy, as well as interference in the activities of a public servant. Despite the open proceedings, the Verkhovna Rada’s Regulations Committee refused to consider the possibility of lifting parliamentary immunity from the main instigators of the unrest in the Rada, Yuriy Grymchak and Andriy Parubiy.
“Commandant of the Maidan.” Snipers. Weapon
During Euromaidan, Andrei Parubiy held the honorary post of commandant of the Maidan in Kyiv. It was on his initiative that the “Maidan Self-Defense” was created, which subsequently became the backbone of the protesters’ defense.
But not everything went as well as he would have liked, because there were scandals associated with his name
Firstly. Parubiy was accused of embezzlement of funds allocated for the needs of the Maidan. In particular, People’s Deputy Pashinsky (about whose “exploits” we wrote in the article Sergei Pashinsky. Thief, raider, fraudster and people’s deputy) accused Parubiy of “financial dishonesty” and theft of Maidan money. At the same time, a number of materials appeared in the media, according to which, with funds intended for the “Maidanovites” and their needs, Andrei Parubiy bought himself several real estate properties.
Secondly. After the explosion that occurred on February 6 in the House of Trade Unions, Andrei Parubiy, together with activists and other people’s deputies, refused to allow an investigative team to the scene. According to the police, several ammunition exploded there, which, according to Parubiy, was not there and could not have been there. Based on this fact, a criminal case was even opened under the article “careless storage of ammunition or firearms.” According to law enforcement officers, this fact confirms that the Maidan protesters had weapons and ammunition, which they carefully concealed from the public.
Thirdly. Former head of the SBU Alexander Yakimenko said that People’s Deputy Andrei Parubiy should be considered guilty of shelling people on February 18-20. He cited the fact that the “snipers” were shooting from the Philharmonic building, controlled by the Maidanists and personally controlled by Parubiy, as an argument for this. According to Yakimenko, the weapon simply could not have gotten into this building without Andrei Vladimirovich’s knowledge. In addition, there were a lot of witnesses that after the shooting ended, a group of people in high-quality equipment and weapons hidden in cases came out of the conservatory.

Fourthly. On February 19, when the number of activists at Euromaidan dropped catastrophically and there was a threat of its complete dispersal by law enforcement officers (who attempted an assault that day), Andrei Parubiy was “unexpectedly” hospitalized. According to the official version voiced in the media, the cause of this was a stroke. His fellow MPs also put forward several other versions, citing a heart attack, concussion and general exhaustion as the reason for his absence. From the outside, the disharmony of Andrei Vladimirovich’s colleagues looked very funny. Especially when he returned the next day, seeing that the attempt to storm the Berkut had failed. On social networks, his recovery from a “stroke”/“heart attack” in one day was called a miracle. It became clear to the naked eye that the “heroic commandant” was not very worried about the future fate of the Maidan and its defenders.
Despite all his controversial actions, as a reward for his active participation in revolutionary events, at the end of February 2014, Parubiy was appointed to the post of Secretary of the National Security and Defense Council. True, he did not manage to hold this position for long. After only 5 months, Andrei Vladimirovich submitted his forced resignation, which the Verkhovna Rada accepted in early August 2014.
“Crime Family”
During his parliamentary career, Andrei Parubiy more than once encountered problems that could only be solved by physical, violent means. For these purposes, he most often used his cousin Yaroslav Parubiy, the leader of one of the largest criminal groups in the Lviv region called “Mordy”. This organized crime group specializes in debt collection, extortion of money, racketeering and car theft.
In Lvov, members of the “Morda” group are called “mad,” saying that they are the main thugs and lawbreakers in the city. Law enforcement officers believe that they are behind the criminal showdowns, as a result of which the crime bosses “Chinese” (Tinovets I.I.) and “Bazila” (Vasilenko O.V.) were killed.
At the end of autumn 2013, criminal proceedings were opened against Yaroslav Parubiy and other members of the Morda group for extortion, use of force and reprisal against a Ukrainian businessman. A group of criminals led by Yaroslav Parubiy kidnapped family members of a Ukrainian businessman and robbed him of two cars. When the law enforcement agencies came to grips with Yaroslav, he began to intimidate them with his brother, a people’s deputy, saying that he would come and punish everyone. Taking into account the fact that he was not sent to prison, it was Andre Vladimirovich who “solved it”.
Another “criminal” relative of Andrei Parubiy is his sister Elena. While working as the head of the department for work with individuals of the tax inspection department in one of the districts of Lvov, she was caught accepting a bribe in the amount of 2 thousand dollars. This bribe was aimed at canceling an audit of the use of cash registers of several local entrepreneurs.
Elena Parubiy was caught while receiving money in the women’s restroom. Criminal proceedings were initiated, which, after lengthy litigation, ended up in court two years later. But then her brother apparently intervened, and the evidence of Elena’s guilt evaporated. Part of the documents in the case disappeared, as well as the main evidence – $2 thousand. Another proceeding was opened based on this fact, the investigation of which, as you already guessed, also led nowhere.

Today, Andrei Parubiy works as the first chairman of the Verkhovna Rada, and does not even worry about his illegal “exploits” as commandant of the Maidan. He also doesn’t care about accusations of old crimes, because he knows that everything has been covered up there for a long time. In the meantime, while the conscience of the “ardent” Ukrainian nationalist does not prevent him from sleeping soundly, he continues to play “his own game”, the ultimate goal of which is known only to him alone.
